NASA Says Boeing Starliner Astronauts May Fly Home On SpaceX In 2025 (nytimes.com) 105

An anonymous reader quotes a report from the New York Times: For weeks, NASA has downplayed problems experienced by Starliner, a Boeing spacecraft that took two astronauts to the International Space Station in June. But on Wednesday, NASA officials admitted that the problems with the spacecraft were more serious than first thought and that the astronauts may not travel home on the Boeing vehicle, after all. The agency is exploring a backup option for the astronauts, Suni Wiliams and Butch Wilmore, to hitch a ride back to Earth on a vehicle built by Boeing's competitor SpaceX instead. Their stay in orbit, which was to be as short as eight days, may extend into next year. "We could take either path," Ken Bowersox, NASA's associate administrator for the space operations mission directorate, said during a news conference on Wednesday. "And reasonable people could pick either path."

NASA and Boeing officials had maintained that the crew that launched with Starliner on its first crewed test flight was not stranded in space. Ms. Williams and Mr. Wilmore have spent two months aboard the orbital outpost while engineers continue to analyze data about the faulty performance of several of the Starliner's thrusters when it approached for docking. Under the contingency plan, a SpaceX Crew Dragon capsule would travel to the space station with two astronauts instead of its planned crew of four. Ms. Williams and Mr. Wilmore would then join as full-time members of the space station crew for a half-year stay, returning on the Crew Dragon around next February. "In the last few weeks, we have decided to make sure we have that capability there, as our community, I would say, got more and more uncomfortable," said Steve Stich, the manager of the commercial crew program at NASA. NASA officials said no decision had been made yet.

Are EV 'Charger Hogs' Ruining the EV Experience? (cnn.com) 476

A CNN reporter spent more than two hours waiting for EV chargers — thanks to "ill-mannered charger hogs who don't respect EV etiquette." [T]o protect batteries from damage, charging speeds slow way down once batteries get beyond 80% full. In fact, it can take as long, or even longer, to go from 80% charged to completely full than to reach 80%. Meanwhile, lines of electric vehicles wait behind almost-full cars. I was waiting behind people with batteries that were 92%, 94% and even 97% full, as I could see on the charger screens. Still, they stayed there. I made my own situation worse by giving up on one location and going to another with more chargers, but there were even more EVs waiting there.

Given that a lack of public charging is turning many consumers off to EVs, according to multiple surveys, this is a major issue. Both Electrify America and EVgo said they are rapidly expanding their networks to, as EVgo's Rafalson put it, "skate ahead of the puck," trying to make sure there are enough chargers to meet future demand... "I think what you're seeing is demand for public fast charging is really skyrocketing," said Sara Rafalson, executive vice president for policy at EV charging company EVgo, "and I would say we've been really at an inflection point in the last year, year and a half, with demand...."

Electrify America, one of America's biggest charging companies, is experimenting with a solution to the problem of charger hogs who can make it slow and unpleasant to travel in an EV. At 10 of the busiest EV fast charging stations in California, Electrify America has enacted a strict limit. Once a car's batteries are 85% charged, charging will automatically stop and the driver will be told to unplug and leave or face additional 40-cent-per-minute "idle time" fees for taking the space. It's similar to something Tesla vehicles do automatically. When a Tesla car, truck or SUV plugs into a particularly heavily-used Supercharger station, the vehicle itself may automatically limit charging to just 80% "to reduce congestion," according to Tesla's on-line Supercharger Support web page.

In that case, though, the user can still override the limit using the vehicle's touchscreen. There will be no getting around Electrify America's limit.

Electrify America's president points out an EV driver could need a full charge (if they're travelling somewhere with fewer charges) — or if they're driving an EV with a relatively short range. So the article notes that some EV charging companies "have experimented with plans that charge different amounts of money at different times to give drivers incentives to fill their batteries at less busy hours...

"For the time being, let's just hope that EV drivers who don't really need to fill all the way up will learn to be more considerate."

