SEC Debuts 'Project Crypto' To Bring US Financial Markets 'On Chain' (cnbc.com) 31

The SEC has launched "Project Crypto" to overhaul outdated securities regulations for a blockchain-based future, aiming to support tokenized assets, crypto trading, and "super apps."

"To achieve President Trump's vision of making America the crypto capital of the world, the SEC must holistically consider the potential benefits and risks of moving our markets from an off-chain environment to an on-chain one," SEC chair Paul Atkins said at the "American Leadership in the Digital Finance Revolution" conference on Thursday. "I have directed the Commission staff to update antiquated agency rules and regulations to unleash the potential of on-chain software systems in our securities markets ... Federal securities laws have always assumed the involvement of intermediaries that require regulation, but this does not mean that we should interpose intermediaries for the sake of forcing intermediation where the markets can function without them." CNBC reports: Atkins, the SEC chair, highlighted "super apps" (such as one Coinbase introduced two weeks ago) as a priority of his chairmanship, noting the need to allow the apps to thrive with an "efficient licensing structure," rather than subject to multiple regulatory authorities.

So-called super apps like WeChat and Alipay -- which bundle several different services and functionalities into a single mobile app -- have long been viewed as the holy grail of financial technology by the industry. They're central to everyday life in China but haven't been successfully replicated in the West. Meta Platforms and X have made attempts to realize that vision, integrating payments, messaging and social content, among other functions.

Atkins also said the Trump administration will work to prevent "innovative" companies from being driven offshore by burdensome regulations, and said the SEC "will encourage our nation's builders rather than constrain them with red tape and one-size-fits-all rules."

'Inside the Silicon Valley Push to Breed Super-Babies' (msn.com) 72

San Francisco-based startup Orchid Health "screens embryos for thousands of potential future illnesses," reports the Washington Post, calling it "the first company to say it can sequence an embryo's entire genome of 3 billion base pairs." It uses as few as five cells from an embryo to test for more than 1,200 of these uncommon single-gene-derived, or monogenic, conditions. The company also applies custom-built algorithms to produce what are known as polygenic risk scores, which are designed to measure a future child's genetic propensity for developing complex ailments later in life, such as bipolar disorder, cancer, Alzheimer's disease, obesity and schizophrenia. Orchid, [founder Noor] Siddiqui said in a tweet, is ushering in "a generation that gets to be genetically blessed and avoid disease." Right now, at $2,500 per embryo-screening on top of the average $20,000 for a single cycle of IVF, Siddiqui's social network in Silicon Valley and other tech hubs is an ideal target market...

Yet several genetic scientists told The Post they doubt Orchid's core claim: that it can accurately sequence an entire human genome from just five cells collected from an early-stage embryo, enabling it to see many more single- and multiple-gene-derived disorders than other methods have. Experts have struggled to extract accurate genetic information from small embryonic samples, said Svetlana Yatsenko, a Stanford University pathology professor who specializes in clinical and research genetics. Genetic tests that use saliva or blood samples typically collect hundreds of thousands of cells. For its vastly smaller samples, Orchid uses a process called amplification, which creates copies of the DNA retrieved from the embryo. That process, Yatsenko said, can introduce major inaccuracies. "You're making many, many mistakes in the amplification," she said, rendering it problematic to declare any embryo free of a particular disease, or positive for one. "It's basically Russian roulette...."

Numerous fertility doctors and scientists also told The Post they have serious reservations about screening embryos through polygenic risk scoring, the technique that allows Orchid and other companies to predict future disease by tying clusters of hundreds or even thousands of genes to disease outcomes and in some cases to other traits, such as intelligence and height. The vast majority of diseases that afflict humans are associated with many different genes rather than a single gene... And for traits such as intelligence, polygenic scoring has almost negligible predictive capacity — just a handful of IQ points... Or parents might select against an unwanted trait, such as schizophrenia, without understanding how they may be screening out desired traits associated with the same genes, such as creativity... The American College of Medical Genetics and Genomics calls the benefits of screening embryos for polygenic risks "unproven" and warns that such tests "should not be offered" by clinicians. A pioneer of polygenic risk scores, Harvard epidemiology professor Peter Kraft, has criticized Orchid, saying on X that "the science doesn't add up" and that "waving a magic wand and changing some of these variants at birth may not do anything at all."

