An anonymous reader writes: While Google Fiber gets a massive amount of media hype (justly based on its disruptive speed and price point), the reality is that despite numerous city "launches" -- not that many people can actually get the service. But while many ISPs and analysts have dismissed Google Fiber as an adorable experiment that will never impact them, many of these folks have been forced to changing their tune as Google Fiber's list of planned launch cities grows larger. In a profile piece over at USAToday, the company once again notes that while Google Fiber may have begun as a PR exercise, it's now dead serious about being a large, nationwide disruptive kick in the ass for incumbent broadband providers. "It is indeed a real business, and it's serving to increase competition as well, and that's something that we don't mind," Google Fiber boss and former Qualcomm exec Dennis Kish tells the paper. "We think it's healthy for the market and for consumers."

Facebook Took Its Giant Internet Drone On Its First Test Flight (fastcompany.com) 43

Today, the company announced it has completed the first full-scale test of its Aquila drone, after months of testing one-fifth-size models. On June 28, the experimental aircraft (featuring a V-shaped wingspan the width of a Boeing 737) took off from the Yuma Proving Grounds in Yuma, Arizona, and flew for 96 minutes at low altitude, as CEO Mark Zuckerberg and many others watched in the dawn sunlight.. Possibly years of work remain before Facebook's connectivity effort fully takes off, according to a head engineer, including figuring out how to keep the drones aloft for hours at a time, and how to effectively send Internet with lasers.Quartz points out that Facebook may not have been given the permission to test the drones. From the article:Earlier this year, the Federal Aviation Administration (FAA) finalized its regulations for flying commercial drones in the US. These regulations, which require commercial drones to be kept within the line of sight of the person flying the drone, and that the drones be kept below 400 feet, do not go into effect until August. Prior to these regulations, any company wishing to fly or test drones outdoors in the US required an exemption from the FAA, called a Section 333. Quartz checked with the FAA last year to ask whether Facebook had one of these exemptions, and was told it did not. (We've asked the FAA again, and Facebook, to see if the company has since received permission to fly drones in the US.) The FAA has started to fine some companies that operate drones commercially without an exemption, including a nearly $2 million fine for a company that was flying drones over people in New York and Chicago without permission.

Engineer Gets Tired Of Waiting For Telecom Companies To Wire His town -- So He Does It Himself (backchannel.com) 106

Gurb, 75 kilometers north of Barcelona, is a quiet farming community of 2,500. It has suddenly become a popular place, thanks to being the birthplace of Guifi.net, one of the world's "most important experiments in telecommunications." It was built by an engineer who got tired of waiting for Telefonica, the Spanish telecom giant, to provide internet access to the people of his community. At first he wanted an internet access for himself, but it soon became clear that he also wanted to help his neighbors. Guifi has grown from a single wifi node in 2004, to 30,000 working nodes today, including some fiber connections, with thousands more in the planning stages. An article on Backchannel today documents the tale of Guifi. From the article: The project is a testament to tireless efforts -- in governance, not just in adding hardware and software -- by Ramon Roca (the engineer who started it) and his colleagues. They've been unwavering in their commitment to open access, community control, network neutrality, and sustainability. In 2004, he bought some Linksys WiFI hackable routers with a mission to get himself and his neighbors connected to the Internet. This is how he did it: Roca turned on a router with a directional antenna he'd installed at the top of a tall building near the local government headquarters, the only place in town with Internet access -- a DSL line Telefonica had run to municipal governments throughout the region. The antenna was aimed, line of sight, toward Roca's home about six kilometers away. Soon, neighbors started asking for connections, and neighbors of neighbors, and so on. Beyond the cost of the router, access was free. Some nodes were turned into "supernodes" -- banks of routers in certain locations, or dedicated gear that accomplishes the same thing -- that could handle much more traffic in more robust ways. The network connected to high-capacity fiber optic lines, to handle the growing demand, and later connected to a major "peering" connection to the global Internet backbone that provides massive bandwidth. Guifi grew, and grew, and grew. But soon it became clear that connecting more and more nodes wasn't enough, so he created a not-for-profit entity, the Guifi.net Foundation. The foundation, thanks to its cause and a cheerful community, has received over a million Euros to date -- from various sources including several levels of government. But as the article notes, a million Euros is a drop in the bucket next to the lavish subsidies and favors that state-approved monopolies such as Telefonica have enjoyed for decades. The article adds: The Guifi Foundation isn't the paid provider of most Internet service to end-user (home and business) customers. That role falls to more than 20 for-profit internet service providers that operate on the overall platform. The ISPs share infrastructure costs according to how much demand they put on the overall system. They pay fees to the foundation for its services -- a key source of funding for the overall project. Then they offer various kinds of services to end users, such as installing connections -- lately they've been install fiber-optic access in some communities -- managing traffic flows, offering email, handling customer and technical support, and so on. The prices these ISPs charge are, to this American (Editor's note: the author is referring to himself) who's accustomed to broadband-cartel greed, staggeringly inexpensive: 18 to 35 Euros (currently about $26-$37) a month for gigabit fiber, and much less for slower WiFi. Community ownership and ISP competition does wonders for affordability. Contrast this with the U.S. broadband system, where competitive dial-up phone access -- phone companies were obliged to let all ISPs use the lines as the early commercial Internet flourished in the 1990s -- gave way to a cartel of DSL and cable providers. Specifically, she singled out Google and Amazon for dodging taxes and creating a lot of parliamentary scrutiny. Ars Technica reports: "May has been quick to stamp her brand of conservatism on her party by letting go of key members of Cameron's cabinet. She has so far sacked big hitters such as chancellor of the exchequer George Osborne, justice secretary Michael Gove, and culture secretary John Whittingdale. Philip Hammond now has the keys to Number 11, but we're still waiting to hear who will replace Whittingdale, whose remit included the rollout of super fast broadband in the UK. He's also the man behind the White Paper on the future of the BBC, which sought radical changes at the public service broadcaster. So far, 10 cabinet positions have been announced by May. They include Justine Greening as secretary of state for education, and Liz Truss becomes justice secretary, while former London mayor and key Brexit campaigner Boris Johnson -- to the surprise of many -- now heads up the foreign office. May has handed her home secretary job to Amber Rudd -- who will now be responsible for the government's push for greater online surveillance laws. Rudd was previously the minister for energy and climate change." David Davis is now in charge of withdrawing the UK from the European Union. David has for many years "opposed the government's attempts to bring in a so-called Snoopers' Charter." Ars Technica writes, "He's also currently suing the UK government over DRIPA -- legislation that was rushed through by the Tories after the European Court of Justice had ruled that the Data Retention Directive was invalid for failing to have adequate privacy safeguards in place."