What's the 'Smartest' City in America - Based on Tech Jobs, Connectivity, and Sustainability? (newsweek.com) 66

Seattle is the smartest city in America, with Miami and then Austin close behind. That's according to a promotional study from smart-building tools company ProptechOS. Newsweek reports: The evaluation of tech infrastructure and connectivity was based on several factors, including the number of free Wi-Fi hot spots, the quantity and density of AI and IoT companies, average broadband download speeds, median 5G coverage per network provider, and the number of airports. Meanwhile, green infrastructure was assessed based on air quality, measured by exposure to PM2.5, tiny particles in the air that can harm health. Other factors include 10-year changes in tree coverage, both loss and gain; the number of electric vehicle charging points and their density per 100,000 people; and the number of LEED-certified green buildings. The tech job market was evaluated on the number of tech jobs advertised per 100,000 people.
Seattle came in first after assessing 16 key indicators across connectivity/infrastructure, sustainability, and tech jobs — "boasting 34 artificial intelligence companies and 13 Internet of Things companies per 100,000 residents." In terms of sustainability, Seattle has enhanced its tree coverage by 13,700 hectares from 2010 to 2020 and has established the equivalent of 10 electric vehicle charging points per 100,000 residents. Seattle has edged out last year's top city, Austin, to claim the title of the smartest city in the U.S., with an overall score of 75.7 out of 100. Miami wasn't far behind, achieving a score of 75.4. However, Austin still came out on top for smart city infrastructure, scoring 86.2 out of 100. This is attributed to its high broadband download speed of 275.60 Mbps — well above the U.S. average of 217.14 Mbps — and its concentration of 337 AI companies, or 35 per 100,000 people.

The article notes that the same study also ranked Paris as the smartest city in Europe — slipping ahead of London — thanks to Paris's 99.5% 5G coverage, plus "the second-highest number of AI companies in Europe and the third-highest number of free Wi-Fi hot spots. Paris is also recognized for its traffic management systems, which monitor noise levels and air quality."

Newsweek also shares this statement from ProptechOS's founder/chief ecosystem officer. "Advancements in smart cities and future technologies such as next-generation wireless communication and AI are expected to reduce environmental impacts and enhance living standards."

In April CNBC reported on an alternate list of the smartest cities in the world, created from research by the World Competitiveness Center. It defined smart cities as "an urban setting that applies technology to enhance the benefits and diminish the shortcomings of urbanization for its citizens." And CNBC reported that based on the list, "Smart cities in Europe and Asia are gaining ground globally while North American cities have fallen down the ranks... Of the top 10 smart cities on the list, seven were in Europe." Here are the top 10 smart cities, according to the 2024 Smart City Index.

Coders Don't Fear AI, Reports Stack Overflow's Massive 2024 Survey (thenewstack.io) 134

Stack Overflow says over 65,000 developers took their annual survey — and "For the first time this year, we asked if developers felt AI was a threat to their job..."

Some analysis from The New Stack: Unsurprisingly, only 12% of surveyed developers believe AI is a threat to their current job. In fact, 70% are favorably inclined to use AI tools as part of their development workflow... Among those who use AI tools in their development workflow, 81% said productivity is one of its top benefits, followed by an ability to learn new skills quickly (62%). Much fewer (30%) said improved accuracy is a benefit. Professional developers' adoption of AI tools in the development process has risen rapidly, going from 44% in 2023 to 62% in 2024...

Seventy-one percent of developers with less than five years of experience reported using AI tools in their development process, as compared to just 49% of developers with 20 years of experience coding... At 82%, [ChatGPT] is twice as likely to have been used than GitHub Copilot. Among ChatGPT users, 74% want to continue using it.

But "only 43% said they trust the accuracy of AI tools," according to Stack Overflow's blog post, "and 45% believe AI tools struggle to handle complex tasks."

More analysis from The New Stack: The latest edition of the global annual survey found full-time employment is holding steady, with over 80% reporting that they have full-time jobs. The percentage of unemployed developers has more than doubled since 2019 but is still at a modest 4.4% worldwide... The median annual salary of survey respondents declined significantly. For example, the average full-stack developer's median 2024 salary fell 11% compared to the previous year, to $63,333... Wage pressure may be the result of more competition from an increase in freelancing.

Eighteen percent of professional developers in the 2024 survey said they are independent contractors or self-employed, which is up from 9.5% in 2020. Part-time employment has also risen, presenting even more pressure on full-time salaries... Job losses at tech companies have contributed to a large influx of talent into the freelance market, noted Stack Overflow CEO Prashanth Chandrasekar in an interview with The New Stack. Since COVID-19, he added, the emphasis on remote work means more people value job flexibility. In the 2024 survey, only 20% have returned to full-time in-person work, 38% are full-time remote, while the remainder are in a hybrid situation. Anticipation of future productivity growth due to AI may also be creating uncertainty about how much to pay developers.

