Apple Makes Plans to Move Production Out of China (livemint.com) 101

The Wall Street Journal reports: In recent weeks, Apple Inc. has accelerated plans to shift some of its production outside China, long the dominant country in the supply chain that built the world's most valuable company, say people involved in the discussions. It is telling suppliers to plan more actively for assembling Apple products elsewhere in Asia, particularly India and Vietnam, they say, and looking to reduce dependence on Taiwanese assemblers led by Foxconn Technology Group.

Turmoil at a place called iPhone City helped propel Apple's shift. At the giant city-within-a-city in Zhengzhou, China, as many as 300,000 workers work at a factory run by Foxconn to make iPhones and other Apple products. At one point, it alone made about 85% of the Pro lineup of iPhones, according to market-research firm Counterpoint Research. The Zhengzhou factory was convulsed in late November by violent protests.... Coming after a year of events that weakened China's status as a stable manufacturing center, the upheaval means Apple no longer feels comfortable having so much of its business tied up in one place, according to analysts and people in the Apple supply chain....

One response, say the people involved in Apple's supply chain, is to draw from a bigger pool of assemblers — even if those companies are themselves based in China. Two Chinese companies that are in line to get more Apple business, they say, are Luxshare Precision Industry Co. and Wingtech Technology Co.... Apple's longer-term goal is to ship 40% to 45% of iPhones from India, compared with a single-digit percentage currently, according to Ming-chi Kuo, an analyst at TF International Securities who follows the supply chain. Suppliers say Vietnam is expected to shoulder more of the manufacturing for other Apple products such as AirPods, smartwatches and laptops.

For now, consumers doing Christmas shopping are stuck with some of the longest wait timesfor high-end iPhones in the product's 15-year history, stretching until after Christmas.... Accounts vary about how many workers are missing from the Zhengzhou factory, with estimates ranging from the thousands to the tens of thousands. Mr. Kuo said it was running at only about 20% capacity in November, a figure expected to improve to 30% to 40% in December.

Foxconn says it accounted for 3.9% of China's exports in 2021, the Journal points out.

Yet "A survey by the U.S.-China Business Council this year found American companies' confidence in China has fallen to a record low, with about a quarter of respondents saying they have at least temporarily moved parts of their supply chain out of China over the past year."

Americans Eye European Colleges To Save Money On Tuition (bloomberg.com) 168

An anonymous reader quotes a report from Bloomberg: Surging US tuition costs have more American parents sending their children to college in Europe as they look to save money on higher education. What once was a niche opportunity for wealthy families looking to add some flair to their kids' resumes is now becoming increasingly common as tuition and fees climb in the US, stretching budgets that are already getting hit by inflation and rising housing costs. In France, the number of American students surged 50% in the 2021-22 school year compared to the previous year; there was a 16% gain in the Netherlands, while the UK saw a 28% surge in applicants this year compared to 2020. Google searches for "College in Europe" hit a three-year high in August and have remained elevated as college application season ramps up.

Living abroad comes with its own expenses and hassles, but parents have many reasons for sending their kids to school overseas. Some mention the less stressful application process, access to different cultures and the ability to travel. But money is perhaps the biggest factor. The average cost for college tuition has more doubled in the past two decades, hitting $35,551 in 2022, according to the Education Data Initiative. Top schools, including in the Ivy League, charge far more. While President Joe Biden's loan forgiveness program will offer graduates some reprieve, crippling student debt is fueling a backlash against the prices of higher education. Tuition for international students in Europe, meanwhile, is free at most German universities, costs $2,778 a year in France and as much as 15,000 euros in the Netherlands. In the UK, an undergraduate will pay about $40,516 a year to study English at Oxford, while the University of St Andrews runs more than 26,000 pounds. But students in Europe typically get their degrees in three years, not four.
"Besides the less stressful application process, Americans' chances abroad are also a lot better," adds Bloomberg. "While top US schools like Harvard and Stanford have acceptance rates in the low single digits, about 14% of students get into Oxford and 41% get into the University of Saint Andrews, two of the most popular options for Americans."

Also Joining a Silicon Valley Union: Waymo's Food Service Employees (nbcnews.com) 89

"Food service employees at the autonomous driving company Waymo are forming a union," reports NBC News, calling it "the latest push by support workers to organize at Silicon Valley's most prominent companies." The cafeteria workers at the Mountain View-based company cite the high cost of living in the Bay Area and the lack of strong benefits while working for one of the world's most valuable companies. Waymo is owned by Google parent company, Alphabet.

The workers are employed by Sodexo, which contracts service work for Google and other companies. Organizers say they have a majority of union cards signed from the roughly two dozen-person bargaining unit....

Workers say the $24 an hour they make from the company is not enough to live adequately in the Bay Area. They also cite the prohibitive cost of the company's health plan, which has a $5,000 deductible. The living wage in the San Jose-Sunnyvale area is $27.74 for a single adult, and $52.74 for a single adult with a child, according to MIT's living wage calculator.... The workers are part of Silicon Valley's ranks of contractors who support and supplement the work at tech companies. Union campaigns have coursed through the industry as tech company profits — and the cost of living in the Bay Area — have escalated steeply in recent years.

