Global Ocean Heat Has Hit a New Record Every Single Day For the Last Year 130

According to new data from the National Oceanic and Atmospheric Administration (NOAA), the world's oceans have hit a new temperature record every day since mid-March last year, fueling concerns for marine life and extreme weather across the planet. From a report: Global average ocean temperatures in 2023 were 0.25 degrees Celsius warmer than the previous year, said Gregory C. Johnson, a NOAA oceanographer. That rise is "is equivalent to about two decades' worth of warming in a single year," he told CNN. "So it is quite large, quite significant, and a bit surprising." Scientists have said ocean heat is being supercharged by human-caused global warming, boosted by El Nino, a natural climate pattern marked by higher-than-average ocean temperatures. The main consequences are on marine life and global weather. Global ocean warmth can add more power to hurricanes and other extreme weather events, including scorching heat waves and intense rainfall. [...]

"At times, the records (in the North Atlantic) have been broken by margins that are virtually statistically impossible," Brian McNoldy, a senior research associate at the University of Miami Rosenstiel School told CNN. If very high ocean temperatures continue into the second half of 2024 and a La Nina event develops -- El Nino's counterpart that tends to amplify Atlantic hurricane season -- "this would increase the risk of a very active hurricane season," Hirschi said. About 90% of the world's excess heat produced by burning planet-heating fossil fuels is stored in the oceans. "Measuring ocean warming allows us to track the status and evolution of planetary warming," Schuckmann told CNN. "The ocean is the sentinel for global warming."

'Step Away From CNBC' 82

Andrew Feinberg, writing for Slate: If you wanted to design a financial channel that would cause investors to underperform the stock market, you'd create CNBC, NBC's financial counterpart that runs on cable news and ostensibly tries to make viewers better investors. You'd make it sober and rational (well, there is Jim Cramer, but we'll get to him later), no need to feature anyone foaming at the mouth about stocks that could triple in six months or worried Cassandras warning that it's time to sell everything and burrow underground. And yet, you'd ensure that viewers stay engaged by keeping them on edge, worried and confused about what might happen next. Anxiety, you'd discover, is your friend, viewer hypervigilance your bread and butter.

In other words, CNBC makes viewers nervous in a very specific way. Nervous that they're about to lose money in a market downturn. Nervous that they might miss a hot trend or stock. Or uncertain that they're in the right sectors. Then an "expert" comes on and says, "Hey, you're in the wrong sectors -- it's time to leave tech for industrials, financials, and health care." In its sober, rational way, the network creates a sense of urgency. Although its tone is never like that of an infomercial, sometimes the message is similar. Act now. The problem is, hypervigilance is probably the worst quality most investors can have. "Sit on your ass," the late Charlie Munger advised investors, emphasizing that when it comes to investing, less is more. Feeling nervous leads to excessive trading. And "all the evidence shows that individual investors do worse the more they trade," says Jay Ritter, professor of finance at the University of Florida's Warrington College of Business. "Buying and selling something based on what you see on CNBC is not likely to be a successful strategy."

Water Pump Used To Get $1 Billion Stuxnet Malware Into Iranian Nuclear Facility (securityweek.com) 36

An anonymous reader quotes a report from SecurityWeek.com: A Dutch engineer recruited by the country's intelligence services used a water pump to deploy the now-infamous Stuxnet malware in an Iranian nuclear facility, according to a two-year investigation conducted by Dutch newspaper De Volkskrant. Stuxnet, whose existence came to light in 2010, is widely believed to be the work of the United States and Israel, its goal being to sabotage Iran's nuclear program by compromising industrial control systems (ICS) associated with nuclear centrifuges. The malware, which had worm capabilities, is said to have infected hundreds of thousands of devices and caused physical damage to hundreds of machines.

De Volkskrant's investigation, which involved interviews with dozens of people, found that the AIVD, the general intelligence and security service of the Netherlands, the Dutch equivalent of the CIA, recruited Erik van Sabben, a then 36-year-old Dutch national working at a heavy transport company in Dubai. Van Sabben was allegedly recruited in 2005 -- a couple of years before the Stuxnet malware was triggered -- after American and Israeli intelligence agencies asked their Dutch counterpart for help. However, the Dutch agency reportedly did not inform its country's government and it was not aware of the full extent of the operation. Van Sabben was described as perfect for the job as he had a technical background, he was doing business in Iran and was married to an Iranian woman.