Two stats jumped out for Visual Studio magazine: In this year's big Stack Overflow developer survey things are much the same for Microsoft-centric data points: VS Code and Visual Studio still rule the IDE roost, while .NET maintains its No. 1 position among non-web frameworks. It's been this way for years, though in 2021 it was .NET Framework at No. 1 among IDEs, while the new .NET Core/.NET 5 entry was No. 3. Among IDEs, there has been less change. "Visual Studio Code is used by more than twice as many developers than its nearest (and related) alternative, Visual Studio," said the 2024 Stack Overflow Developer survey, the 14th in the series of massive reports.
Stack Overflow shared some other interesting statistics:

Laid-Off California Tech Workers Are Sick To Death of LinkedIn (sfgate.com) 161

An anonymous reader quotes a report from SFGATE: Over the past few years, scores of California tech workers have ended up in the exact same position: laid-off, looking for work on LinkedIn and sick of it. LinkedIn, part job site and part social network, has become an all but necessary tool for the office-job-seeking masses in the Bay Area and beyond. As tech companies gut their workforces, people who would otherwise give the blue-and-white site a wide berth feel compelled to scroll for hours every day for job opportunities. LinkedIn is a dominant force in the professional world, with more than 1 billion users and 67 million weekly job searchers. That scale, plus the torrent of self-promotion and corporate platitudes fueling the platform, has long made it a symbol of modern capitalism. Now, in the age of tech's layoffs, it's also a symbol of dread.

The platform's specter looms so large because it does exactly what it needs to. Tech workers are stuck on Linkedin: In a competitive job market rife with spam listings, the free platform's networking-focused features set it a peg above competitors like Indeed, Dice and Levels.fyi in the search for full-time work. Since February, SFGATE has spoken with 10 recently laid-off tech workers; most of them see LinkedIn as painful but necessary and have locked up new jobs in part thanks to the platform.
Tech worker Kyle Kohlheyer told SFGATE that returning to LinkedIn after losing his job at Cruise in December felt like "salt in the wound" and called the job site a "cesspool" of wannabe thought leaders and "temporarily embarrassed millionaires."

"I found success on their platform, but I f-king hate LinkedIn," Kohlheyer said. "It sucks. It is a terrible place to exist every day and depend on a job for. [...] There's just such a capitalist-centric mindset on there that is so annoying as a worker who has been fundamentally screwed by companies," he said. "Wading" through LinkedIn, he said, it's hard to tell if people feel like an alternative to the top-heavy, precarious tech economy is even possible.

Another tech worker, Mark Harris, added: "Is [LinkedIn] a terrible sign that we live in a capitalist hellscape? Hell yes! But we do live in a capitalist hellscape, and girl's gotta eat."

Study Details 'Transformative' Results From LA Guaranteed Basic Income Program (laist.com) 297

The results of Los Angeles' 12-month guaranteed income pilot program show that it was "overwhelmingly beneficial (source may be paywalled; alternative source)," reports the Los Angeles Times. The program, which involved giving L.A.'s poorest families cash assistance of $1,000 a month with no strings attached, significantly improved participants' financial stability, job opportunities, and overall well-being. From the report: The Basic Income Guaranteed: Los Angeles Economic Assistance Pilot, or BIG:LEAP, disbursed $38.4 million in city funds to 3,200 residents who were pregnant or had at least one child, lived at or below the federal poverty level and experienced hardship related to COVID-19. Participants were randomly selected from about 50,000 applicants and received the payments for 12 months starting in 2022. The city paid researchers $3.9 million to help design the trial and survey participants throughout about their experiences.

[Dr. Amy Castro, co-founder of the University of Pennsylvania's Center for Guaranteed Income Research] and her colleagues partnered with researchers at UCLA's Fielding School of Public Health to compare the experiences of participants in L.A.'s randomized control trial -- the country's first large-scale guaranteed-income pilot using public funds -- with those of nearly 5,000 people who didn't receive the unconditional cash. Researchers found that participants reported a meaningful increase in savings and were more likely to be able to cover a $400 emergency during and after the program. Guaranteed-income recipients also were more likely to secure full-time or part-time employment, or to be looking for work, rather than being unemployed and not looking for work, the study found.

