Europe's Crooks Keep Blowing up ATMs (cnn.com) 98

"In the early hours of Thursday, March 23, 2023, residents in the German town of Kronberg were woken from their sleep by several explosions," reports CNN .

"Criminals had blown up an ATM located below a block of flats in the town center..." According to local media reports, witnesses saw people dressed in dark clothing fleeing in a black car towards a nearby highway. During the heist, thieves stole 130,000 euros in cash. They also caused an estimated half a million euros worth of collateral damage, according to a report by Germany's Federal Criminal Police Office, BKA.

Rather than staging dramatic and risky bank robberies, criminal groups in Europe have been targeting ATMs as an easier and more low-key target. In Germany — Europe's largest economy — thieves have been blowing up ATMs at a rate of more than one per day in recent years. In a country where cash is still a prevalent payment method, the thefts can prove incredibly lucrative, with criminals pocketing hundreds of thousands of euros in one attack.

Europol has been cracking down on the robberies, carrying out large cross-border operations aimed at taking down the highly-organized criminal gangs behind them. Earlier this month, authorities from Germany, France and the Netherlands arrested three members of a criminal network who have been carrying out attacks on cash machines using explosives, Europol said in a statement. Since 2022, the detainees are believed to have looted millions of euros and run up a similar amount in property damage, from 2022 to 2024, Europol said...

Unlike its European neighbors, who largely transitioned away from cash payments due to the Covid-19 pandemic, cash still plays a significant role in Germany. One half of all transactions in 2023 were made using banknotes and coins, according to Bundesbank. Germans have a cultural attachment to cash, traditionally viewing it as a safe method of payment. Some say it allows a greater level of privacy, and gives them more control over their expenses.

Journals With High Rates of Suspicious Papers Flagged By Science-Integrity Startup (nature.com) 28

schwit1 shares a report from Nature: Which scientific publishers and journals are worst affected by fraudulent or dubious research papers -- and which have done least to clean up their portfolio? A technology start-up founded to help publishers spot potentially problematic papers says that it has some answers, and has shared its early findings with Nature. The science-integrity website Argos, which was launched in September by Scitility, a technology firm headquartered in Sparks, Nevada, gives papers a risk score on the basis of their authors' publication records, and on whether the paper heavily cites already-retracted research. A paper categorized as 'high risk' might have multiple authors whose other studies have been retracted for reasons related to misconduct, for example. Having a high score doesn't prove that a paper is low quality, but suggests that it is worth investigating.

Argos is one of a growing number of research-integrity tools that look for red flags in papers. These include the Papermill Alarm, made by Clear Skies, and Signals, by Research Signals, both London-based firms. Because creators of such software sell their manuscript-screening tools to publishers, they are generally reluctant to name affected journals. But Argos, which is offering free accounts to individuals and fuller access to science-integrity sleuths and journalists, is the first to show public insights. "We wanted to build a piece of technology that was able to see hidden patterns and bring transparency to the industry," says Scitility co-founder Erik de Boer, who is based in Roosendaal, the Netherlands. By early October, Argos had flagged more than 40,000 high-risk and 180,000 medium-risk papers. It has also indexed more than 50,000 retracted papers.

EU Delays New Biometric Travel Checks as IT Systems Not Up To Speed (usnews.com) 18

The European Union has delayed the introduction of a new biometric entry-check system for non-EU citizens, which was due to be introduced on Nov. 10, after Germany, France and the Netherlands said border computer systems were not yet ready. From a report: "Nov. 10 is no longer on the table," EU Home Affairs Commissioner Ylva Johansson told reporters. She said there was no new timetable, but that the possibility of a phased introduction was being looked at. The Entry/Exit System (EES) is supposed to create a digital record linking a travel document to biometric readings confirming a person's identity, removing the need to manually stamp passports at the EU's external border. It would require non-EU citizens arriving in the Schengen free-travel area to register their fingerprints, provide a facial scan and answer questions about their stay.