FCC OKs Sweeping Spectrum Frontiers Rules To Open Up Nearly 11 GHz Of Spectrum (fiercewireless.com) 64

Monica Alleven, reporting for FierceWirelessTech: In one fell swoop, the FCC today put the U.S. in a 5G leadership position, voting 5-0 to approve its Spectrum Frontiers proceeding and make spectrum bands above 24 GHz available for 5G. FCC Chairman Tom Wheeler, noting his previous remarks on the proceeding, kept his remarks brief to avoid repeating himself. But he summed it up this way before the final vote: "This is a big day for our nation. This is a big day for this agency," he said. "I do believe this is one of the, if not the most, important decision this agency will make this year. By becoming the first nation to identify high-band spectrum, the United States is ushering in the 5G era of high capacity, high-speed, low-latency wireless networks. By not getting involved in the technologies that will use the spectrum, we're turning loose the incredible innovators of this country," he said. The new rules open up nearly 11 GHz of high-frequency spectrum for mobile and fixed wireless broadband -- 3.85 GHz of licensed spectrum and 7 GHz of unlicensed spectrum. The rules create a new Upper Microwave Flexible Use service in the 28 GHz (27.5-28.35 GHz), 37 GHz (37-38.6 GHz) and 39 GHz (38.6-40 GHz) bands, and a new unlicensed band at 64-71 GHz. The FCC will continue to seek comment on bands above 95 GHz.

UK ISP Sky Is About To Start Censoring the Web For All of Its Customers (betanews.com) 167

Mark Wilson, writing for BetaNews: The UK government is on a mission to protect the young of the country from the dark recesses of the web. And by the darker recesses, what is really meant is porn. The main ISPs have long been required to block access to known piracy sites, but porn is also a concern -- for politicians, at least. As part of its bid to sanitize and censor the web, Sky -- from the Murdoch stables -- is, as of today, enabling adult content filtering by default for all new customers: Sky Broadband Shield. The company wants to "help families protect their children from inappropriate content", and in a previous experiment discovered -- unsurprisingly -- that content filtering was used by more people if it was automatically enabled.