In a city with sky-high rents, participants reported that the guaranteed income functioned as "a preventative measure against homelessness," according to the report, helping them offset rental costs and serving as a buffer while they waited for other housing support. It also prevented or reduced the incidence of intimate partner violence, the analysis found, by making it possible for people and their children to leave and find other housing. Intimate partner violence is an intractable social challenge, Castro said, so to see improvements with just 12 months of funding is a "pretty extraordinary change." People who had struggled to maintain their health because of inflexible or erratic work schedules and lack of child care reported that the guaranteed income provided the safety net they needed to maintain healthier behaviors, the report said. They reported sleeping better, exercising more, resuming necessary medications and seeking mental health therapy for themselves and their children. Compared with those who didn't receive cash, guaranteed income recipients were more likely to enroll their kids in sports and clubs during and after the pilot.

Forbes Estimates Google's Chrome Temporarily Lost Millions of Saved Passwords (forbes.com) 28

An unexpected disapperance of saved passwords "impacted Chrome web browser users from all over the world," writes Forbes, "leaving them unable to find any passwords already saved using the Chrome password manager." Newly saved passwords were also rendered invisible to the affected users. Google, which has now fixed the issue, said that the problem was limited to the M127 version of Chrome Browser on the Windows platform.

The precise number of users to be hit by the Google password manager vanishing act is hard to pin down. However, working on the basis that there are more than 3 billion Chrome web browser users, with Windows users counting for the vast majority of these, it's possible to come up with an estimated number. Google said that 25% of the user base saw the configuration change rolled out, which, by my calculations, is around 750 million. Of these, around 2%, according to Google's estimation, were hit by the password manager issue. That means around 15 million users have seen their passwords vanish into thin air.

Google said that an interim workaround was provided at the time, which involved the particularly user-unfriendly process of launching the Chrome browser with a command line flag of " — enable-features=SkipUndecryptablePasswords." Thankfully, the full fix that has now been rolled out just requires users to restart their Chrome browser to take effect.

Apple Makes Its Very First Labor Agreement With a Union (cnn.com) 17

"Apple and the union representing retail workers at its store in Towson, Maryland, agreed to a tentative labor deal late Friday," reports CNN, "in the first US labor agreement not only for an Apple store but for any US workers of the tech giant." Workers at the Apple store in Towson had voted to join the International Association of Machinists union in June 2022 and have since been seeking their first contract. In May, they voted to authorize a strike without providing a deadline. The labor deal, which needs to be ratified by a vote of the 85 rank-and-file members at the store before it can take effect, is a significant milestone. Other high-profile union organizing efforts, such as those at Starbucks and Amazon, have yet to produce deals for those workers, even though workers at those companies voted to join unions well before the workers at the Apple store in Maryland.

There are not many legal requirements to force a company to reach a labor agreement with a new union once that union has been recognized by the National Labor Relations Board, the government body that oversees labor relations for most US business. But the process can take a long time, as one recent study by Bloomberg Law found the average time for reaching a first contract is 465 days, or roughly 15 months. In many cases, it can take longer. A separate 2023 academic study found 43% of new unions were still seeking their first contract two years after winning a representation election.

The union said their deal includes pay increases of 10% over the three-year life of the contract and guaranteed severance packages for laid-off workers.

US Opens Investigation Into Delta After Airline Cancels Thousands of Flights 48

The US transportation department said on Tuesday it was opening an investigation into Delta Air Lines after the carrier canceled more than 5,000 flights since Friday as it struggles to recover from a global cyber outage that snarled airlines worldwide. From a report: While other carriers have been able to resume normal operations, Delta has continued to cancel hundreds of flights daily because of problems with its crew scheduling system. Since Friday Delta has been cancelling 30% or more of its flights daily through Monday, axing 444 flights on Tuesday, or 12% of its schedule as of 11.00am and delaying another 590, or 16%, according to FlightAware, after cancelling 1,150 on Monday.

The transportation secretary, Pete Buttigieg, said on Tuesday the investigation was to "ensure the airline is following the law and taking care of its passengers during continued widespread disruptions ... Our department will leverage the full extent of our investigative and enforcement power to ensure the rights of Delta's passengers are upheld." Delta said it was in receipt of the USDOT notice of investigation and was fully cooperating. "Delta teams are working tirelessly to care for and make it right for customers impacted by delays and cancellations as we work to restore the reliable, on-time service they have come to expect from Delta," the airline said.