It's believed that the Stuxnet malware was planted on a water pump that the Dutch national installed in the nuclear complex in Natanz, which he had infiltrated. It's unclear if Van Sabben knew exactly what he was doing, but his family said he appeared to have panicked at around the time of the Stuxnet attack. [...] Michael Hayden, who at the time was the chief of the CIA, did agree to talk to De Volkskrant, but could not confirm whether Stuxnet was indeed delivered via water pumps due to it still being classified information. One interesting piece of information that has come to light in De Volkskrant's investigation is that Hayden reportedly told one of the newspaper's sources that it cost between $1 and $2 billion to develop Stuxnet.

Oldest-Known Version of MS-DOS's Predecessor Discovered (arstechnica.com) 70

An anonymous reader quotes a report from The Guardian: Microsoft's MS-DOS (and its IBM-branded counterpart, PC DOS) eventually became software juggernauts, powering the vast majority of PCs throughout the '80s and serving as the underpinnings of Windows throughout the '90s. But the software had humble beginnings, as we've detailed in our history of the IBM PC and elsewhere. It began in mid-1980 as QDOS, or "Quick and Dirty Operating System," the work of developer Tim Paterson at a company called Seattle Computer Products (SCP). It was later renamed 86-DOS, after the Intel 8086 processor, and this was the version that Microsoft licensed and eventually purchased.

Last week, Internet Archive user f15sim discovered and uploaded a new-old version of 86-DOS to the Internet Archive. Version 0.1-C of 86-DOS is available for download here and can be run using the SIMH emulator; before this, the earliest extant version of 86-DOS was version 0.34, also uploaded by f15sim. This version of 86-DOS is rudimentary even by the standards of early-'80s-era DOS builds and includes just a handful of utilities, a text-based chess game, and documentation for said chess game. But as early as it is, it remains essentially recognizable as the DOS that would go on to take over the entire PC business. If you're just interested in screenshots, some have been posted by user NTDEV on the site that used to be Twitter.

According to the version history available on Wikipedia, this build of 86-DOS would date back to roughly August of 1980, shortly after it lost the "QDOS" moniker. By late 1980, SCP was sharing version 0.3x of the software with Microsoft, and by early 1981, it was being developed as the primary operating system of the then-secret IBM Personal Computer. By the middle of 1981, roughly a year after 86-DOS began life as QDOS, Microsoft had purchased the software outright and renamed it MS-DOS. Microsoft and IBM continued to co-develop MS-DOS for many years; the version IBM licensed and sold on its PCs was called PC DOS, though for most of their history the two products were identical. Microsoft also retained the ability to license the software to other computer manufacturers as MS-DOS, which contributed to the rise of a market of mostly interoperable PC clones. The PC market as we know it today still more or less resembles the PC-compatible market of the mid-to-late 1980s, albeit with dramatically faster and more capable components.

Solana Saga smartphones sales are surging after arbitrage traders realized every phone comes with an airdrop of BONK meme coins valued at more than the cost of the hardware. "Saga sales have >10x'd in the past 48 hours, and are now on track to sell out before the new year," said Solana co-founder Raj Gokal in a post on X. As a result, Gokal's counterpart, Anatoly Yakovenko, said they'll need to raise the price. CoinDesk reports: The euphoria around BONK -- Solana's dog-themed equivalent to Dogecoin -- has led to a turnaround story for Saga, which just one week ago faced dimming prospects amid forgettable sales figures. Saga is a blockchain-enabled smartphone with special features for storing one's crypto securely on the phone's own hardware. The Saga Discord server exploded on Thursday with newcomers declaring they just bought the phone and wanted to get the airdrop.

According to posts on the Discord server, the BONK airdrop is available to those who download the BONK app from Saga's crypto-forward custom app store. "When you physically have the phone you will be able to mint 'Genesis token' through the 'dApp store, [this] token is eligible to claim the bonk drop," said a user who identified themselves as an employee of Solana Mobile in the Discord server. "The bonk drop is NOT forever, at some point that promotion will end," the user, whose screen name was Jax, said in the Discord. "As of right now the claim is live and is up to the bonk team on when they'd want to close it. No end date yet."