The article notes several startups are already providing predictions on intelligence. "In the United States, there are virtually no restrictions on the types of genetic predictions companies can offer, and no external vetting of their proprietary scoring methods."

As part of the DOJ's multi-state effort, the government announced the arrest and indictment of U.S. national Zhenxing "Danny" Wang, who allegedly ran a years-long fraud scheme from New Jersey to sneak remote North Korean IT workers inside U.S. tech companies. According to the indictment, the scheme generated more than $5 million in revenue for the North Korean regime. [...]

From 2021 until 2024, the co-conspirators allegedly impersonated more than 80 U.S. individuals to get remote jobs at more than 100 American companies, causing $3 million in damages due to legal fees, data breach remediation efforts, and more. The group is said to have run laptop farms inside the United States, which the North Korean IT workers could essentially use as proxies to hide their provenance, according to the DOJ. At times, they used hardware devices known as keyboard-video-mouse (KVM) switches, which allow one person to control multiple computers from a single keyboard and mouse. The group allegedly also ran shell companies inside the U.S. to make it seem like the North Korean IT workers were affiliated with legitimate local companies, and to receive money that would then be transferred abroad, the DOJ said.

The fraudulent scheme allegedly also involved the North Korean workers stealing sensitive data, such as source code, from the companies they were working for, such as from an unnamed California-based defense contractor "that develops artificial intelligence-powered equipment and technologies."

People with Severe Type 1 Diabetes are Cured in Small Trial of New Drug (courant.com) 65

"A single infusion of a stem cell-based treatment may have cured 10 out of 12 people with the most severe form of Type 1 diabetes," reports the New York Times.

"One year later, these 10 patients no longer need insulin. The other two patients need much lower doses." The experimental treatment, called zimislecel and made by Vertex Pharmaceuticals of Boston, involves stem cells that scientists prodded to turn into pancreatic islet cells, which regulate blood glucose levels. The new islet cells were infused and reached the pancreas, where they took up residence. The study was presented Friday evening at the annual meeting of the American Diabetes Association and published online by The New England Journal of Medicine...

Patients in the study began to need less insulin within a few months of being infused with new islet cells, and most stopped needing the hormone altogether at about six months [said Dr. Trevor Reichman, director of the pancreas and islet transplant program at University Health Network, a hospital in Toronto, and first author of the study]. He added that patients' episodes of hypoglycemia went away within the first 90 days of treatment.

If the study continues to show positive results, the company expects to submit an application to the FDA next year. "For the short term, this looks promising" for severely affected patients like those in the study," said Dr. Irl B. Hirsch, a diabetes expert at the University of Washington who was not involved in the study. But patients in the trial had to stay on drugs to prevent the immune system from destroying the new cells. Suppressing the immune system, he said, increases the risk of infections and, over the long term, can increase the risk of cancer... Patients may have to take the immunosuppressant drugs for the rest of their lives, the Vertex spokesperson said.

New US Visa Rules Will Force Foreign Students To Unlock Social Media Profiles (theguardian.com) 173

Those who fail to do so will be suspected of hiding that activity from US officials. The new guidance, unveiled by the state department on Wednesday, directs US diplomats to conduct an online presence review to look for "any indications of hostility toward the citizens, culture, government, institutions, or founding principles of the United States."

A cable separately obtained by Politico also instructs diplomats to flag any "advocacy for, aid or support for foreign terrorists and other threats to US national security" and "support for unlawful antisemitic harassment or violence." The screening for "antisemitic" activity matches similar guidance given at US Citizenship and Immigration Services under the Department of Homeland Security and has been criticized as an effort to crack down on opposition to the conduct of Israel's war in Gaza.

The new state department checks are directed at students and other applicants for visas in the F, M and J categories, which refer to academic and vocational education, as well as cultural exchanges. "It is an expectation from American citizens that their government will make every effort to make our country safer, and that is exactly what the Trump administration is doing every single day," said a senior state department official, adding that Marco Rubio was "helping to make America and its universities safer while bringing the state Department into the 21st century."