FCC Blasts T-Mobile's 365-Day Phone Locking, Proposes 60-Day Unlock Rule (arstechnica.com) 39

An anonymous reader quotes a report from Ars Technica: Citing frustration with mobile carriers enforcing different phone-unlocking policies that are bad for consumers, the Federal Communications Commission is proposing a 60-day unlocking requirement that would apply to all wireless providers. The industry's "confusing and disparate cell phone unlocking policies" mean that "some consumers can unlock their phones with relative ease, while others face significant barriers," Commissioner Geoffrey Starks said at yesterday's FCC meeting. "It also means certain carriers are subject to mandatory unlocking requirements while others are free to dictate their own. This asymmetry is bad for both consumers and competition."

The FCC is "proposing a uniform 60-day unlocking policy" so that "consumers can choose the carrier that offers them the best value," Starks said. Unlocking a phone allows it to be used on a different carrier's network as long as the phone is compatible. The FCC approved the Notice of Proposed Rulemaking (NPRM) in a 5-0 vote. That begins a public comment period that could lead to a final rulemaking. A draft of the NPRM said the FCC "propose[s] to require all mobile wireless service providers to unlock handsets 60 days after a consumer's handset is activated with the provider, unless within the 60-day period the service provider determines the handset was purchased through fraud."

"You bought your phone, you should be able to take it to any provider you want," Rosenworcel said. "Some providers already operate this way. Others do not. In fact, some have recently increased the time their customers must wait until they can unlock their device by as much as 100 percent." Rosenworcel apparently was referring to a prepaid brand offered by T-Mobile. The NPRM draft said that "T-Mobile recently increased its locking period for one of its brands, Metro by T-Mobile, from 180 days to 365 days." The 365-day rule brought Metro into line with other T-Mobile prepaid phones that already came with the year-long lock. We reached out to T-Mobile and will update this article if it provides a comment. A merger condition imposed on T-Mobile's purchase of Sprint merely requires that it unlock prepaid phones within one year. T-Mobile imposes different unlocking policies on prepaid and postpaid phones. For postpaid devices, T-Mobile says it will unlock phones that have been active for at least 40 days, but only if any associated financing or leasing agreement has been paid in full.

How Microsoft, Dell and Other Large US Employers Accommodate Neurodivergent Employees (nytimes.com) 53

As the number of autism diagnoses rises in America, a number of large employers "are taking steps to make workplaces more accessible and welcoming for neurodivergent employees," reports the New York Times — including Microsoft, Dell and Ford. [Alternate URL here.] The Centers for Disease Control and Prevention estimates that 1 in 36 8-year-olds in the United States has autism. That's up from 1 in 44 in 2018 and 1 in 150 in 2000, an increase that experts attribute, in part, to better screening. In addition, 2.2% of adults in the country, or 5.4 million people, are autistic, according to the CDC...

Autism activists have praised companies that have become more accepting of remote work since the coronavirus pandemic. Workplaces with too much light and noise can overwhelm those who are autistic, leading to burnout, said Jessica Myszak, a clinical psychologist in Chicago who specializes in testing and evaluations for autism. Remote work "reduces the social demands and some of the environmental sensitivities" that autistic people struggle with, Myszak added.

The article notes Microsoft's neurodiversity hiring program, which was established in 2015. The company's program was modeled after a venture created by the German software firm SAP, and has since been adopted in some form by companies including Dell and Ford. The initiative has brought in about 300 full-time neurodivergent employees to Microsoft, said Neil Barnett, the company's director for inclusive hiring and accessibility. "All they needed was this different, more inclusive process," Barnett said, "and once they got into the company, they flourished."

[One job applicant] was given a job coach to help her with time management and prioritization. Microsoft also paired her with a mentor who showed her around the company's campus in Redmond. Perhaps more important, she works with managers who have received neurodiversity training. The Microsoft campus also has "focus rooms," where lights can be dimmed and the heights of desks can be changed to fit sensory preferences. Employees seated in the open office may also request to sit away from busy aisles or receive noise-canceling headphones.