Landlords, ISPs Team Up To Rip Off Tenants On Broadband (backchannel.com) 173

"Network operators like Comcast, Time Warner Cable, and ATT, in cahoots with [real estate] developers and landlords, routinely use a breathtaking array of kickbacks, lawyerly games of Twister, blunt threats, and downright illegal activities to lock up buildings in exclusive arrangements," reports Harvard Law Professor Susan Crawford. itwbennett writes: Eight years ago, the FCC issued an order banning exclusive agreements between landlords and ISPs, but a loophole is being exploited, leaving many tenants in apartment buildings with only one choice of broadband service provider. The loophole works like this: Instead of having an exclusive agreement with one provider, the landlords refuse to let any other companies than their chosen providers access their properties...
"This astounding, enormous, decentralized payola scheme affects millions of American lives," Crawford writes, revealing Comcast's revenue-sharing proposals for property owners and urging cities (and national lawmakers) to require broadband neutrality in residential buildings. Other loopholes are also being exploited, Crawford writes, and "it's why commercial tenants in NYC pay through the nose for awful Internet access service in the fanciest of commercial buildings... We've got to take landlords out of the equation -- all they're doing is looking for payments and deals...and the giant telecom providers in our country are more than happy to pay up."

Google's 'FASTER' 9000km, 60Tbps Transpacific Fiber Optics Cable Completed (9to5google.com) 73

An anonymous reader writes from a report via 9to5Google: Google and an association of telecom providers have announced that the FASTER broadband cable system that links Japan and the United States is now complete. The system is the fastest of its kind and stretches nearly 9,000 km across the bottom of the Pacific Ocean, starting in Oregon and ending in two landing spots in Japan. The association consists of Google, China Mobile International, China Telecom Global, Global Transit, KDDI, Singtel, and supplier NEC Corporation. The estimated construction cost of the project was $300 million in 2014. At 60 terabits per second, FASTER will help "support the expected four-fold increase in broadband traffic demand between Asia and North America." The system uses a six-fiber pair cable and the latest 100Gbps digital coherent optical transmission technology. The service is scheduled to start on June 30, 2016, and will help increase the connectivity between Google's data centers scattered around the globe.

Netflix to Soon Let Users Download Videos, Says Report (dslreports.com) 83

Karl Bode, writing for DSLReport:Netflix will soon let users download and store videos locally, according to Penthera (a Pittsburgh-based firm that focuses on delivery of HD media to mobile devices by storing content on the recipient device) COO Dan Taitz and a report over at Light Reading. Taitz told the outlet that it shouldn't be long before the feature arrives. Netflix has been working harder to help consumers manage broadband caps, and being able to download a video on Wi-Fi for later viewing would go a long way in helping users (especially on wireless networks) that consistently find themselves hamstrung by their monthly usage allotments. "We know from our sources within the industry that Netflix is going to launch this product," Taitz tells the outlet. "My expectation is that by the end of the year Netflix will be launching download-to-go as an option for their customers."Bold move, if it does happen.

Time Warner Cable Suspends Broadband Upgrades After Merger (dslreports.com) 72

Karl Bode, reporting for DSLReport: Time Warner Cable has confirmed that the company has suspended its "Maxx" broadband and TV upgrades while the dust settles from Charter's $79 billion acquisition of Time Warner Cable and Bright House Networks. Time Warner Cable's Maxx upgrades not only deliver faster top speeds up to 300 Mbps, but a notably overhauled improvement to the company's set top box interface. But Time Warner Cable has been telling company support techs and engineers that the upgrades were actually put on hold as of May 26. "[...] All speed increases and customer communications were placed on a temporary hold beginning Thursday, May 26," states the internal communication. "Once the updated launch schedule is determined, updated hub schedules will be posted to KEY and area management will be notified. Customers will continue to receive notification when the new speeds are available in their hubs."

Google Accused of Stealing Balloon Network Tech Behind Project Loon (thestack.com) 58

An anonymous reader writes: Google's parent company Alphabet has found itself faced with a lawsuit, which claims that the tech giant stole the idea behind its Wi-Fi-emitting balloon network, Project Loon. The Space Data Corporation of Chandler, Arizona, filed the suit and is arguing that it currently holds patents for a balloon-based system which carries broadband antennae to create a wireless network to deliver data services to U.S. armed forces and across remote areas of Alaska and the Gulf of Mexico. The organization is seeking damages for two counts of patent infringement, as well as two counts of misappropriation of trade secrets and breach of written contract. Space Data says in their complaint that they had med with as many as 10 Google representatives, including Larry Page and Sergey Brin, in 2007 and 2008 to discuss potential partnerships. They say Google did not agree with the collaboration, and chose to steal trade secrets and start developing their own balloon network in 2011 instead. "Project Loon improperly and unlawfully utilizes Space Data's confidential information and trade secrets which Space Delta disclosed to Defendant Google pursuant to a 2007 Mutual Confidentiality and Non-Disclosure Agreement," the complain states.