'Anne Frank' Copyright Dispute Triggers VPN, Geoblocking Questions At EU's Highest Court (torrentfreak.com) 98

An anonymous reader quotes a report from TorrentFreak: The Dutch Supreme Court has requested guidance from the EU's top court on geo-blocking, VPNs, and copyright in a case involving the online publication of Anne Frank's manuscripts. The CJEU's response has the potential to reshape the online content distribution landscape, impacting streaming platforms and other services that rely on geo-blocking. VPNs services will monitor the matter with great interest too. [...] While early versions are presumably in the public domain in several countries, the original manuscripts are protected by copyright in the Netherlands until 2037. As a result, the copies published by the Dutch Anne Frank Stichting, are blocked for Dutch visitors. "The scholarly edition of the Anne Frank manuscripts cannot be made available in all countries, due to copyright considerations," is the message disallowed visitors get to see.

This blocking effort is the result of a copyright battle. Ideally, Anne Frank Stichting would like to make the manuscripts available worldwide, but the Swiss 'Fonds' has not given permission for it to do so. And since some parts of the manuscript were first published in 1986, Dutch copyrights are still valid. In theory, geo-blocking efforts could alleviate the copyright concerns but, for the Fonds, these measures are not sufficient. After pointing out that people can bypass the blocking efforts with a VPN, it took the matter to court. Around the world, publishers and streaming services use geo-blocking as the standard measure to enforce geographical licenses. This applies to the Anne Frank Stichting, as well as Netflix, BBC iPlayer, news sites, and gaming platforms. The Anne Frank Fonds doesn't dispute this, but argued in court that people can circumvent these restrictions with a VPN, suggesting that the manuscripts shouldn't be published online at all. The lower court dismissed this argument, stating the defendants had taken reasonable measures to prevent access from the Netherlands. The Fonds appealed, but the appeal was also dismissed, and the case is now before the Dutch Supreme Court.

The Fonds argues that the manuscript website is (in part) directed at a Dutch audience. Therefore, the defendants are making the manuscripts available in the Netherlands, regardless of the use of any blocking measures. The defendants, in turn, argue that the use of state-of-the-art geo-blocking, along with additional measures like a user declaration, is sufficient to prevent a communication to the public in the Netherlands. The defense relied on the opinion in the GO4YU case, which suggests that circumventing geo-blocking with a VPN does not constitute a communication to the public in the blocked territory, unless the blocking is intentionally ineffective.

In over a dozen countries, the price of YouTube Premium individual and family plans increased significantly. This is only the most recent sweep of price increases from Google, as many countries saw price jumps only months ago, with the United States being one of them last summer. Impacted countries include Ireland, Netherlands, Italy, Belgium, UAE, Switzerland, Malaysia, Saudi Arabia, Indonesia, Colombia, Thailand, Singapore, Norway, Sweden, Czech Republic, and Denmark. The prices have gone up by as early as 40%.

'Great Pacific Garbage Patch' Can Be Cleaned Within 10 Years, Says Ocean Cleanup Project (yahoo.com) 110

"Six years after sailing out of San Francisco with the ambition of developing the technology to rid the world's oceans of plastic, The Ocean Cleanup returned to San Francisco with the knowledge and know-how to relegate the Great Pacific Garbage Patch to the history books," according to a new announcement from the group.

As the Los Angeles Time describes it, "After three years extracting plastic waste from the notorious Great Pacific Garbage Patch, an environmental nonprofit says it can finish the job within a decade..." Twice the size of Texas, the mass of about 79,000 metric tons of plastic floating in the Pacific Ocean between California and Hawaii is growing at an exponential pace, according to researchers. At current levels, the cleanup would take a decade with a price tag of $7.5 billion, the Netherlands-based Ocean Cleanup said in a press release, announcing the group's intention to eliminate the garbage patch entirely. However, computer models suggest a more aggressive approach could complete the job in just five years and cost $4 billion.

The cleanup vessels deploy enormous u-shaped floating barriers to funnel trash toward a focal point where it can then be loaded aboard and brought to shore... In their three years at sea, the Ocean Cleanup vessels have removed more than a million pounds of trash, representing 0.5% of the total accumulation. "We have shown the world that the impossible is now possible. The only missing thing is who will ensure this job gets done," said Boyan Slat, founder and chief executive of the Ocean Cleanup.

Project founder Boyan Slat said in their statement that "Today's announcement is clear: clean oceans can be achieved in a manageable time and for a clear cost.

"Through the hard work of the past 10 years, humanity has the tools needed to clean up the ocean. We have shown the world that the impossible is now possible... [F]or the first time, we can tell the world what it costs, what is needed and how long it could take. It is time for action."