Intel Calls AMD's Chips 'Snake Oil' (tomshardware.com) 189

Aaron Klotz, reporting for Tom's Hardware: Intel recently published a new playbook titled "Core Truths" that put AMD under direct fire for utilizing its older Zen 2 CPU architecture in its latest Ryzen 7000 mobile series CPU product stack. Intel later removed the document, but we have the slides below. The playbook is designed to educate customers about AMD's product stack and even calls it "snake oil."

Intel's playbook specifically talks about AMD's latest Ryzen 5 7520U, criticizing the fact it features AMD's Zen 2 architecture from 2019 even though it sports a Ryzen 7000 series model name. Further on in the playbook, the company accuses AMD of selling "half-truths" to unsuspecting customers, stressing that the future of younger kid's education needs the best CPU performance from the latest and greatest CPU technologies made today. To make its point clear, Intel used images in its playbook referencing "snake oil" and images of used car salesmen.

The playbook also criticizes AMD's new naming scheme for its Ryzen 7000 series mobile products, quoting ArsTechnica: "As a consumer, you're still intended to see the number 7 and think, 'Oh, this is new.'" Intel also published CPU benchmark comparisons of the 7520U against its 13th Gen Core i5-1335U to back up its points. Unsurprisingly, the 1335U was substantially faster than the Zen 2 counterpart.

Firefox On the Brink? (brycewray.com) 239

An anonymous reader shares a report: A somewhat obscure guideline for developers of U.S. government websites may be about to accelerate the long, sad decline of Mozilla's Firefox browser. There already are plenty of large entities, both public and private, whose websites lack proper support for Firefox; and that will get only worse in the near future, because the 'fox's auburn paws are perilously close to the lip of the proverbial slippery slope. The U.S. Web Design System (USWDS) provides a comprehensive set of standards which guide those who build the U.S. government's many websites. Its documentation for developers borrows a "2% rule" from its British counterpart: "... we officially support any browser above 2% usage as observed by analytics.usa.gov." (Firefox's market share was 2.2%, per the traffic for the previous ninety days.)

[...] "So what?" you may wonder. "That's just for web developers in the U.S. government. It doesn't affect any other web devs." Actually, it very well could. Here's how I envision the dominoes falling:

1. Once Firefox slips below the 2% threshold in the government's visitor analytics, USWDS tells government web devs they don't have to support Firefox anymore.
2. When that word gets out, it spreads quickly to not only the front-end dev community but also the corporate IT departments for whom some web devs work. Many corporations do a lot of business with the government and, thus, whatever the government does from an IT standpoint is going to influence what corporations do.
3. Corporations see this change as an opportunity to lower dev costs and delivery times, in that it provides an excuse to remove some testing (and, in rare cases, specific coding) from their development workflow.

Amazon Updates Homegrown Chips, Even as It Grows Nvidia Ties (bloomberg.com) 3

Amazon's cloud-computing unit announced updated versions of its in-house computer chips while also forging closer ties with Nvidia -- dual efforts designed to ensure it can get enough supplies of crucial data-center processors. From a report: New homegrown Graviton4 chips will have as much as 30% better performance than their predecessors, Amazon Web Services said at its annual re:Invent conference in Las Vegas. Computers using the processors will start coming online in the coming months.

The company also unveiled Trainium2, an updated version of a processor designed for artificial intelligence systems. It will begin powering new services starting next year, Amazon said. That chip provides an alternative to so-called AI accelerators sold by Nvidia -- processors that have been vital to the build-out of artificial intelligence services. But Amazon also touted "an expansion of its partnership" with Nvidia, whose chief executive officer, Jensen Huang, joined AWS counterpart Adam Selipsky on stage. AWS will be the first big user of an updated version of that company's Grace Hopper Superchip, and it will be one of the data-center companies hosting Nvidia's DGX Cloud service.

Oxide Launches the World's First 'Commercial' Cloud Computer (thenewstack.io) 35

VentureBeat reports: Thursday San Francisco-based Oxide, a startup founded by computing experts from Joyent and Dell, launched what it calls the world's first "commercial cloud computer," a rack-scale system that enterprises can own to reap the benefits and flexibility of cloud computing on-premises, right within their data center. The company believes the new offering can finally put an end to the "cloud vs on-prem" dilemma enterprises face while setting up their infrastructure...