At Google, more than 4,000 of these workers have joined unions since 2018, including 2,300 cafeteria workers at its headquarters and satellite offices in the Bay Area in 2019, according to Unite Here.... "[Workers] see all the money around tech," said D. Taylor, the president of Unite Here. "And that's great. But they want to have a piece of the American dream."

Ironically, one of the workers said they were inspired by Hasan Piker, who NBC News describes as "a leftist Twitch streamer and political commentator" with large followings on Twitter — and on Google-owned YouTube.

Nobel Prize in Physics Awarded To 3 Scientists for Work in Quantum Technology (nytimes.com) 23

The Nobel Prize in Physics was awarded to Alain Aspect, John F. Clauser and Anton Zeilinger on Tuesday for work that has "laid the foundation for a new era of quantum technology," the Nobel Committee for Physics said. The scientists have each conducted "groundbreaking experiments using entangled quantum states, where two particles behave like a single unit even when they are separated," the committee said in a briefing. From a report: Their results, it said, cleared the way for "new technology based upon quantum information." The laureates' research builds on the work of John Stewart Bell, a physicist who strove in the 1960s to understand whether particles, having flown too far apart for there to be normal communication between them, can still function in concert, also known as quantum entanglement.

According to quantum mechanics, particles can exist simultaneously in two or more places. They do not take on formal properties until they are measured or observed in some way. By taking measurements of one particle, like its position or "spin," a change is observed in its partner, no matter how far away it has traveled from its pair. Working independently, the three laureates did experiments that helped clarify a fundamental claim about quantum entanglement, which concerns the behavior of tiny particles, like electrons, that interacted in the past and then moved apart. Dr. Clauser, an American, was the first in 1972. Using duct tape and spare parts at Lawrence Berkeley National Laboratory in Berkeley, Calif., he endeavored to measure quantum entanglement by firing thousands of photons in opposite directions to investigate a property known as polarization. When he measured the polarizations of photon pairs, they showed a correlation, proving that a principle called Bell's inequality had been violated and that the photon pairs were entangled, or acting in concert.

The research was taken up 10 years later by Dr. Aspect, a French scientist, and his team at the University of Paris. And in 1998, Dr. Zeilinger, an Austrian physicist, led another experiment that considered entanglement among three or more particles. Eva Olsson, a member of the Nobel Committee for Physics, noted that quantum information science had broad implications in areas like secure information transfer and quantum computing. Quantum information science is a "vibrant and rapidly developing field," she said. "Its predictions have opened doors to another world, and it has also shaken the very foundation of how we interpret measurements." The Nobel committee said the three scientists were being honored for their experiments with entangled photons, establishing the violation of Bell inequalities and pioneering quantum information science.

After Signing US Climate Bill, Biden Plans More Executive Actions to Cut Emissions (spokesman.com) 90

Senior White House officials say even more action is coming on climate change. They're telling the New York Times that U.S. President Joe Biden plans "a series of executive actions to further reduce greenhouse gas emissions and help keep the planet from warming to dangerous temperatures."

Biden is on track to deploy a series of measures, including new regulations on emissions from vehicle tailpipes, power plants and oil and gas wells, the officials said.

In pushing more executive action, Mr. Biden is trying to make up for the compromises his party made on climate measures to pass the Inflation Reduction Act, which includes the largest single American investment to slow global warming. Democrats had to scale back some of their loftiest ambitions, including by agreeing to fossil fuel and drilling provisions, as concessions to Senator Joe Manchin III, Democrat of West Virginia, a holdout from a conservative state that is heavily dependent on coal and gas. Gina McCarthy, the White House climate adviser, said that regulatory moves, combined with the new legislation and action from states, could help Mr. Biden meet his promise to cut greenhouse gas emissions by 50 percent, compared to 2005 levels, by the end of the decade. The climate bill, she said, was "a starting point."

"The president has not chosen to just look at Congress, he's chosen to recognize that he has presidential authorities and responsibilities under the law to keep moving this forward," she said. "And he's going to continue to use those." [...] Ms. McCarthy noted the E.P.A. still has "broad authority" to regulate emissions from electricity generation. She also said the government is forging ahead with new regulations on soot and other traditional air pollutants, which will have the side benefit of cutting carbon emissions.... Mr. Biden has the executive authority to issue regulations through federal agencies, and under the Clean Air Act of 1970 can establish rules to address air pollution.

Police Used a Baby's DNA To Investigate Its Father For a Crime (wired.com) 74

An anonymous reader quotes a report from Wired: If you were born in the United States within the last 50 or so years, chances are good that one of the first things you did as a baby was give a DNA sample to the government. By the 1970s, states had established newborn screening programs, in which a nurse takes a few drops of blood from a pinprick on a baby's heel, then sends the sample to a lab to test for certain diseases. Over the years, the list has grown from just a few conditions to dozens. The blood is supposed to be used for medical purposes -- these screenings identify babies with serious health issues, and they have been highly successful at reducing death and disability among children. But a public records lawsuit filed last month in New Jersey suggests these samples are also being used by police in criminal investigations. The lawsuit, filed by the state's Office of the Public Defender and the New Jersey Monitor, a nonprofit news outlet, alleges that state police sought a newborn's blood sample from the New Jersey Department of Health to investigate the child's father in connection with a sexual assault from the 1990s.