Even though this is a seemingly invisible change, it is a major leap forward because it enhances our code quality and performance. Largest UK Public Sector Trial of Four-Day Work Week Sees Huge Benefits (theguardian.com) 226

"In the largest public sector trial of the four-day week in Britain, fewer refuse collectors quit," reports the Guardian, "and there were faster planning decisions, more rapid benefits processing and quicker call answering, independent research has found." South Cambridgeshire district council's controversial experiment with a shorter working week resulted in improvements in performance in 11 out of 24 areas, little or no change in 11 areas and worsening of performance in two areas, according to analysis of productivity before and during the 15-month trial by academics at the universities of Cambridge and Salford... The multi-year study of the trial involving about 450 desk staff plus refuse collectors found:

- Staff turnover fell by 39%, helping save £371,500 in a year, mostly on agency staff costs.
- Regular household planning applications were decided about a week and a half earlier.
- Approximately 15% more major planning application decisions were completed within the correct timescale, compared with before.
- The time taken to process changes to housing benefit and council tax benefit claims fell....
Under the South Cambridgeshire trial, which began in January 2023 and ran to April 2024, staff were expected to carry out 100% of their work in 80% of the time for 100% of the pay. The full trial cut staff turnover by 39% and scores for employees' physical and mental health, motivation and commitment all improved, the study showed. Inside the Health Crisis of a Texas Bitcoin Town (time.com) 212

Longtime Slashdot reader ArchieBunker shares a report from TIME Magazine: On an evening in December 2023, 43-year-old small business owner Sarah Rosenkranz collapsed in her home in Granbury, Texas and was rushed to the emergency room. Her heart pounded 200 beats per minute; her blood pressure spiked into hypertensive crisis; her skull throbbed. "It felt like my head was in a pressure vise being crushed," she says. "That pain was worse than childbirth." Rosenkranz's migraine lasted for five days. Doctors gave her several rounds of IV medication and painkiller shots, but nothing seemed to knock down the pain, she says. This was odd, especially because local doctors were similarly vexed when Indigo, Rosenkranz's 5-year-old daughter, was taken to urgent care earlier that year, screaming that she felt a "red beam behind her eardrums." It didn't occur to Sarah that these symptoms could be linked. But in January 2024, she walked into a town hall in Granbury and found a room full of people worn thin from strange, debilitating illnesses. A mother said her 8-year-old daughter was losing her hearing and fluids were leaking from her ears. Several women said they experienced fainting spells, including while driving on the highway. Others said they were wracked by debilitating vertigo and nausea, waking up in the middle of the night mid-vomit. None of them knew what, exactly, was causing these symptoms. But they all shared a singular grievance: a dull aural hum had crept into their lives, which growled or roared depending on the time of day, rattling their windows and rendering them unable to sleep. The hum, local law enforcement had learned, was emanating from a Bitcoin mining facility that had recently moved into the area -- and was exceeding legal noise ordinances on a daily basis.

Over the course of several months in 2024, TIME spoke to more than 40 people in the Granbury area who reported a medical ailment that they believe is connected to the arrival of the Bitcoin mine: hypertension, heart palpitations, chest pain, vertigo, tinnitus, migraines, panic attacks. At least 10 people went to urgent care or the emergency room with these symptoms. The development of large-scale Bitcoin mines and data centers is quite new, and most of them are housed in extremely remote places. There have been no major medical studies on the impacts of living near one. But there is an increasing body of scientific studies linking prolonged exposure to noise pollution with cardiovascular damage. And one local doctor -- ears, nose, and throat specialist Salim Bhaloo -- says he sees patients with symptoms potentially stemming from the Bitcoin mine's noise on an almost weekly basis. "I'm sure it increases their cortisol and sugar levels, so you're getting headaches, vertigo, and it snowballs from there," Bhaloo says. "This thing is definitely causing a tremendous amount of stress. Everyone is just miserable about it."
"By the end of 2024, we intend to have replaced the majority of air-cooled containers with immersion cooling, with no expansion required," said a representative for Marathon Digital Holdings, the company that owns the mine. "Initial sound readings on immersion containers indicate favorable results in sound reduction and compliance with all relevant state noise ordinances." They did not answer questions about the health impacts their mining site was causing.

"We're living in a nightmare," said Rosenkranz. She clocked the hum at 72 decibels in Indigo's bedroom in the dead of night. "Indigo's room directly faces the mine, which sits about a mile and a half away," notes TIME. She had to be pulled from her school after she developed so many ear infections from the sound.