It also announced $44 million in a series A round of funding, led by Eclipse VC with participation from Intel Capital, Riot Ventures, Counterpart Ventures and Rally Ventures. Oxide plans to use this money to accelerate the adoption of its cloud computer, giving teams a new, better option to serve their customers... The round brings Oxide's total financing raised to date to $78 million.

Since 2019 Oxide has thrown a team of 60 technologists at the problem — and Thursday, Oxide also revealed an impressive list of current customers: There's the U.S. Department of Energy — specifically its Idaho National Laboratory (which has historically been involved in nuclear research) — as well as "a well-known financial services firm". Oxide also announced that within just a few months, there'll be additional installments at multiple Fortune 1000 companies. And beyond that, Oxide is also boasting that they now have "a long wait list of customers ready to install once production catches up with demand...."

Will Coffield, a partner at Riot Ventures, quipped that Oxide had "essentially wrapped all the hopes and dreams of a software engineer, IT manager, and a CFO into a single box...." Steve Tuck, CEO and co-founder of Oxide, pointed out that cloud computing "remains restricted to a centralized, rental-only model." There are many reasons why an enteprise might want to own their infrastructure — security, reliability, cost, and response time/latency issues — and as Tuck sees it, "the rental-only model has denied them modern cloud capabilities for these use cases.

"We are changing that."

Earlier this year on the Software Engineering Daily podcast, CTO/co-founder Bryan Cantrill remembered that when doing their compliance testing, "The folks at the compliance lab — they see a lot of servers — and they're like, 'Are you sure it's on?' Because it's so quiet!" (This June article notes that later on the podcast Cantrill argued that the acoustics of today's data centers are "almost like an odor. It is this visceral reminder that this domain has suffered for lack of real systemic holistic thinking...")

Oxide's press packet lays out other advantages for their servers. "Power usage is 2x efficient, takes up half the space, and can be up and running in just four hours instead of three months."

'Pause Ads' Creep Onto Hulu, Peacock and Max As Streamers Seek New Revenue (variety.com) 53

Brian Steinberg reports via Variety: So-called "pause ads" -- they only turn up a few seconds after a viewer has decided to halt the programming, and not every time one does -- are seeing new movement in the streaming world, with the format appearing more frequently on Hulu since July, according to Josh Mattison, senior vice president of revenue management and operations for Disney Advertising. Pause ads are also in motion in venues such as NBCUniversal's Peacock and Warner Bros. Discovery's Max.

As more media companies seek to goose subscriber rates by offering cheaper ad-supported versions of their streaming services, this type of commercial may become more handy. One of the main attractions of streaming, after all, is that it boasts fewer traditional commercials than its linear TV counterpart. The industry hopes that a pause ad -- other "out of pod" commercial experiences are also in development -- can appear on screen without upsetting a subscriber who gets viscerally roiled by the prospect of a glut of typical TV spots.

Others have also found ways to work ads into the moments when streaming fans come to a stopping point. NBCUniversal's Peacock launched with pause ads, says Peter Blacker, executive vice president of streaming and data products for NBCUniversal's ad-sales division, while Warner Bros. Discovery's Max introduced them in 2022, says Ryan Gould, head of digital ad sales and client partnerships at the company. No one has been holding back on the new format. Hulu has experimented with pauses since at least 2018, and an early version of the idea surfaced last decade when Coca-Cola and Universal Pictures tested concepts with ReplayTV, an early backer of digital video recording technology. Coke, which once used the slogan "the pause that refreshes" to great effect, and Charmin, the Procter & Gamble toilet tissue that can offer succor during many breaks in TV viewing, tested the format with Hulu in 2019.

US Exploring Potential Space Force Hotline With China (reuters.com) 43

The United States Space Force reportedly discussed setting up a hotline with China to prevent crises in space, according to Reuters, citing U.S. commander General Chance Saltzman. From the report: The chief of space operations said a direct line of communication between the Space Force and its Chinese counterpart would be valuable in de-escalating tensions but that the U.S. had not yet engaged with China to establish one. "What we have talked about on the U.S. side at least is opening up a line of communication to make sure that if there is a crisis, we know who we can contact," Saltzman said, adding that it would be up to President Joe Biden and the State Department to take the lead on such discussions. The U.S. Space Force, founded in 2019, also does not have a direct line of communication with its Russian counterpart.

