AI Mistakes Ad On a Bus For an Actual CEO, Then Publicly Shames Them For 'Jaywalking' (scmp.com) 154

An anonymous reader quotes the South China Morning Post: Since last year, many Chinese cities have cracked down on jaywalking by investing in facial recognition systems and AI-powered surveillance cameras. Jaywalkers are identified and shamed by displaying their photographs on large public screens... Developments are also underway to engage the country's mobile network operators and social media platforms, such as Tencent Holdings' WeChat and Sina Weibo, to establish a system in which offenders will receive personal text messages as soon as they are caught violating traffic rules....

Making a compelling case for change is the recent experience of Dong Mingzhu, chairwoman of China's biggest maker of air conditioners Gree Electric Appliances, who found her face splashed on a huge screen erected along a street in the port city of Ningbo... That artificial intelligence-backed surveillance system, however, erred in capturing Dong's image on Wednesday from an advertisement on the side of a moving bus. The traffic police in Ningbo, a city in the eastern coastal province of Zhejiang, were quick to recognise the mistake, writing in a post on microblog Sina Weibo on Wednesday that it had deleted the snapshot. It also said the surveillance system would be completely upgraded to cut incidents of false recognition in future.

The article says the mistakenly-accused CEO's company later thanked the traffic police for their hard work, and "called on people to obey traffic rules to keep the streets safe."

"The Chinese government is currently working to combine the operations of more than 170 million public security cameras to strengthen its surveillance network's ability to track and monitor the country's 1.4 billion citizens. Research firm IHS Markit has estimated that the number of surveillance cameras in China could reach 450 million by 2020."

Fully Driverless Waymo Taxis Are Due Out This Year, Alarming Critics (arstechnica.com) 256

Alphabet's Waymo is launching a driverless taxi service in Phoenix in the next three months -- and it's open to the public. But due to the limited regulations surrounding self-driving cars, many critics argue that more regulations are needed to ensure the safety of these vehicles before they roll out for public and commercial use. Ars Technica reports: If a company wants to sell a new airplane or medical device, it must undergo an extensive process to prove to federal regulators that it's safe. Currently, there's no comparable requirement for self-driving cars. Federal and state laws allow Waymo to introduce fully self-driving cars onto public streets in Arizona without any formal approval process. That's not an oversight. It represents a bipartisan consensus in Washington that strict regulation of self-driving cars would do more harm than good.

Mary "Missy" Cummings, an engineering professor at Duke, agrees. "I don't think there should be any driverless cars on the road," she tells Ars. "I think it's unconscionable that no one is stipulating that testing needs to be done before they're put on the road." But so far these advocates' demands have fallen on deaf ears. Partly that's because federal regulators don't want to slow the introduction of a technology that could save a lot of lives in the long run. Partly it's because they believe that liability concerns give companies a strong enough incentive to behave responsibly. And partly it's because no one is sure how to regulate self-driving cars effectively. When it comes to driverless cars, "there's no consensus on what it means to be safe or how we go about proving that," says Bryant Walker Smith, a legal scholar at the University of South Carolina.

A Look at Street Network Orientation in Major US Cities (geoffboeing.com) 130

Geoff Boeing, a postdoc in the Urban Analytics Lab at the University California, Berkeley, has published a blog post that offers a fascinating look at the street orientation of major cities in the USA and around the world. What is interesting in his findings is how cities from different historical periods form different patterns, and also just how uniformly grid-structured most American cities are. From his post: In 1960, Kevin Lynch published The Image of the City, his treatise on the legibility of urban patterns. How coherent is a city's spatial organization? How do these patterns help or hinder urban navigation? I recently wrote about visualizing street orientations with Python and OSMnx. That is, how is a city's street network oriented in terms of the streets' compass bearings? How well does it adhere to a straightforward north-south-east-west layout? I wanted to revisit this by comparing 25 major US cities' orientations.

Each of the cities is represented by a polar histogram (aka rose diagram) depicting how its streets orient. Each bar's direction represents the compass bearings of the streets (in that histogram bin) and its length represents the relative frequency of streets with those bearings. [...] Most cities' polar histograms similarly tend to cluster in at least a rough, approximate way. But then there are Boston and Charlotte. Unlike most American cities that have one or two primary street grids organizing city circulation, their streets are more evenly distributed in every direction.

Studies Are Increasingly Clear: Uber, Lyft Congest Cities (apnews.com) 370

One promise of ride-hailing companies like Uber and Lyft was fewer cars clogging city streets. But studies suggest the opposite: that ride-hailing companies are pulling riders off buses, subways, bicycles and their own feet and putting them in cars instead . From a report: And in what could be a new wrinkle, a service by Uber called Express Pool now is seen as directly competing with mass transit. Uber and Lyft argue that in Boston, for instance, they complement public transit by connecting riders to hubs like Logan Airport and South Station. But they have not released their own specific data about rides, leaving studies up to outside researchers. And the impact of all those cars is becoming clear, said Christo Wilson, a professor of computer science at Boston's Northeastern University, who has looked at Uber's practice of surge pricing during heavy volume. "The emerging consensus is that ride-sharing (is) increasing congestion," Wilson said. One study included surveys of 944 ride-hailing users over four weeks in late 2017 in the Boston area. Nearly six in 10 said they would have used public transportation, walked, biked or skipped the trip if the ride-hailing apps weren't available. The report also found many riders aren't using hailed rides to connect to a subway or bus line, but instead as a separate mode of transit, said Alison Felix, one of the report's authors.