Crystal Grant, a technology fellow at the American Civil Liberties Union, says the case represents a "whole new leap forward" in the misuse of DNA by law enforcement. "It means that essentially every baby born in the US could be included in police surveillance," she says. It's not known how many agencies around the country have sought to use newborn screening samples to investigate crimes, or how often those attempts were successful. But there is at least one other instance of it happening. In December 2020, a local TV station reported that police in California had issued five search warrants to access such samples, and that at least one cold case there was solved with the help of newborn blood. "This increasing overreach into the health system by police to get genetic information is really concerning," Grant says.

The New Jersey lawsuit alleges that police obtained the blood sample of a newborn child (who is now elementary-school aged) to perform a DNA analysis that linked the baby's father to a crime. This was done using a technique called investigative genetic genealogy, or forensic genealogy. It usually involves isolating DNA left at a crime scene and using it to create a digital genetic profile of a suspect. Investigators can upload this profile to genealogy websites where other people have freely shared their own DNA information in the hope of connecting with family members or learning about their ancestry. Because DNA is shared within families, investigators can use relative matches to map out a suspect's family tree and narrow down their identity. According to the New Jersey lawsuit, police had reopened an investigation into a cold case and had used genetics to place the suspect within a single family: one of several adults or their children. But police didn't yet have probable cause to obtain search warrants for DNA swabs from any of them. Instead, they asked the state's newborn screening lab for a blood sample of one of the children. Analysis of this genetic information revealed a close relationship between the baby's DNA and the DNA taken at the crime scene, indicating that the baby's father was the person police were seeking. That was enough to establish probable cause in the assault investigation, so police sought a warrant for a cheek swab from the father. After analyzing his DNA, the suit contends, police found that it was a match to the crime scene DNA.
"Because there are no federal laws governing newborn screening programs, states set their own policies on which diseases they test for, how long samples are stored, and how they can be used," notes Wired. "Some states hold on to blood samples for months, others for years or decades. Virginia only keeps samples from infants with normal results for six months, while Michigan retains them for up to 100 years. New Jersey stores samples for 23 years before destroying them."

Some Firefly Species Await a Night That Never Comes (nytimes.com) 9

A study found that while some fireflies shrugged off light pollution, members of other species failed to mate even when males and females could find each other. From a report: As dusk deepens the shadow at the forest's edge, a tiny beacon lights up the gloom. Soon, the twilight is full of drifting lights, each winking a message in peculiar semaphore: "Male seeks female for brief union." This courtship plays out on summer nights the world over among beetles of the Lampyridae family, commonly known as fireflies. The darkness in which fireflies have always pursued their liaisons, however, has been breached by the glare of artificial lights. Humans' love affair with illumination has led to much of the Earth's habitable surfaces suffering light pollution at night. In recent years, scientists who study fireflies have heard from people who are worried that the insects may be in decline, said Avalon Owens, an entomologist at Tufts University. "There's this sense of doom. They seem to not be in places where they used to be," she said.

So little is known about how fireflies live that it is hard to assess whether they are in danger -- and if so, why, said Dr. Owens. But in a study published Wednesday in the journal Royal Society Open Science, she and Sara Lewis, a professor of biology at Tufts University, shone some light on how fireflies respond to artificial illumination. Experiments in forests and fields as well as the lab showed that while some North American fireflies would mate with wild abandon, regardless of illumination, others did not complete a single successful mating under the glare of the lights. Fireflies seem to rely primarily on flashes of light to find each other, which means light pollution could threaten their ability to see mates. In the four common species the study examines, the females hide on the ground and observe as males wander the skies. When a female responds to a male's flashing with her own, the two enter into a dialogue that can end in a meeting, and eventually mating.

Senate Moves Forward With EV Tax Credit Reform (electrek.co) 220

An anonymous reader quotes a report from Electrek: The US Senate is going to move forward with a sweeping new bill after Senator Joe Manchin finally accepted to include investments to curb climate change. The new bill is going to include the long-awaited electric vehicle tax credit reform that is going to give back access to the tax credit to Tesla GM vehicles, along with other changes. Last year, the US House of Representatives passed the $1.9 trillion "Build Back Better" legislation, but it has been stuck in the divided Senate ever since. The bill is interesting to the EV community because it includes a long-needed reform to the federal tax credit for electric vehicles. Even though it is technically a small part of the overall bill, it is a point of contention.

The main goal of the reform, and the one most people agree on, is the need to eliminate the tax credit cap after automakers hit 200,000 EVs sold, since it is putting automakers that were early in pushing electric vehicles at a disadvantage. It also happens that those automakers are American automakers, like Tesla and GM, while many foreign automakers still have access to the credit. Joe Manchin, a Democrat and senior United States senator from West Virginia, has been holding his vote, which is the deciding vote since the Democrats need every single one of their votes in the Senate to pass anything. The senator, who comes from a very conservative state, has proven to be difficult to deal when it comes to initiatives that deal with climate change, but in a reversal today, he announced that he accepted a new version of the bill, now called "Inflation Reduction Act of 2022."
Here are some of the key changes to the EV federal tax credit in the new bill (as confirmed by Electrek):