Next year the group will take "a one-year operational hiatus," according to the announcement — to deploy a new initiative mapping areas of intense plastic accumulation to make extractions "more impactful."

ESA Prints 3D Metal Shape In Space For First Time (theregister.com) 8

The European Space Agency (ESA) has successfully 3D printed the first metal part aboard the International Space Station. This achievement marks a significant advancement in in-orbit manufacturing that could enable the production of essential spare parts and tools for future long-duration space missions. "The first metal shape was produced in August, and three more are planned as part of the experiment," notes The Register. "All four will eventually be returned to Earth for analysis -- two to ESA's technical center, ESTEC, in the Netherlands, one to the agency's astronaut training center in Cologne, and the last sample to the Technical University of Denmark." From the report: During a panel discussion following the UK premiere of Fortitude, a film about the emerging commercial space industry, Advenit Makaya, Advanced Manufacturing Engineer at ESA, remarked on the potential for recycling space debris in the process rather than having to rely on raw materials launched to the ISS. Rob Postema, ESA Project Manager for Metal 3D, told The Register that the agency was indeed looking at "circular" solutions in its drive for greater sustainability. However, don't hold your breath for putting bits of space garbage into one end and getting shiny metal parts out of the other: "A timeline is difficult to indicate, some early results are achieved with ground activities, ready to evaluate solutions in space."

The printer is overseen from the ground and operated for around four hours per day. The ground team has to check each layer via images and a scan of the surface area; printing a sample can take 10-25 days. However, Postema said: "Through automated control of the printing process as well as continuous operations, this can be substantially reduced." Knick-knacks from orbits are all well and good, but could something more substantial be produced? Yes, although not with this demonstrator, which can print to the outer dimensions of a soft drink can. Postema noted that while the demonstrator could manage smaller parts, either as a single unit or as part of larger structures, "there are definitely opportunities to create 3D shapes and parts with this technology larger than what we have done with this Technology Demonstrator."

Clearview AI Fined $33.7 Million Over 'Illegal Database' of Faces (apnews.com) 40

An anonymous reader quotes a report from the Associated Press: The Dutch data protection watchdog on Tuesday issued facial recognition startup Clearview AI with a fine of $33.7 million over its creation of what the agency called an "illegal database" of billion of photos of faces. The Netherlands' Data Protection Agency, or DPA, also warned Dutch companies that using Clearview's services is also banned. The data agency said that New York-based Clearview "has not objected to this decision and is therefore unable to appeal against the fine."

But in a statement emailed to The Associated Press, Clearview's chief legal officer, Jack Mulcaire, said that the decision is "unlawful, devoid of due process and is unenforceable." The Dutch agency said that building the database and insufficiently informing people whose images appear in the database amounted to serious breaches of the European Union's General Data Protection Regulation, or GDPR. "Facial recognition is a highly intrusive technology, that you cannot simply unleash on anyone in the world," DPA chairman Aleid Wolfsen said in a statement. "If there is a photo of you on the Internet -- and doesn't that apply to all of us? -- then you can end up in the database of Clearview and be tracked. This is not a doom scenario from a scary film. Nor is it something that could only be done in China," he said. DPA said that if Clearview doesn't halt the breaches of the regulation, it faces noncompliance penalties of up to $5.6 million on top of the fine.
Mulcaire said Clearview doesn't fall under EU data protection regulations. "Clearview AI does not have a place of business in the Netherlands or the EU, it does not have any customers in the Netherlands or the EU, and does not undertake any activities that would otherwise mean it is subject to the GDPR," he said.

NATO Countries Pledge $1 Billion To Strengthen Collection, Sharing of Space-Based Intel (defensescoop.com) 50

An anonymous reader quotes a report from DefenseScoop: A group of NATO countries are set to begin implementing a new project aimed at improving the alliance's ability to quickly share intelligence gathered by space-based assets operated by both member nations and the commercial sector. Seventeen NATO members signed a memorandum of understanding for the Alliance Persistence Surveillance from Space (APSS) program as part of the annual NATO summit being held in Washington this week, the alliance announced Tuesday. Members will now move into a five-year implementation phase of the project, during which allies will contribute more than $1 billion "to leverage commercial and national space assets, and to expand advanced exploitation capacities," according to a press release.