The report also said a resident's dog "started going bald and developed debilitating anxiety shortly after the Bitcoin mine began operating four blocks away." TIME added: "Directly next door, Tom Weeks' dog Jack Rabbit Slim started shaking and hyperventilating uncontrollably for hours on end; a vet placed him on the seizure medication Gabapentin. Rosenkranz's chickens stopped laying eggs for months. And Jerry and Patricia Campbell's centuries-old oak tree, which had served as the family's hub and protector for generations of backyard family reunions and even a wedding, died suddenly three months ago."

The decision is designed to solve what Collboni described as "Barcelona's biggest problem" — the housing crisis that has seen residents and workers priced out of the market — by returning the 10,000 apartments currently listed as short-term rentals on Airbnb and other platforms into the housing market... It's all part of a wider theme: around the world. Airbnb — which dominates the short-term rental market with more than 50% of all online bookings — and others, including VRBO, Booking.com and Expedia.com, are being scrutinised at the same time as questions are being asked about who tourism is for, and where the balance lies between benefits for tourists and locals alike...

Recent years have seen a backlash against the brand, which is blamed for pushing up housing prices and affecting locals who feel they have been forced to live next door to unregulated hotels... The question is: does banning or restricting short-term rentals actually reduce housing prices or affect housing stock? Harvard Business Review's study on the impact of the New York City ban, published earlier this year, concluded that in this case, short term rentals are not the biggest contributor to high rents, and that regulations, rather than bans, would offer better benefits to the city and locals alike. One clear result from the city's ban has been that hotel room rates have hiked to a record average of $300 per night.

So why are tourism authorities and city councils doing it? Perhaps the real reason is that it's not just about the numbers, it's about how local people feel about tourism... Successful on paper or not, these bans send a signal to local people that politicians are listening to their concerns and will prioritise them over tourists. There is an alternative to outright bans, though. Many destinations, including Berlin, restrict owner-occupiers to a 90-day maximum rental period over a year, effectively allowing part-time hosts to continue to make a supplementary income while preventing professional hosts from buying up housing stock and turning it into full-time short-term rentals. The issue for all countries moving in this direction, including the UK, which proposes something similar, is about regulation. How do you do it and how much extra does it cost to do so?

Amazon Discontinues Astro for Business Robot Security Guard To Focus on Astro Home Robot (geekwire.com) 20

Astro is leaving its job to spend more time with family. From a report: Amazon informed customers and employees Wednesday morning that it plans to discontinue its Astro for Business program, less than a year after launching the robot security guard for small- and medium-sized businesses. The decision will help the company focus on its home version of Astro, according to an internal email. Astro for Business robots will stop working Sept. 25, the company said in a separate email to customers, encouraging them to recycle the devices.

Businesses will receive full refunds for the original cost of the device, plus a $300 credit "to help support a replacement solution for your workplace," the email said. They will also receive refunds for unused, pre-paid Astro Secure subscription fees. Announced in November 2023, the business version of Amazon's rolling robot used an HD periscope and night vision technology to autonomously patrol and map up to 5,000 square feet of space. It followed preprogrammed routes and routines, and could be controlled manually and remotely via the Amazon Astro app.

Colorado's Universal Basic Income Experiment Gets Surprising Results (coloradosun.com) 370

In November of 2022, "More than 800 people were selected to participate in the Denver Basic Income Project," reports the Colorado Sun, "while they were living on the streets, in shelters, on friends' couches or in vehicles.

One group received $1,000 a month, according to the article, while a second group received $6,500 in the first month, and then $500 for the next 11 months. (And a "control" group received $50 a month.) Amazingly, about 45% of participants in all three groups "were living in a house or apartment that they rented or owned by the study's 10-month check-in point, according to the research." The number of nights spent in shelters among participants in the first and second groups decreased by half. And participants in those two groups reported an increase in full-time work, while the control group reported decreased full-time employment. The project also saved tax dollars, according to the report. Researchers tallied an estimated $589,214 in savings on public services, including ambulance rides, visits to hospital emergency departments, jail stays and shelter nights...

The study, which began in November 2022 with payments to the first group of participants, has been extended for an additional eight months, until September, and organizers are attempting to raise money to extend it further.