- Federal tax credit for EVs maintained at $7,500
- Eliminates tax credit cap after automakers hit 200,000 EVs sold, making GM and Tesla once again eligible

- The full EV tax credit will be available to individuals reporting adjusted gross incomes of $150,000 or less, $300,000 for joint filers

How War in Ukraine Roiled Russia's 'Coolest Company' (nytimes.com) 66

The decline of Yandex, the Russian version of Google, is emblematic of the economic and cultural troubles spawned by the invasion. From a report: What a difference a war makes. Just a few months ago, Yandex stood out as a rare Russian business success story, having mushroomed from a small start-up into a tech colossus that not only dominated search and ride-hailing across Russia, but boasted a growing global reach. A Yandex app could hail a taxi in far-flung cities like Abidjan, Ivory Coast; Oslo, Norway; or Tashkent, Uzbekistan; and the company delivered groceries in London, Paris and Tel Aviv. Fifty experimental Yandex robots trundled across the campus of Ohio State University in Columbus, bringing Grubhub food orders to students -- with plans to expand to some 250 American campuses.

Often called âoethe coolest company in Russia,â Yandex employed more than 18,000 people; its founders were billionaires; and at its peak last November, it was worth more than $31 billion. Then President Vladimir V. Putin of Russia invaded Ukraine. Almost overnight, as Western investors bolted from Russia and Western governments imposed harsh economic sanctions, its value dropped to less than $7 billion. The Nasdaq stock exchange suspended trading in its shares. The sudden distaste for most things Russian prompted the company to shutter various international businesses, including the delivery services in London, Paris and Columbus. Thousands of employees -- nearly a sixth of the total -- fled the country.

Its founder, Arkady Volozh, and his top deputy stepped aside after the European Union imposed sanctions on both, accusing them of abetting Kremlin disinformation. The company is not facing insolvency. But its sudden change of fortune serves not just as a cautionary tale for investors in an authoritarian country dependent on the whims of a single ruler. Yandex is emblematic, too, of the problems Russian companies face in a radically changed economic landscape and of the growing divisions over the war in society at large.

Behind the Celsius Sales Pitch Was a Crypto Firm Built on Risk (wsj.com) 21

Celsius Network CEO Alex Mashinsky built his cryptocurrency lender into a giant on a pitch that it was less risky than a bank with better returns for customers. But investor documents show the lender carried far more risk than a traditional bank. From a report: The lender issued numerous large loans backed by little collateral, according to Celsius investor documents from 2021 reviewed by The Wall Street Journal. The documents show that Celsius had little cushion in the event of a downturn, and made investments that would be difficult to quickly unwind if customers raced to withdraw their money. Celsius had $19 billion of assets and roughly $1 billion of equity as of last summer, before it raised new funds, according to Celsius investor documents from 2021 reviewed by the Journal. The median assets-to-equity ratio for all the North American banks in the S&P 1500 Composite index was about 9:1, or about half that of Celsius, according to data from FactSet.

For banks, that ratio is of great importance: Regulators look at it as an indicator of risk. For unregulated companies like Celsius, the ratio of 19-1 is particularly high given that some of its assets were investments in the extremely volatile crypto sector, said Eric Budish, an economist at the University of Chicago's business school who studies cryptocurrencies. Large banks often have ratios near Celsius's, but they hold much more stable assets and have access to central-bank loans for ready cash. [...] Founded in 2017 by Mr. Mashinsky, Celsius surged amid the crypto boom to become one of the biggest crypto lenders, with more than $12 billion in deposits. Customers, wooed by high interest rates, flooded in, while venture capitalists showered it with money. Contrasts with banks were at the center of Mr. Mashinsky's public persona. Mr. Mashinsky frequently said Celsius passed along 80% of its lending revenue to customers in the form of its high yields. He often wore a black T-shirt reading, "Banks are not your friends." Compared with banks, "we have much less risk, but we've managed to deliver high single-digit, low double-digit numbers," Mr. Mashinsky told the YouTube channel CTO Larsson in August. Mr. Mashinsky said on a podcast last month that while "normally in panic, everybody runs to the bank and withdraws their money because they're afraid the bank is going to fail," Celsius had proven different in crypto downturns, as its business increased.

Installing Rooftop Solar Can Be a Breeze. Just Look at Australia. (nytimes.com) 418

Dr. Saul Griffith, the author of "Electrify" and the founder and chief scientist of Rewiring America, Rewiring Australia and Otherlab, writes in a column: I recently moved back here to my home country partly because I believe Australians can show the world how much money households can save through simple climate solutions like rooftop solar. How is it that Australia, a country that historically has been a coal-burning climate pariah, is leading the world on solar? The four-bedroom house we recently bought provides a hint: It came with two rooftop solar systems of 11 kilowatts of combined capacity and a battery with 16 kilowatt-hours of storage. This system should produce more than enough to power my family's home, one electric car and both of our electric bikes with some left over to send back to the grid. Solar is now so prevalent in Australia that over a quarter of households here have rooftop panels, compared with roughly 2.5 percent of American households.