The United States is one of the nations signed onto the initiative, as well as Belgium, Canada, Denmark, Finland, France, Germany, Greece, Hungary, Italy, Luxembourg, the Netherlands, Norway, Poland, Romania, Sweden and Turkey, according to a NATO source. The transatlantic organization created APSS last year with the intent to establish a "virtual constellation" -- dubbed Aquila -- comprising both national and commercial space systems, sensors and data that can be used by NATO's command structure and other allies. The project is considered "the largest multinational investment in space-based capabilities" in the alliance's history, and is set to increase NATO's ability "to monitor activities on the ground and at sea with unprecedented accuracy and timeliness," a press release stated.

Participating nations will be able to use their own space systems, provide tools for intelligence collection and analysis, or purchase space-based data gathered by commercial constellations. "Integrating and exploiting data from space effectively has been a growing challenge over time," a NATO press release stated. "By leveraging latest technologies from industry, APSS will help advance NATO's innovation agenda and offer a new platform to engage with the growing space industry." The APSS project is part of the larger implementation of NATO's overarching space policy adopted in 2019, which officially recognized space as a new operational domain. Since then, the alliance has worked to bolster its presence in space -- including the establishment of a NATO Space Centre in 2020 and approval of an official Space Branch within the Allied Command Transformation in June.

Multiple Nations Enact Mysterious Export Controls On Quantum Computers (newscientist.com) 53

MattSparkes writes: Secret international discussions have resulted in governments across the world imposing identical export controls on quantum computers, while refusing to disclose the scientific rationale behind the regulations. Although quantum computers theoretically have the potential to threaten national security by breaking encryption techniques, even the most advanced quantum computers currently in public existence are too small and too error-prone to achieve this, rendering the bans seemingly pointless.

The UK is one of the countries that has prohibited the export of quantum computers with 34 or more quantum bits, or qubits, and error rates below a certain threshold. The intention seems to be to restrict machines of a certain capability, but the UK government hasn't explicitly said this. A New Scientist freedom of information request for a rationale behind these numbers was turned down on the grounds of national security. France has also introduced export controls with the same specifications on qubit numbers and error rates, as has Spain and the Netherlands. Identical limits across European states might point to a European Union regulation, but that isn't the case. A European Commission spokesperson told New Scientist that EU members are free to adopt national measures, rather than bloc-wide ones, for export restrictions.

New Scientist reached out to dozens of nations to ask what the scientific basis for these matching legislative bans on quantum computer exports was, but was told it was kept secret to protect national security.

Half of Petrol Stations Expected To Close in Next Decade (dutchnews.nl) 128

Half of the Netherlands' petrol stations are set to close in the next five to 10 years as electric cars start to take over the market, according to ING Research. From a report: The bank's economists say there will be insufficient earnings in future, with only some 2,000 of today's 4,131 gas stations remaining. "It is mainly the small, unmanned petrol stations that will disappear," says ING Research, as reported in De Telegraaf. [...]

Owners are trying to maintain turnover by increasing their sales of food and beverages, maintenance services and even car washing, ING says. But the long-term business model of independent stations will be difficult to maintain. "A quick calculation shows how long petrol station owners can still sell petrol," Dirk Mulder, Trade & Retail sector banker at ING Research, said. "A new car remains in the Dutch fleet for an average of 19 years. The last petrol and diesel cars will come onto the market in 2034 and will stay on the road until approximately 2053."

New Undersea Power Cables Could Carry Green Energy From Country to Country (cnn.com) 92

What if across the bottom of the Atlantic Ocean, six high-voltage power cables stretched — each over 2,000 miles long.

CNN reports that a group of entrepreneurs "wants to build what would be the world's largest subsea energy interconnector between continents, linking Europe and North America...to connect places like the United Kingdom's west with eastern Canada, and potentially New York with western France...

"The Europe-US cables could send 6 gigawatts of energy in both directions at the speed of light, said Laurent Segalen, founder of the London-based Megawatt-X renewable energy firm, who is also part of the trio proposing the transatlantic interconnector. That's equivalent to what six large-scale nuclear power plants can generate, transmitted in near-real time." The interconnector would send renewable energy both east and west, taking advantage of the sun's diurnal journey across the sky. "When the sun is at its zenith, we probably have more power in Europe than we can really use," said Simon Ludlam, founder and CEO of Etchea Energy, and one of the trio of Europeans leading the project. "We've got wind and we've also got too much solar. That's a good time to send it to a demand center, like the East Coast of the United States. Five, six hours later, it's the zenith in the East Coast, and obviously, we in Europe have come back for dinner, and we get the reverse flow," he added.