Municipal Fiber Network Will Let Customers Switch ISPs In Seconds (arstechnica.com) 184

An anonymous reader shares an Ars Technica report: Most cities and towns that build their own broadband networks do so to solve a single problem: that residents and businesses aren't being adequately served by private cable companies and telcos. But there's more than one way to create a network and offer service, and the city of Ammon, Idaho, is deploying a model that's worth examining. Ammon has built an open access network that lets multiple private ISPs offer service to customers over city-owned fiber. The wholesale model in itself isn't unprecedented, but Ammon has also built a system in which residents will be able to sign up for an ISP -- or switch ISPs if they are dissatisfied -- almost instantly, just by visiting a city-operated website and without changing any equipment. Ammon has completed a pilot project involving 12 homes and is getting ready for construction to another 200 homes. Eventually, the city wants to wire up all of its 4,500 homes and apartment buildings, city Technology Director Bruce Patterson told Ars. Ammon has already deployed fiber to businesses in the city, and it did so without raising everybody's taxes.

Andrew M Harris and Todd Shields, reporting for Bloomberg: The Federal Communications Commission won a major appeals court ruling supporting its efforts to prevent broadband Internet service providers from favoring some types of web traffic over others. The Washington-based court Tuesday denied challenges to the federal government's so-called net neutrality regulations, which were backed by President Barack Obama. The ruling hands a victory to those who champion the notion of an open internet where service providers are prevented from offering speedier lanes to content providers willing to pay for them. It's a defeat for challengers including AT&T Inc., Verizon Communications Inc. and Comcast Corp., which said the rule would discourage innovation and investment.FCC Chairman Tom Wheeler said, "Today's ruling is a victory for consumers and innovators who deserve unfettered access to the entire web, and it ensures the Internet remains a platform for unparalleled innovation, free expression and economic growth. After a decade of debate and legal battles, today's ruling affirms the Commission's ability to enforce the strongest possible internet protections -- both on fixed and mobile networks -- that will ensure the internet remains open, now and in the future."

Broadband CEOs Admit Usage Caps Are Nothing More Than A Toll On Uncompetitive Markets (techdirt.com) 167

Though giant ISPs such as AT&T and Comcast continue to impose caps on users with several of their data plans, a crop of local ISPs is no longer hesitating from admitting that there is no justification for these caps as the cost to provide broadband services has only dropped in the past years. From a TechDirt article (condensed): "The cost of increasing [broadband] capacity has declined much faster than the increase in data traffic," says Dane Jasper, CEO of Sonic, an independent ISP based in Santa Rosa, Calif. [...] Frontier Communications CEO Dan McCarthy adds, "There may be a time when usage-based pricing is the right solution for the market, but I really don't see that as a path the market is taking at this point in time." Suddenlink CEO Jerry Kent said, "I think one of the things people don't realize [relates to] the question of capital intensity and having to keep spending to keep up with capacity. Those days are basically over, and you are seeing significant free cash flow generated from the cable operators as our capital expenditures continue to come down."

"The nice part of technology and what has happened is that transport costs continue to decline," he explained. "We have not really started or have any intent about initiatives on usage based pricing," said McCarthy. "We want to make sure our products meet the needs of customers for what they want to do and it does not inhibit them or force them to make decisions on how they want to use the product." He did note that data caps could someday come into play: "There may be a time when usage-based pricing is the right solution for the market, but I really don't see that as a path the market is taking at this point in time." The gist of what McCarthy is saying as noted via Ars Technica is that data caps are a business decision, not a network necessity.

Gigabit Internet With No Data Caps May Be Coming To Rural America (arstechnica.com) 147

Jon Brodkin, writing for Ars Technica: The Federal Communications Commission is making another $2.15 billion available for rural broadband projects, and it's trying to direct at least some of that money toward building services with gigabit download speeds and unlimited data. The FCC voted for the funding Wednesday (PDF) and released the full details yesterday (PDF). The money, $215 million a year for 10 years, will be distributed to Internet providers through a reverse auction in which bidders will commit to providing specific performance levels. Bidders can obtain money by proposing projects meeting requirements in any of four performance tiers. There's a minimum performance tier that includes speeds of at least 10Mbps downstream and 1Mbps upstream, with at least 150GB of data provided each month. A "baseline" performance tier requires 25Mbps/3Mbps speeds and at least 150GB a month, though the data allotment minimum could rise based on an FCC metric that determines what typical broadband consumers use per month.