Australia pays its solar installers salaries comparable to those in the United States, and it buys most of its solar modules from China at 25 cents per watt, just a little less than what American buyers pay. Our houses are mostly detached single-family, like America, too. But unlike in the United States, it's easy to get permits and install rooftop solar in Australia. Australia's rooftop solar success is a function partly of luck, partly of design. In the early 1990s, regulators considered rooftop solar a hobby, and no one stood in the way of efforts to make the rules favorable to small-scale solar. Looking for a good headline to varnish over Australia's refusal to agree to the same greenhouse emissions reductions as the rest of the world in the 1997 Kyoto climate agreement, the federal government embraced renewable energy policies that set the stage for rooftop solar. Households were given rebates for the upfront costs, and were paid to send excess electricity back to the grid. In 2007, Prime Minister John Howard doubled the rebate, a move that is credited with kick-starting a solar installation boom.

Why has America been significantly slower to adopt this solution to high energy costs? The failures are mostly regulatory: local building codes and zoning laws, state rules that govern the grid connection and liability issues. Permitting can take as little as a day in Australia and is done over the web; in the United States permitting and connecting to the grid can take as long as six months. Many customers just give up. America also generally requires a metal conduit around the wiring; in Australia, the connections can be less expensive soft cables, similar to extension cords. The cost of rooftop solar in the United States depends on many things, including the latitude, tree cover and federal and state incentives. Installation costs can also vary quite a bit, depending on what laborers charge and the local permitting and inspection policies. My friend Andrew Birch, co-founder of the solar and solar software companies OpenSolar in Sydney and Sungevity in the United States, wrote an excellent critique of American rooftop solar and its high price in 2018.

Rechargeable Molten Salt Battery Freezes Energy In Place For Long-Term Storage (scientificamerican.com) 40

An anonymous reader quotes a report from Scientific American: During spring in the Pacific Northwest, meltwater from thawing snow rushes down rivers and the wind often blows hard. These forces spin the region's many power turbines and generate a bounty of electricity at a time of mild temperatures and relatively low energy demand. But much of this seasonal surplus electricity -- which could power air conditioners come summer -- is lost because batteries cannot store it long enough. Researchers at Pacific Northwest National Laboratory (PNNL), a Department of Energy national laboratory in Richland, Wash., are developing a battery that might solve this problem. In a recent paper published in Cell Reports Physical Science, they demonstrated how freezing and thawing a molten salt solution creates a rechargeable battery that can store energy cheaply and efficiently for weeks or months at a time.

Most conventional batteries store energy as chemical reactions waiting to happen. When the battery is connected to an external circuit, electrons travel from one side of the battery to the other through that circuit, generating electricity. To compensate for the change, charged particles called ions move through the fluid, paste or solid material that separates the two sides of the battery. But even when the battery is not in use, the ions gradually diffuse across this material, which is called the electrolyte. As that happens over weeks or months, the battery loses energy. Some rechargeable batteries can lose almost a third of their stored charge in a single month.

"In our battery, we really tried to stop this condition of self-discharge," says PNNL researcher Guosheng Li, who led the project. The electrolyte is made of a salt solution that is solid at ambient temperatures but becomes liquid when heated to 180 degrees Celsius -- about the temperature at which cookies are baked. When the electrolyte is solid, the ions are locked in place, preventing self-discharge. Only when the electrolyte liquifies can the ions flow through the battery, allowing it to charge or discharge. Creating a battery that can withstand repeated cycles of heating and cooling is no small feat. Temperature fluctuations cause the battery to expand and contract, and the researchers had to identify resilient materials that could tolerate these changes. [...] The result is a rechargeable battery made from relatively inexpensive materials that can store energy for extended periods.
"Right now the experimental technology is aimed at utility-scale and industrial uses," notes the report. "The PNNL team plans to continue developing the technology, but ultimately it will be up to industry to develop a commercial product."

El Salvador's 'Bitcoin President' Pressured, Accused of Attacking Civil Liberties (msn.com) 42

The International Monetary Fund "has indicated it will not give El Salvador a much-needed loan unless it drops bitcoin" as one of the country's legal tenders, reports the Los Angeles Times. And meanwhile the "bitcoin bond" proposed by El Salvador has been "delayed indefinitely."

But the government has taken other actions:
After a dramatic spike in killings here over a single weekend last month, Salvadoran President Nayib Bukele's reaction was swift — and extreme. He sent soldiers into poor neighborhoods to round up thousands of people who he claimed were gang members, then paraded them in front of news cameras in their underwear and handcuffs.

He tweeted pictures of detainees who had been bruised and bloodied by security forces, suggesting they "maybe fell" or "were eating fries with ketchup." And he started feeding the nation's prisoners two meals a day instead of three, warning that if violence continued, "I swear to God that they won't eat a single grain of rice."

It is a distinct look for Bukele, who has been focused in recent months on presenting himself to the world as a modern tech innovator on a quest to turn El Salvador into a cryptocurrency paradise. Not only is Bukele now embracing the mano duro techniques of past Latin American leaders, he is going much further, using the homicide spree — which left 87 people dead in three days — as a pretext for suspending civil liberties and attacking the press.

In recent days, Bukele and his loyalists in the Legislative Assembly ordered a state of emergency that restricts freedom of association, suspends the norm that detainees be informed of their rights at the moment of arrest and denies prisoners access to lawyers....