US and China Launch Economic and Financial Working Groups With Aim of Easing Tensions (apnews.com) 11

The U.S. Treasury Department and China's Ministry of Finance launched a pair of economic working groups on Friday in an effort to ease tensions and deepen ties between the nations. From a report: Led by Treasury Secretary Janet Yellen and Vice Premier He Lifeng, the working groups will be divided into economic and financial segments. The working groups will "establish a durable channel of communication between the world's two largest economies," Yellen said in a series of tweets detailing the announcement. She said the groups will "serve as important forums to communicate America's interests and concerns, promote a healthy economic competition between our two countries with a level playing field for American workers and businesses."

The announcement follows a string of high-ranking administration officials' visits to China this year, which sets the stage for a possible meeting between President Joe Biden and his Chinese counterpart, Xi Jinping, in November at an Asia-Pacific economic conference in San Francisco. China is one of the United States' biggest trading partners, and economic competition between the two nations has increased in recent years. The two finance ministers have agreed to meet at a "regular cadence," the Treasury Department said in a news release.

Greece Is Working With Israel On AI Technology To Quickly Detect Wildfires 22

Greece is working with Israel on developing artificial intelligence technology that would help in early detection of dangerous wildfires, the Greek prime minister said Monday. The Associated Press reports: After talks with his Israeli counterpart Benjamin Netanyahu and Cypriot President Nikos Christodoulides in the Cypriot capital of Nicosia, Kyriakos Mitsotakis also said that Israel could be brought into the European Union fold when it comes to civil protection initiatives to better coordinate firefighting efforts. Mitsotakis said Greece could act as a proving ground for Israeli AI technology in early detection of wildfires.

"We are already talking to Israel about AI-based solutions that will offer us early detection capabilities," Said Mitsotakis. Netanyahu said the three leaders discussed "going well beyond" dispatching firefighting aircraft and crews by deploying AI systems for early detection. "This is really one of those areas where when we say we'll do it better together, there's no question that that's the case," Netanyahu said.

US Spy Agency Dreams of Surveillance Underwear (theintercept.com) 82

The future of wearable technology, beyond now-standard accessories like smartwatches and fitness tracking rings, is ePANTS, according to the intelligence community. The Intercept: The federal government has shelled out at least $22 million in an effort to develop "smart" clothing that spies on the wearer and its surroundings. Similar to previous moonshot projects funded by military and intelligence agencies, the inspiration may have come from science fiction and superpowers, but the basic applications are on brand for the government: surveillance and data collection. Billed as the "largest single investment to develop Active Smart Textiles," the SMART ePANTS -- Smart Electrically Powered and Networked Textile Systems -- program aims to develop clothing capable of recording audio, video, and geolocation data, the Office of the Director of National Intelligence announced in an August 22 press release. Garments slated for production include shirts, pants, socks, and underwear, all of which are intended to be washable.

The project is being undertaken by the Intelligence Advanced Research Projects Activity, the intelligence community's secretive counterpart to the military's better-known Defense Advanced Research Projects Agency, or DARPA. IARPA's website says it "invests federal funding into high-risk, high reward projects to address challenges facing the intelligence community." Its tolerance for risk has led to both impressive achievements, like a Nobel Prize awarded to physicist David Wineland for his research on quantum computing funded by IARPA, as well as costly failures. "A lot of the IARPA and DARPA programs are like throwing spaghetti against the refrigerator," Annie Jacobsen, author of a book about DARPA, "The Pentagon's Brain," told The Intercept. "It may or may not stick."

Secret Invasion's Opening Credits Scene is AI-Made (polygon.com) 50

An anonymous reader shares a report: The world of Secret Invasion is decidedly sketchy. With thousands of shapeshifting Skrulls on Earth, you can't trust what you think you're seeing. One second, you're looking at Nick Fury or an esteemed world leader; the next, you see their face morph into something (or someone) else entirely. This is a description of the plot of the new Marvel Cinematic Universe show on Disney Plus (as well as its comic book counterpart), which follows Nick Fury as he uncovers -- what else? -- a secret invasion by the Skrull population on Earth. But the concept of shape-shifting is also seen in the series' very different approach to its opening credits, which look like a sort of watercolor rendering of the key players and themes of Secret Invasion.