The transatlantic interconnector is still a proposal, but networks of green energy cables are starting to sprawl across the world's sea beds. They are fast becoming part of a global climate solution, transmitting large amounts of renewable energy to countries struggling to make the green transition alone. But they are also forging new relations that are reshaping the geopolitical map and shifting some of the world's energy wars down to the depths of the ocean...

Already, energy cables run between several countries in Europe, most of them allied neighbors. Not all of them carry renewable power exclusively — that's sometimes determined by what makes up each country's energy grid — âbut new ones are typically being built for a green energy future. The UK, where land space for power plants is limited, is already connected with Belgium, Norway, the Netherlands and Denmark under the sea. It has signed up to a solar and wind link with Morocco to take advantage of the North African country's many hours of sunlight and strong trade winds that run across the equator. Similar proposals are popping up around the globe. A project called Sun Cable seeks to send solar power from sunny Australia, where land is abundant, to the Southeast Asian nation of Singapore, which also has plenty of sun but very little room for solar farms. India and Saudi Arabia plan to link their respective power grids via the Arabian Sea, part of a broader economic corridor plan to connect Asia, the Middle East and Europe.

Lego Bricks Made From Meteorite Dust 3D Printed by Europe's Space Agency (engadget.com) 27

Lego teamed up with the European Space Agency to make Lego pieces from actual meteorite dust, writes Engadget.

"It's a proof of concept to show how astronauts could use moondust to build lunar structures." Consider the sheer amount of energy and money required to haul up building materials from Earth to the Moon. It would be a game changer to, instead, build everything from pre-existing lunar materials. There's a layer of rock and mineral deposits at the surface of the Moon, which is called lunar regolith...

However, there isn't too much lunar regolith here on Earth for folks to experiment with. ESA scientists made their own regolith by grinding up a really old meteorite. [4.5 billion years, according to Lego's site, discovered in Africa in 2000.] The dust from this meteorite was turned into a mixture that was used to 3D print the Lego pieces. Voila. Moon bricks. They click together just like regular Lego bricks, though they only come in one color (space gray obviously.)

"The result is amazing," says ESA Science Officer Aidan Cowley on the Lego site (though "the bricks may look a little rougher than usual. Importantly the clutch power still works, enabling us to play and test our designs.")

"Nobody has built a structure on the Moon," Cowley said in an ESA statement. "So it was great to have the flexibility to try out all kinds of designs and building techniques with our space bricks." And the bricks will also be "helping to inspire the next generation of space engineers," according to the ESA's announcement — since they'll be on display in select Lego stores in the U.S., Canada, the U.K., Spain, France, Germany, the Netherlands, and Australia through September 20th.

EU Delays Decision Over Scanning Encrypted Messages For CSAM (engadget.com) 36

European Union officials have delayed talks over proposed legislation that could lead to messaging services having to scan photos and links to detect possible child sexual abuse material (CSAM). From a report: Were the proposal to become law, it may require the likes of WhatsApp, Messenger and Signal to scan all images that users upload -- which would essentially force them to break encryption. For the measure to pass, it would need to have the backing of at least 15 of the member states representing at least 65 percent of the bloc's entire population. However, countries including Germany, Austria, Poland, the Netherlands and the Czech Republic were expected to abstain from the vote or oppose the plan due to cybersecurity and privacy concerns, Politico reports. If EU members come to an agreement on a joint position, they'll have to hash out a final version of the law with the European Commission and European Parliament.

Police Arrest Conti and LockBit Ransomware Crypter Specialist (bleepingcomputer.com) 25

The Ukraine cyber police, supported by information from the Dutch police, arrested a 28-year-old Russian man in Kyiv for aiding Conti and LockBit ransomware operations by making their malware undetectable and conducting at least one attack himself. He was arrested on April 18, 2024, as part of a global law enforcement operation known as "Operation Endgame," which took down various botnets and their main operators. "As the Conti ransomware group used some of those botnets for initial access on breached endpoints, evidence led investigators to the Russian hacker," reports BleepingComputer. From the report: The Ukrainian police reported that the arrested individual was a specialist in developing custom crypters for packing the ransomware payloads into what appeared as safe files, making them FUD (fully undetectable) to evade detection by the popular antivirus products. The police found that the man was selling his crypting services to both the Conti and LockBit cybercrime syndicates, helping them significantly increase their chances of success on breached networks. The Dutch police confirmed at least one case of the arrested individual orchestrating a ransomware attack in 2021, using a Conti payload, so he also operated as an affiliate for maximum profit.