That Bukele would use the spate of homicides as a pretext to further consolidate power is no surprise to many of his critics, who believe he may be preparing to stay in office past 2024, when he is supposed to step down, even though El Salvador's constitution bans consecutive presidential terms.

But they also say that there may be another motive for his new tough-on-crime stance: diverting attention from the deepening failure of his cryptocurrency experiment.

"This is the first new original music that they have recorded together as a band since 1994's The Division Bell." The track sees David Gilmour and Nick Mason joined by long-time Pink Floyd bass player Guy Pratt and Nitin Sawhney on keyboards and features an extraordinary vocal performance by Andriy Khlyvnyuk of Ukrainian band Boombox.... David, who has a Ukrainian daughter-in-law and grandchildren says: "We, like so many, have been feeling the fury and the frustration of this vile act of an independent, peaceful democratic country being invaded and having its people murdered by one of the world's major powers...."

"Recently I read that Andriy had left his American tour with Boombox, had gone back to Ukraine, and joined up with the Territorial Defense. Then I saw this incredible video on Instagram, where he stands in a square in Kyiv with this beautiful gold-domed church and sings in the silence of a city with no traffic or background noise because of the war. It was a powerful moment that made me want to put it to music." While writing the music for the track, David managed to speak with Andriy from his hospital bed in Kyiv where he was recovering from a mortar shrapnel injury. "I played him a little bit of the song down the phone line and he gave me his blessing...."

Speaking about the track David says, "I hope it will receive wide support and publicity. We want to raise funds for humanitarian charities and raise morale. We want to express our support for Ukraine and, in that way, show that most of the world thinks that it is totally wrong for a superpower to invade the independent democratic country that Ukraine has become".

All proceeds will go towards Ukrainian humanitarian relief.

On March 11 the band had posted another update on their official site: To stand with the world in strongly condemning Russia's invasion of Ukraine, the works of Pink Floyd, from 1987 onwards, and all of David Gilmour's solo recordings are being removed from all digital music providers in Russia and Belarus....

A Single Gene In One Species Can Cause Other Species To Go Extinct (scientificamerican.com) 23

An anonymous reader quotes a report from Scientific American: Some species play an outsize role in the environment they inhabit. Beavers build dams that create ponds where fish thrive. Otters in kelp forests eat enough sea urchins so that the kelp can grow without being gobbled up first. These so-called keystone species hold their ecosystem together. But what if ecosystems not only hinge on a single species but can be made or broken by a single gene? In a study published on Thursday in Science, researchers have demonstrated the existence of what they call a "keystone gene." The discovery may have implications for how scientists think about the ways ecosystems, and the species in them, persist over time.

In the lab, the researchers built several miniature ecosystems that consisted of just four species each. At the bottom of the food chain was Arabidopsis thaliana, a small annual plant that is a favorite study organism among biologists (its genome was sequenced more than 20 years ago). In each ecosystem, the plant served as food for two species of aphids, which in turn fed a parasitoid wasp. Each bread-box-sized ecosystem contained multiple Arabidopsis plants. In some systems, the plants were genetically identical -- a monoculture. In others, genetic variations were introduced by turning on and off three genes -- MAM1, AOP2 and GSOH -- in various combinations.The researchers focused on these genes because they maintain the production of compounds called aliphatic glucosinolates, which protect the plant by deterring hungry aphids. Some of the experimental ecosystems had more variation in the number of genetic combinations than others; the researchers watched to see how well plants, aphids and wasps would coexist in each scenario.

As the team expected, the ecosystems with more genetically diverse plants turned out to be more stable. For each plant with a different genetic makeup that the researchers added to the mix, the insects' extinction rate fell by nearly 20 percent, compared with monocultures. But what stunned the researchers was that this result seemed to hinge on a single gene. Regardless of diversity, if systems contained plants with a certain variant, or allele, of the AOP2 gene, the extinction rate of the insects decreased by 29 percent, compared with systems without it. Essentially, if you change that AOP2 allele, you lose the insects. Increasing genetic diversity helped the insects because it increased the likelihood of the aphids encountering plants with this one critical gene variant. [...] Also surprising was the mechanism by which the AOP2 allele impacted the aphids. Although the variant changed the way a plant produced its aphid-deterring compound, it also allowed the plant to grow faster. This in turn allowed the aphids, as well as the wasps that relied on them for food, to become larger faster.

Humans Find AI-Generated Faces More Trustworthy Than the Real Thing (scientificamerican.com) 72

Scientific American reports on a new study published in the Proceedings of the National Academy of Sciences USA on the effectiveness of deep fakes.

"The results suggest that real humans can easily fall for machine-generated faces — and even interpret them as more trustworthy than the genuine article." "We found that not only are synthetic faces highly realistic, they are deemed more trustworthy than real faces," says study co-author Hany Farid, a professor at the University of California, Berkeley. The result raises concerns that "these faces could be highly effective when used for nefarious purposes." The first group did not do better than a coin toss at telling real faces from fake ones, with an average accuracy of 48.2 percent... The group rating trustworthiness gave the synthetic faces a slightly higher average rating of 4.82, compared with 4.48 for real people... Study participants did overwhelmingly identify some of the fakes as fake. "We're not saying that every single image generated is indistinguishable from a real face, but a significant number of them are," says study co-author Sophie Nightingale.... The authors of the study end with a stark conclusion after emphasizing that deceptive uses of deepfakes will continue to pose a threat: "We, therefore, encourage those developing these technologies to consider whether the associated risks are greater than their benefits," they write. "If so, then we discourage the development of technology simply because it is possible."