Americans Abroad Cut Off As AT&T, Verizon, T-Mobile Suffer International Roaming Outages (theregister.com) 21

Many American subscribers are unable to use their phones overseas because all three major U.S. carriers are experiencing outages. According to The Register, the outages have been ongoing for several hours and stem from third-party communications technology company Syniverse. From the report: "Since the onset of these issues, Syniverse has been working closely with our network partners to restore full service," Syniverse, a US-based comms provider that focuses on roaming services, said in a statement confirming the breakdown. "We understand the inconvenience this has caused and appreciate your patience as we navigate this challenge."

"We're one of several providers impacted by a third-party vendor's issue that is intermittently affecting some international roaming service," T-Mo told us. "We're working with them to resolve it." Similarly, AT&T stated: "The AT&T network is operating normally. Some customers traveling internationally may be experiencing service disruptions due to an issue outside the AT&T network. We're working with one of our roaming connectivity providers to resolve the issue." Likewise, Verizon said, "An international third party communications provider is having issues with making voice and data connections with US based customers traveling overseas."

The international roaming outage has hit users' ability to do calls and texts, and reach the internet. According to Verizon, it's not a complete blackout. "70 percent of calls and data connections are going through at this time," the carrier firm told The Register in the past hour or so.

Colorado Law To Ban Everyday Products With PFAS (theguardian.com) 83

An anonymous reader quotes a report from The Guardian: A new law coming into effect in Colorado in July is banning everyday products that intentionally contain toxic "forever chemicals," including clothes, cookware, menstruation products, dental floss and ski wax -- unless they can be made safer. Under the legislation, which takes effect on 1 July, many products using per- and poly-fluoroalkyl substances -- or PFAS chemicals linked to cancer risk, lower fertility and developmental delays -- will be prohibited starting in 2026. By 2028, Colorado will also ban the sale of all PFAS-treated clothes, backpacks and waterproof outdoor apparel. The law will also require companies selling PFAS-coated clothing to attach disclosure labels.

The initial draft of state senate bill 81, introduced in 2022, included a full ban on PFAS beginning in 2032. But that measure was written out after facing opposition. Colorado has already passed a measure requiring companies to phase out PFAS in carpets, furniture, cosmetics, juvenile products, some food packaging and those used in oil and gas production. The incoming law's diluted version illustrates the challenges lawmakers have in regulating chemicals that are used to make products waterproof, nonstick or resistant to staining. Manufacturers say the products, at best, will take time to make with a safer replacement -- or at worst, are not yet possible to get made in such fashion. [...]

In Colorado, state senator Lisa Cutter, one of the sponsors of the new law there, has said she still wants a complete ban on PFAS but acknowledges the problems. "As much as I want PFAS to go away forever and forever, there are going to be some difficult pivots," she told the outlet. They include balancing the potential cost to consumers in making products PFAS-free. Cutter told CBS News that it was "really hard" challenging lobbying groups that "spent a lot of money ensuring that these chemicals can continue being put into our products and make profits." Cutter had been accused of stifling innovation and industry. She said she believed companies could be successful while also looking out for the communities they serve. "Certainly, there are cases where it's not plausible right away to gravitate away from them, but we need to be moving in that direction," Cutter said. "Our community shouldn't have to pay the price for their health."

Julian Assange Reaches Plea Deal With US, Allowing Him To Go Free (cnn.com) 260

WikiLeaks founder Julian Assange has agreed to a plea deal with the U.S. Justice Department over his alleged role in one of the largest U.S. government breaches of classified material. As a result, he will avoid imprisonment in the United States. CNN reports: Under the terms of the new agreement (PDF), Justice Department prosecutors will seek a 62-month sentence -- which is equal to the amount of time Assange has served in a high-security prison in London while he fought extradition to the US. The plea deal would credit that time served, allowing Assange to immediately return to Australia, his native country. The plea deal must still be approved by a federal judge.

Assange had faced 18 counts from a 2019 indictment for his alleged role in the breach that carried a max of up to 175 years in prison, though he was unlikely to be sentenced to that time in full. Assange was being pursued by US authorities for publishing confidential military records supplied by former Army intelligence analyst Chelsea Manning in 2010 and 2011. US officials alleged that Assange goaded Manning into obtaining thousands of pages of unfiltered US diplomatic cables that potentially endangered confidential sources, Iraq war-related significant activity reports and information related to Guantanamo Bay detainees.