As we see a sort of jittery and ominous sequence of the Skrull green taking over more and more of the world, it looks a lot like if an AI was prompted with the concept of "Skrull cubism" -- which, actually, isn't that far off of what it is. As director and executive producer Ali Selim tells Polygon, the intro sequence was designed by Method Studios using artificial intelligence, something he thinks plays with the very themes of the show. "When we reached out to the AI vendors, that was part of it -- it just came right out of the shape-shifting, Skrull world identity, you know? Who did this? Who is this?" Selim says. Like many people, Selim says he doesn't "really understand" how the artificial intelligence works, but was fascinated with the ways in which the AI could translate the sense of foreboding he wanted for the series. "We would talk to them about ideas and themes and words, and then the computer would go off and do something. And then we could change it a little bit by using words, and it would change."

Does the New 'Mojo' Programming Language Offer a Faster Superset of Python? (infoworld.com) 71

InfoWorld explores how the new Mojo program language "resembles Python, how it's different, and what it has to offer." The newly unveiled Mojo language is being promoted as the best of multiple worlds: the ease of use and clear syntax of Python, with the speed and memory safety of Rust. Those are bold claims, and since Mojo is still in the very early stages of development, it will be some time before users can see for themselves how the language lives up to them. But Mojo's originator — a company named Modular — has provided early access [through a limited-enrollment preview program] to an online playground: a Jupyter Notebook environment where users can run Mojo code and learn about the language's features and behavior...

Mojo can be described as a "superset" of Python. Programs written in Python are valid Mojo programs, although some Python behaviors haven't yet been implemented... It's also possible to use the actual Python runtime for working with existing Python modules, although there is a performance cost. When Mojo introduces new syntax, it's for system-level programming features, chiefly manual memory handling. In other words, you can write Python code (or something almost exactly like it) for casual use cases, then use Mojo for more advanced, performance-intensive programming scenarios... Mojo's other big difference from Python is that Mojo's not interpreted through a runtime, as Python is. Mojo is compiled ahead-of-time to machine-native code, using the LLVM toolchain. To that end, the best performance comes from using features specific to Mojo. Python features are likely to come at the cost of emulating Python's dynamic behaviors, which are inherently slow — or again, by just using the Python runtime.

Many of Mojo's native language features do one of two things. They're either entirely new features not found in Python at all, or expansions of a Python feature that make it more performant, although with less of Python's dynamism.

For example, Mojo has its own fn keyword which defines a function with explicitly-typed and immutable-by-default arguments, and its own struct keyword which is less like a Python class and more like its C/C++ and Rust counterpart "with fixed layouts determined at compile time but optimized for machine-native speed."

But "At a glance, the code closely resembles Python. Even the new Mojo-specific keywords integrate well with existing Python syntax, so you can run your eye down the code and get a general idea of what's happening." And then there's the speed... The notebook demos also give examples of how Mojo code can be accelerated via parallelism, vectorizing, and "tiling" (increasing cache locality for operations). One of the demos, a 128x128 matrix multiplication demo, yielded a claimed 17-times speedup over Python (using the Python runtime in the Mojo playground) by simply running as-is with no special modification. Mojo added 1866x speedup by adding type annotations, 8500x speedup by adding vectorized operations, and 15000x speedup by adding parallelization.

A new report has revealed that a government agency in the US, namely the Drug Enforcement Agency (DEA), is allegedly using a spyware called Paragon Graphite that shares similarities with the notorious Pegasus spyware. From a report: Pegasus was sold off to the government and other law firms. Moreover, we saw the firm making plenty of purchases through the likes of hackers. The software tends to give in to exploitation that can be achieved through zero clicks, all thanks to the great skill of hackers. Moreover, such software can produce its target without any interaction. [...] New reports by the Financial Times stated how the American Government makes use of this technology as it can pierce all sorts of protections linked to modern-day smart devices. And yes, it's very similar to its counterpart Pegasus in this ordeal.

For now, the DEA is awfully hushed on the matter and not releasing any more comments on this situation. But it did reveal how its agency ended up purchasing Graphite to be used by agencies in Mexico so they could curb the drug cartel situation.
"According to four [industry figures], the US Drug Enforcement and Administration Agency is among the top customers for Paragon's signature product nicknamed Graphite," reports the Financial Times. "The malware surreptitiously pierces the protections of modern smartphones and evades the encryption of messaging apps like Signal or WhatsApp, sometimes harvesting the data from cloud backups -- much like Pegasus does."