The Falcon 9 May Now Be the Safest Rocket Ever Launched (arstechnica.com) 116

An anonymous reader quotes a report from Ars Technica: The Falcon 9 reached a notable US milestone in January, equaling and then exceeding the tally of space shuttle launches. During its more than three decades in service, NASA's space shuttle launched 135 times, with 133 successes. To put the Falcon 9's flight rate into perspective, it surpassed the larger shuttle in flights in about one-third of the time. There is no way to know how many missions the Falcon 9 will ultimately fly. At its current rate, the rocket could reach 500 flights before the end of this decade. However, SpaceX is also actively working to put its own booster out of business. The success of the company's Starship project will probably ultimately determine how long the Falcon 9 will remain a workhorse. Nevertheless, it seems likely the Falcon 9 will fly for a long time yet. That is because it now provides the only means for US astronauts to get into space. And while NASA's deep-space Orion vehicle and Boeing's Starliner spacecraft should come online within the next couple of years, the Falcon 9 rocket and Crew Dragon spacecraft will very likely remain the lowest risk, and lowest cost, means of putting humans into orbit for at least the next decade.

Speaking of safety, this is where the Falcon 9 rocket has really shone of late. Since the Amos-6 failure during its static fire test, SpaceX has completed a record-setting run of 111 successful Falcon 9 missions in a row. It probably will be 112 after Thursday. There are only two other rockets with a string of successful flights comparable to the Falcon 9. One is the Soyuz-U variant of the Russian rocket, which launched 786 times from 1973 to 2017. The other is the American Delta II rocket, which recently retired. (Eventually, the Atlas V rocket could also exceed 100 consecutive successes before its retirement later this decade.) According to Wikipedia, amid its long run, the Soyuz-U rocket had a streak of 112 consecutive successful launches between July 1990 and May 1996. However this period includes the Cosmos 2243 launch in April 1993. This mission should more properly be classified as a failure. According to noted space scientist Jonathan McDowell, the control system of the rocket failed during the final phase of the Blok-I burn, and the payload was auto-destructed.

Taking this failure into account, the Soyuz-U had a run of 100 successful launches from 1983 to 1986. This happens to be the exact same number of consecutive successes by the Delta II rocket, originally designed and built by McDonnell Douglas and later flown by Boeing and United Launch Alliance. Overall the Delta II rocket launched 155 times, with two failures. Its final flight, in 2018, was the rocket's 100th consecutive successful mission. So the Falcon 9 has now exceeded both the Soyuz-U and Delta II rockets for consecutive mission successes, and apparently its low flight insurance costs reflect this. What seems remarkable about all of this is that the Falcon 9 amassed this safety record at the very same time SpaceX was experimenting with and demonstrating reuse. At the time of the Amos-6 failure in 2016, the company had yet to re-fly a single Falcon 9 first stage. Now it has pushed some of its boosters to fly 11 flights, and SpaceX has never lost a mission on a reused first stage, even though founder Elon Musk and other officials have explicitly said they are pushing the technology to find its limits.

The Next Huawei? US Threatens to Inflict 'Export Control' on Russia if It Invades Ukraine (stripes.com) 119

How exactly could Russia be deterred from invading Ukraine? The U.S. government is now "threatening to use a novel export control to damage strategic Russian industries, from artificial intelligence and quantum computing to civilian aerospace," according to Stars and Stripes (an editorially-independent newspaper for the American military). The newspaper cites administration officials as its source: The administration may also decide to apply the control more broadly in a way that would potentially deprive Russian citizens of some smartphones, tablets and video game consoles, said the officials. Such moves would expand the reach of U.S. sanctions beyond financial targets to the deployment of a weapon used only once before — to nearly cripple the Chinese tech giant Huawei. The weapon, known as the foreign direct product rule, contributed to Huawei suffering its first-ever annual revenue drop, a stunning 30% last year, according to analysts.

The attraction of using the foreign direct product rule derives from the fact that virtually anything electronic these days includes semiconductors, the tiny components on which all modern technology depends, from smartphones to jets to quantum computers — and that there is hardly a semiconductor on the planet that is not made with U.S. tools or designed with U.S. software. And the administration could try to force companies in other countries to stop exporting these types of goods to Russia through this rule. "This is a slow strangulation by the U.S. government," technology analyst Dan Wang of Gavekal Dragonomics, a research firm in Shanghai, said of Huawei. The rule cut the firm's supply of needed microchips, which were made outside the United States but with U.S. software or tools.

Now officials in Washington say they are working with European and Asian allies to craft a version of the rule that would aim to stop flows of crucial components to industries for which Russian President Vladimir Putin has high ambitions, such as civil aviation, maritime and high technology.... But the effort could face head winds from American and European business interests that fear using export controls could lead to Russian retaliation in other spheres — and eventually cause foreign companies to seek to design U.S. technology out of their products. That's because the extension of the rule beyond a single company like Huawei to an entire country or entire sectors of a country is unprecedented.