Comcast Users Must Now Pay $50 Per Month Extra To Avoid Caps (dslreports.com) 218

Karl Bode, reporting for DSLReports: In a letter being sent to Comcast customers in usage capped markets, the company says that with the recent announcement of usage caps being bumped to 1 terabyte, the company is also capping the amount of additional charges capped users can incur -- to $200 in a single month. As it stands, customers that cross the 1 terabyte limit face overage fees of $10 per each additional 50 GB consumed. But under the revised plans, customers have to pay $50 (up from $30 to $35) extra per month to avoid usage caps entirely. "Because you are an unlimited data customer, we will maintain your current rate of $35 until the end of 2016," the letter reads. Comcast's recent decision to bump their caps to 1 terabyte weren't driven by altruism. With the FCC preventing Charter from imposing caps for seven years as a merger condition, the agency has signaled that it may start getting more serious about cracking down on usage caps in the broadband market.

AT&T Begins Capping Broadband Users (dslreports.com) 180

Karl Bode, reporting for DSLReports (edited for clarity): Just a reminder to AT&T customers: the company's usage caps on U-Verse broadband connections is now in effect. When AT&T originally announced broadband caps on fixed-line connections back in 2011, it capped DSL customers at 150 GB per month and U-Verse customers at 250 GB per month. But while the DSL customer cap was enforced (by and large because AT&T wants these users to migrate to wireless anyway), AT&T didn't enforce caps for its U-Verse customers. Until now, anyway. Back in March AT&T announced it would begin enforcing usage caps on all connections starting May 23. As of today, U-Verse customers face different caps depending on their speed tier. AT&T says customers on U-Verse tiers with speeds between 768 Kbps and 6 Mbps will now face a 300 GB cap; customers on U-Verse tiers of speeds between 12 Mbps and 75Mbps will see a 600 GB cap, and customers on speeds between 100 Mbps and 1 Gbps will see a cap of 1 terabyte. Users who exceed these caps in any given month will automatically have to pay for 50 GB of additional data for $10 each.

Researchers Set World Record Wireless Data Transmission Rate of 6 GB/Sec Over 37 KM (sciencedaily.com) 72

An anonymous reader quotes a report from Science Daily: Transmitting the contents of a conventional DVD in under ten seconds by radio transmission is incredibly fast -- and a new world record in wireless data transmission. With a data rate of 6 Gigabit per second over a distance of 37 kilometers, a collaborative project with the participation of researchers from the University of Stuttgart and the Fraunhofer Institute for Applied Solid State Physics IAF exceeded the state of the art by a factor of 10. The extremely high data rates of 6 Gbit/s was achieved by the group through efficient transmitters and receivers at a radio frequency of 71-76 GHz in the so-called E band, regulated for terrestrial and satellite broadcasting. The circuits are based on two innovative transistor technologies developed and manufactured by the project partner Fraunhofer IAF. In the transmitter the broadband signals are amplified to a comparatively high transmission power of up to 1 W with the help of power amplifiers on the basis of the novel compound semiconductor gallium-nitride. A highly directive parabolic antenna emits the signals. Built into the receiver are low-noise amplifiers on the basis of high-speed transistors using indium-gallium-arsenide-semiconductor layers with very high electron mobility. They ensure the detection of the weak signals at high distance. The transmission of high quantities of data by radio over large distances serves a high number of important application areas: the next generation of satellite communication requires an ever-increasing data offload from earth observation satellites down to earth. Supplying the rural area and remote regions with fast Internet is possible as shown in the trial. Earlier this year, engineers at the University of Illinois were able to set a record for fiber-optic data transmission, transmitting 57Gbps of error-free data at room temperature.

Oregon ISP Now Forcing Cordcutters to Sign up For TV to Avoid Caps (dslreports.com) 175

An anonymous reader writes: Oregon ISP BendBroadband has revised its usage-based broadband policies to favor customers that subscribe to TV services as well. According to a blog post by the company, Bend is deploying a number of new speed upgrades, including new Ultra 50, Ultra 100 and Ultra 300 Mbps speed tiers. The company is telling users on its Bronze and Silver Internet plans that they should be eligible for a free upgrade later this month. But another post adds a different wrinkle: Bend says it's removing its current usage caps if you bundle TV and phone service. These caps have historically ranged from 150 to 500 GB. "Customers who subscribe to Bronze or above internet (including Silver, Gold and Platinum) and Essentials or above TV (including Preferred, Preferred Plus and The Works) are no longer limited on data usage and will no longer pay overage fees," says the company.The report cites similar practices by other ISPs, suggesting that it's quickly becoming an industry standard.