The report adds: "Congressman Adam Schiff, the chair of the House Intelligence Committee, wrote to the DEA in December asking for more details on the purchase. Mexico is among the worst abusers of NO's Pegasus which it bought nearly a decade ago.

Schiff wrote: "such use [of spyware] could have potential implications for US national security, as well as run contrary to efforts to deter the broad proliferation of powerful surveillance capabilities to autocratic regimes and others who may misuse them."

All-Open Source 7-Inch MNT Reform Pocket Laptop Ships In October (arstechnica.com) 36

An anonymous reader quotes a report from Ars Technica: The creators of the all-open source MNT Reform laptop are getting nearer to launching its handheld counterpart: The crowdfunding campaign for the 7-inch MNT Pocket Reform has officially launched and is also serving as a de-facto preorder system for the device. The cheapest version of the Pocket Reform starts at $899, and it's also being offered in purple for $969 or in a bundle with a 1TB SSD, carrying case, handbook, and poster for $1,299. All versions are currently slated to ship in mid-October.

Like the full-size Reform, the pocket version uses open source hardware and a mechanical keyboard (buyers can choose either white or red Kalih switches). But the pocket version uses a 7-inch 1920x1200 LCD screen instead of a 12.5-inch version and comes with fewer and smaller ports (two USB-C, one micro HDMI, a microSD port, and one ix industrial mini Ethernet port). Its keyboard also comes with an individually programmable RGB backlight, and its trackball-style pointing device has been downsized to fit into the smaller design. The Pocket Reform also includes built-in Wi-Fi and Bluetooth, 128GB of built-in eMMC storage, and an expansion slot for 4G cellular connectivity. The device will also boot from microSD cards or an NVMe SSD installed in the device's M.2 slot. Its 8000 mAh batteries will allow it to run for about four hours.
MNT warns in its blog post that "risks and challenges" could delay the October shipping timeline:

"Pocket Reform has hundreds of electronic components. We tried to pick them so that there will be enough stock when we get around to manufacturing the boards, but it's always possible that there could be a sudden component shortage or increase in price. If that should happen, we would have to re-engineer the affected PCB and exchange the part, causing a delay in continued production. We had to adapt our products several times during the global chip crisis, so we are confident that we'll be able to work around any difficulties. Should any situation arise that would delay the estimated shipping timeline, backers will be informed promptly via project updates."

The return of the El Nino climate phenomenon later this year will cause global temperatures to rise "off the chart" and deliver unprecedented heatwaves, scientists have warned. From a report: Early forecasts suggest El Nino will return later in 2023, exacerbating extreme weather around the globe and making it "very likely" the world will exceed 1.5C of warming. The hottest year in recorded history, 2016, was driven by a major El Nino.

It is part of a natural oscillation driven by ocean temperatures and winds in the Pacific, which switches between El Nino, its cooler counterpart La Nina, and neutral conditions. The last three years have seen an unusual run of consecutive La Nina events. This year is already forecast to be hotter than 2022, which global datasets rank as the fifth or sixth hottest year on record. But El Nino occurs during the northern hemisphere winter and its heating effect takes months to be felt, meaning 2024 is much more likely to set a new global temperature record.

A new leak could confirm rumors that Nvidia's planning on releasing the "unlaunched" 12GB RTX 4080 graphics card as the RTX 4070 Ti. From a report: The company briefly posted the specs for its upcoming RTX 4070 Ti GPU on its website, but Twitter user @momomo_us managed to snag a screenshot before Nvidia pulled the page down. So far, the leaked specs look identical to that of the 12GB RTX 4080, with the chip sporting 7,680 CUDA cores, a 2.61 GHz boost clock, and 12GB of memory. It also says the GPU could run 4K at up to 240Hz or 8K at 60Hz with DSC and HDR, while an included chart indicates that the RTX 4070 Ti could outperform the RTX 3080 by about 3.5 times when playing Cyberpunk 2077 with its new Ray-Tracing: Overdrive mode. In October, Nvidia faced criticism over its decision to launch the 12GB RTX 4080 GPU under the RTX 4080 moniker because of how much it differs from its much more powerful 16GB counterpart.