"It's like a magic power — you can only use it so many times before it starts to degrade," said Robert D. Atkinson, president of the Information Technology and Innovation Foundation, a think tank. "Other countries will say, 'Oh, man, the U.S. has total control over us. We'd better find alternatives.'"

The newspaper also spoke to Paul Triolo, chief of technology policy at a global political risk research and consulting firm called Eurasia Group. His opinion "this would be weaponizing the U.S. semiconductor supply chain against an entire country."

And in more ways than one: Targeted use of the foreign direct product rule could be a blow to Russia's military, which relies on a type of chip called Elbrus that is designed in Russia but manufactured in Taiwan at a chip foundry called TSMC, according to Kostas Tigkos, an electronics expert at Janes Group, a U.K.-based provider of defense intelligence. If the United States barred TSMC from supplying those chips to Russia, as it successfully barred TSMC from supplying Huawei, that would have a "devastating effect," Tigkos said.

In a statement, TSMC said it "complies with all applicable laws and regulations" and that it has a "rigorous export control system in place ... to ensure export control restrictions are followed."Analysts say that Western multinational firms probably would comply with the export controls. All U.S. chipmakers include clauses in their contracts requiring customers to abide by U.S. export rules.

Teen Becomes Youngest Woman To Fly Solo Round the World (reuters.com) 111

Nineteen-year-old Zara Rutherford landed back at Kortrijk-Wevelgem Airport in Belgium after flying 51,000 km (32,000 miles) over 52 nations since her Aug. 18 departure in the world's fastest microlight aircraft. "It's just really crazy, I haven't quite processed it," Rutherford, smiling broadly and cloaked in British and Belgian flags, told reporters.

After the penultimate leg to a German village on Wednesday, she said it was an exploit she would never repeat. After North and South America, Rutherford was stuck for a month in Alaska because of weather and visa delays. A winter storm forced another long stop in far eastern Russia, before she travelled to South Asia, the Middle East and back to Europe. Her favorite flyovers were New York and an active volcano in Iceland, but there were moments when she feared for her life, including her flight across Siberia's frozen wastes and a narrow escape from entering North Korean air space during bad weather. "They have been testing missiles with no warning," she said of her concerns as she considered cutting across the reclusive authoritarian state during a detour from Russia to South Korea. [...]

To meet criteria for a round-the-world flight, Rutherford touched two points opposite each other on the globe: Jambi in Indonesia and Tumaco in Colombia. Rutherford took the record from Afghan-born American Shaesta Wais, who in 2017 became the youngest woman to fly solo around the world at 30. The youngest male record holder, American Mason Andrews, was 18 when he did it in 2018. She also became the first Belgian to circumnavigate the world solo in a single-engine aircraft, getting through the long days by shuffling through a 40-hour playlist of songs. Astronomers Have Found Another Possible 'Exomoon' beyond Our Solar System (scientificamerican.com) 10

Astronomers say they have found a second plausible candidate for a moon beyond our solar system, an exomoon, orbiting a world nearly 6,000 light-years from Earth. Scientific American reports: Called Kepler-1708 b-i, the moon appears to be a gas-dominated object, slightly smaller than Neptune, orbiting a Jupiter-sized planet around a sunlike star -- an unusual but not wholly unprecedented planet-moon configuration. The findings appear in Nature Astronomy. Confirming or refuting the result may not be immediately possible, but given the expected abundance of moons in our galaxy and beyond, it could further herald the tentative beginnings of an exciting new era of extrasolar astronomy -- one focused not on alien planets but on the natural satellites that orbit them and the possibilities of life therein.

Kepler-1708 b-i's existence was first hinted at in 2018, during an examination of archival data by David Kipping of Columbia University, one of the discoverers of Kepler-1625 b-i, and his colleagues. The team analyzed transit data from NASA's Kepler space telescope of 70 so-called cool giants -- gas giants, such as Jupiter and Saturn, that orbit relatively far from their stars, with years consisting of more than 400 Earth days. The team looked for signs of transiting exomoons orbiting these worlds, seeking additional dips in light from any shadowy lunar companions. Then the researchers spent the next few years killing their darlings, vetting one potential exomoon candidate after another and finding each better explained by other phenomena -- with a single exception: Kepler-1708 b-i. "It's a moon candidate we can't kill," Kipping says. "For four years we've tried to prove this thing was bogus. It passed every test we can imagine."

The magnitude of the relevant smaller, additional dip in light points to the existence of a moon about 2.6 times the size of Earth. The nature of the transit method means that only the radius of worlds can be directly gleaned, not their mass. But this one's size suggests a gas giant of some sort. "It's probably in the 'mini Neptune' category," Kipping says, referring to a type of world that, despite not existing in our solar system, is present in abundance around other stars. The planet this putative mini Neptune moon orbits, the Jupiter-sized Kepler-1708 b, completes an orbit of its star every 737 days at a distance 1.6 times that between Earth and the sun. Presuming the candidate is genuinely a moon, it would orbit the planet once every 4.6 Earth days, at a distance of more than 740,000 kilometers -- nearly twice the distance our own moon's orbit around Earth. The fact that only this single candidate emerged from the analysis of 70 cool giants could suggest that large gaseous moons are "not super common" in the cosmos [...].