Samsung Gets Self-Driving Car Permit In California (cnet.com) 18

Samsung on Wednesday has obtained a permit from the California Department of Motor Vehicles to test autonomous cars on the streets of California. Samsung joins a group of other tech companies already on the list, including Apple, Uber, Nvidia and Alphabet's Waymo, as well as several automakers like Ford, BMW, Volkswagen and Tesla. CNET reports: Samsung confirmed the news, but said it doesn't plan to actually manufacture self-driving cars. "As a global leader in connectivity, memory, and sensor technology, Samsung Electronics looks forward to participating in California's Autonomous Vehicle Tester Program and joining in the pursuit of a smarter, safer transportation future," a Samsung spokesman said in a statement. "While we have no plans to enter the car-manufacturing business, we are excited to help develop and deliver the next generation of automotive innovation." The company received a permit from the South Korean government to test autonomous cars in that country in May. Last year, it bought a car tech company called Harman for $8 billion.

The city started a Vision Zero program, aimed at reducing and ultimately eliminate pedestrian deaths by 2024. But after a year-long Vision Zero education push called Safe Streets SF, whose key message is that pedestrians always have the right of way, the results have been modest. Now a series of banners on light poles in the South of Market neighborhood with the message: 'Slow down! We live here!' are trying to convince drivers to respect people on foot.

Is this an example of "better safe than sorry," or is government's overreach justified by questionable weather models exceeding the threshold of an honest mistake?

Microsoft shareholders have pocketed more than $5.34 billion in tax savings as Washington State social services and schools have taken huge cuts. In a hearing Wednesday, the Supreme Court suggested it may hold the Legislature in contempt and order it to repeal all tax breaks to restore proper funding to K-12 schools and universities." I suspect Microsoft's lawyers are careful to engage in legal tax avoidance rather than illegal tax evasion. Geekwire notes "The South Lake Union satellite facility is not a major office for Microsoft, compared to its presence in Redmond. It’s not clear why the workers didn’t protest at Microsoft headquarters."

"We don't want to be accused of crying wolf," said Gov. Nathan Deal, who pointed out that the storm had been forecast to just brush the south side of the city. If the city had been closed and the storm had been as light as some forecasters had told him it was going to be, he said, money would have been lost, and people would have complained. Tuesday's snowfall, that brought only 2-3 inches of snow to most of the Atlanta metro area, and the hundreds of thousands of motorists who flooded the metropolitan area's roadways as the storm moved in — created travel nightmares for commuters, truckers, students and their families. Some commuters were stuck in their vehicles up to 18 hours after they first hit the roads. Others abandoned their cars in or beside the road. Hundreds of students spent the night at school. Some surrounding cities, including Hiram, Woodstock, Sandy Springs and Acworth, opened emergency shelters for stranded motorists. "It's an easy joke made by Northerners," wrote Joe Sterling and Sarah Aarthun. "A dusting of snow shuts down an entire city and hapless drivers white-knuckle their way through a handful of flurries." Further North streets are salted well in advance of a coming storm but Atlanta doesn't have the capacity for that kind of treatment. "We simply have never purchased the amount of equipment necessary," said meteorologist Chad Myers adding Atlanta had plenty of warning. "Why would you in a city that gets one snow event every three years? Why would you buy 500 snowplows and salt trucks and have them sit around for 1,000 days, waiting for the next event?""

Wisconsin Begins Using Cheese To De-Ice Roads 139

Hugh Pickens DOT Com writes "The NYT reports that Milwaukee has begun a pilot program to use cheese brine to keep city roads from freezing, mixing the dairy waste with traditional rock salt as a way to trim costs and ease pollution. 'You want to use provolone or mozzarella,' says Jeffrey A. Tews, the fleet operations manager for the public works department, which has spread the cheesy substance in Bay View, a neighborhood on Milwaukee's south side. 'Those have the best salt content. You have to do practically nothing to it.' Local governments across the country have been experimenting with cheaper and environmentally friendly ways of thawing icy thoroughfares, trying everything from sugar beet juice to discarded brewery grain in an attempt to limit the use of road salt, which can spread too thin, wash away and pollute waterways. 'If you put dry salt on a roadway, you typically lose 30 percent to bounce and traffic,' says Emil Norby, who works for Polk County and was the first in Wisconsin to come up with the cheese brine idea to help the salt stick. In a state where lawmakers once honored the bacterium in Monterey Jack as the state's official microbe, residents of Bay View say they have noticed little difference, good or bad, in the smell of their streets, and city officials say they have received no complaints. The mayor of Bay View says it's an experiment, but one that makes sense. The brine will come from the Dresser Farm in Polk County, where it is already being used on the roads. The only cost will be for transportation and distribution. 'We thought, 'Well, let's give it a shot.' The investment in this project is $1,474.'"

ACLU and ALA Victorious in CIPA Challenge 352

Several people have submitted this news blurb about a victory in the CIPA case. If CIPA doesn't ring a bell, my earlier summary should help, or see this article from last month when the suit was heard in court. The ALA's CIPA page has more information, or read the lengthy decision. This is a rather surprising bit of good news; while the government often has great discretion in deciding how funds are spent (read my summary above for how the law worked), the judges in this case accepted the argument that requiring censoring software automatically lead to censoring things that weren't obscene, or child pornography, or "harmful to minors", and that that wasn't acceptable. I've reproduced the first part of the decision below. The government may choose to (and probably will) appeal to the Supreme Court.