"As part of the pre-trial investigation, police, together with patrol officers of the special unit "TacTeam" of the TOR DPP battalion, conducted a search in Kyiv," reads the Ukraine police announcement. "Additionally, at the international request of law enforcement agencies in the Netherlands, a search was conducted in the Kharkiv region." [...] The suspect has already been charged with Part 5 of Article 361 of the Criminal Code of Ukraine (Unauthorized interference in the work of information, electronic communication, information and communication systems, electronic communication networks) and faces up to 15 years imprisonment.

China State Hackers Infected 20,000 Fortinet VPNs, Dutch Spy Service Says (arstechnica.com) 30

An anonymous reader quotes a report from Ars Technica: Hackers working for the Chinese government gained access to more than 20,000 VPN appliances sold by Fortinet using a critical vulnerability that the company failed to disclose for two weeks after fixing it, Netherlands government officials said. The vulnerability, tracked as CVE-2022-42475, is a heap-based buffer overflow that allows hackers to remotely execute malicious code. It carries a severity rating of 9.8 out of 10. A maker of network security software, Fortinet silently fixed the vulnerability on November 28, 2022, but failed to mention the threat until December 12 of that year, when the company said it became aware of an "instance where this vulnerability was exploited in the wild." On January 11, 2023 -- more than six weeks after the vulnerability was fixed -- Fortinet warned a threat actor was exploiting it to infect government and government-related organizations with advanced custom-made malware. Netherlands government officials wrote in Monday's report: Since the publication in February, the MIVD has continued to investigate the broader Chinese cyber espionage campaign. This revealed that the state actor gained access to at least 20,000 FortiGate systems worldwide within a few months in both 2022 and 2023 through the vulnerability with the identifier CVE-2022-42475 . Furthermore, research shows that the state actor behind this campaign was already aware of this vulnerability in FortiGate systems at least two months before Fortinet announced the vulnerability. During this so-called 'zero-day' period, the actor alone infected 14,000 devices. Targets include dozens of (Western) governments, international organizations and a large number of companies within the defense industry.

The state actor installed malware at relevant targets at a later date. This gave the state actor permanent access to the systems. Even if a victim installs security updates from FortiGate, the state actor continues to have this access. It is not known how many victims actually have malware installed. The Dutch intelligence services and the NCSC consider it likely that the state actor could potentially expand its access to hundreds of victims worldwide and carry out additional actions such as stealing data. Even with the technical report on the COATHANGER malware, infections from the actor are difficult to identify and remove. The NCSC and the Dutch intelligence services therefore state that it is likely that the state actor still has access to systems of a significant number of victims.

New Scientist's Matthew Sparkes (also a long-time Slashdot reader) shares this report: Dutch police are planning to use an autonomous robotic dog in drug lab raids to avoid placing officers at risk from criminals, dangerous chemicals and explosions. If tests in mocked-up scenarios go well, the artificial intelligence-powered robot will be deployed in real raids, say police. Reportedly, such AI-enabled autonomous robots are expected to inspect drug labs, ensure no criminals are present, map the area, and identify dangerous chemicals... Initial tests by force suggest that Spot could explore and map a mock drug lab measuring 15 meters by 20 meters. It was able to find hazardous chemicals and put them away into a designated storage container.

Their article notes that Spot "can do laser scans and visual, thermal, radiation, and acoustic inspections using add-on payloads and onboard cameras." (A video from Boston Dynamics — the company behind Spot — also seems to show the robot dog spraying something on a fire.)

The video seems aimed at police departments, touting the robot dog's advantages for "safety and incident response":

ASML and TSMC Can Disable Chip Machines If China Invades Taiwan (yahoo.com) 135

An anonymous reader quotes a report from Bloomberg: ASML Holding NV and Taiwan Semiconductor Manufacturing Co. have ways to disable the world's most sophisticated chipmaking machines in the event that China invades Taiwan, according to people familiar with the matter. Officials from the US government have privately expressed concerns to both their Dutch and Taiwanese counterparts about what happens if Chinese aggression escalates into an attack on the island responsible for producing the vast majority of the world's advanced semiconductors, two of the people said, speaking on condition of anonymity. ASML reassured officials about its ability to remotely disable the machines when the Dutch government met with the company on the threat, two others said. The Netherlands has run simulations on a possible invasion in order to better assess the risks, they added.

The remote shut-off applies to Netherlands-based ASML's line of extreme ultraviolet machines, known within the industry as EUVs, for which TSMC is its single biggest client. EUVs harness high-frequency light waves to print the smallest microchip transistors in existence -- creating chips that have artificial-intelligence uses as well as more sensitive military applications. About the size of a city bus, an EUV requires regular servicing and updates. As part of that, the company can remotely force a shut-off which would act as a kill switch, the people said, speaking on condition of anonymity. The Veldhoven-based company is the world's only manufacturer of these machines, which sell for more than $217 million apiece.

Tornado Cash Developer Found Guilty of Laundering $1.2 Billion of Crypto (wired.com) 95

A panel of judges in the Netherlands has found Alexey Pertsev, one of the developers behind crypto anonymizing tool Tornado Cash, guilty of money laundering. Wired: Over the course of two days in March, the Russian national was tried on the allegation that the tool he developed had allowed criminals -- among them hackers with ties to North Korea -- to freely launder $1.2 billion in stolen cryptocurrency. "The management of Tornado Cash welcomed the bank robbers with open arms," the prosecutors wrote in a March court filing.

Dutch judges sentenced Pertsev to five years and four months in prison on Tuesday, which was the term requested by prosecutors in the case. "With Tornado Cash, the defendant created a shortcut for financing crimes and terrorism," said the court in a statement, translated from Dutch. "He chose to look away from the abuse and did not take any responsibility." The purpose of tools like Tornado Cash, known as crypto mixers or tumblers, is to mask the origin and destination of users' coins. Funds belonging to many parties are pooled, jumbled up, and spat out into brand-new wallets, by which time it is no longer clear whose crypto is whose. These services are promoted as a way to improve the level of privacy available to crypto users, but have been readily co-opted for the purpose of money laundering.

On August 8, 2022, Tornado Cash was sanctioned in the United States, making it illegal for US citizens to use the service. Any product that "indiscriminately facilitates anonymous transactions," wrote the US Treasury's Office of Foreign Assets Control, represents a "threat to US national security." Two days later, Pertsev was arrested in the Netherlands, where he resided. Money laundering activity, the Dutch prosecutors claim, accounted for more than 30 percent of the funds that passed through Tornado Cash between 2019 and 2022. [...] Pertsev built his defense on the argument that Tornado Cash, which remains in operation, is under nobody's control -- including his own -- as a piece of software that runs on the Ethereum blockchain, a distributed network of computers.

Internet Use Is Associated With Greater Wellbeing, Global Study Finds 47

According to a new study published in the journal Technology, Mind and Behavior, researchers found that internet use is associated with greater wellbeing in people around the world. "Our analysis is the first to test whether or not internet access, mobile internet access and regular use of the internet relates to wellbeing on a global level," said Prof Andrew Przybylski, of the University of Oxford, who co-authored the work. The Guardian reports: [T]he study describes how Przybylski and Dr Matti Vuorre, of Tilburg University in the Netherlands, analysed data collected through interviews involving about 1,000 people each year from 168 countries as part of the Gallup World Poll. Participants were asked about their internet access and use as well as eight different measures of wellbeing, such as life satisfaction, social life, purpose in life and feelings of community wellbeing.

The team analyzed data from 2006 to 2021, encompassing about 2.4 million participants aged 15 and above. The researchers employed more than 33,000 statistical models, allowing them to explore various possible associations while taking into account factors that could influence them, such as income, education, health problems and relationship status. The results reveal that internet access, mobile internet access and use generally predicted higher measures of the different aspects of wellbeing, with 84.9% of associations between internet connectivity and wellbeing positive, 0.4% negative and 14.7% not statistically significant.

The study was not able to prove cause and effect, but the team found measures of life satisfaction were 8.5% higher for those who had internet access. Nor did the study look at the length of time people spent using the internet or what they used it for, while some factors that could explain associations may not have be considered. Przybylski said it was important that policy on technology was evidence-based and that the impact of any interventions was tracked.