Wynn-Williams encouraged senators to continue investigating Meta's role in the development of artificial intelligence in China, as they continue their probe into the social media company founded by Zuckerberg. "The greatest trick Mark Zuckerberg ever pulled was wrapping the American flag around himself and calling himself a patriot and saying he didn't offer services in China, while he spent the last decade building an $18 billion business there," she said.

The testimony also left some of the lawmakers skeptical of Zuckerberg's commitment to free speech after the whistleblower also alleged Facebook worked "hand in glove" with the Chinese government to censor its platforms: In her almost seven years with the company, Wynn-Williams told the panel she witnessed the company provide "custom built censorship tools" for the Chinese Communist Party. She said a Chinese dissident living in the United States was removed from Facebook in 2017 after pressure from Chinese officials. Facebook said at the time it took action against the regime critic, Guo Wengui, for sharing someone else's personal information. Wynn-Williams described the use of a "virality counter" that flagged posts with over 10,000 views for review by a "chief editor," which Democratic Sen. Richard Blumenthal of Connecticut called "an Orwellian censor." These "virality counters" were used not only in Mainland China, but also in Hong Kong and Taiwan, according to Wynn-Williams's testimony.

Wynn-Williams also told senators Chinese officials could "potentially access" the data of American users.

All of our energy needs could potentially be supplied by the angular kinetic energy of the Earth — and because of the mass of the planet, doing so would slow its rotation down by a mere 7ms per century. [Which is similar to speed changes caused by natural phenomena such as the Moon's pull and changing dynamics inside the planet's core."]

Normally this would be considered impossible as the Earth's large and uniform field does not induce a current in conductors, but researchers believe that a hollow cylinder of manganese, zinc and iron can alter the interaction with our planetary magnetic field and allow the extraction of energy from it. So far, the results are positive but still below the level where they cannot be explained by multiple possible causes of experimental error. Further research is required to confirm the effect.

"The effect was identified only in a carefully crafted device and generated just 17 microvolts," reports Scientific American, "a fraction of the voltage released when a single neuron fires — making it hard to verify that some other effect isn't causing the observations."

But if another group can verify the results, the experiment's lead says the next logical step is trying to scale up the device to generate a useful amount of energy.

Microsoft President Calls For a National Talent Strategy For Electricians 73

"I met with the leaders at Microsoft who are building our AI infrastructure across the country. During our discussion, I asked them to identify the single biggest challenge for data center expansion in the U.S. I expected they would mention slow permitting, delays in bringing more power online or supply chain constraints -- all significant challenges. But instead, they highlighted a national shortage of people. Electricians, to be precise."

Much as Smith has done in the past as he declared crisis-level shortages of Computer Science, cybersecurity, and AI talent, he's calling for the nation's politicians and educators to step up to the plate and deliver students trained to address the data center expansion plans of Microsoft and Big Tech.

"How many new electricians must the U.S. recruit and train over the next decade?" Smith asks. "Probably half a million. [...] The good news is that these are good jobs. The bad news is that we don't have a national strategy to recruit and train the people to fill these jobs. Given the Trump administration's commitment to supporting American workers, American jobs and American innovation, we believe that recruiting and training more electricians should rise to its list of priorities. There are several ways to address this issue, and they deserve consideration. For example, we need to do more as a nation to revitalize the industrial arts and shop classes in American high schools. New EV Batteries are Making Electric Cars Cheaper and Safer (msn.com) 92

The Washington Post looks at a new kind of battery that "could make American EVs cheaper and safer, experts say." If you bought an EV with a lithium iron phosphate (LFP) battery, you could expect lower car payments, less fire risk and more years of use out of your car — but you wouldn't be able to go as far on a single charge as you could with the nickel manganese cobalt (NMC) batteries commonly found in American and European electric cars. That trade-off has made LFP batteries the go-to choice for standard-range EVs in China, helping to make electric cars more affordable and limit pollution. Now, American companies are starting to build their own LFP batteries to catch up to their Chinese rivals... But there are plenty of barriers for U.S. companies that want to adopt a technology dominated by Chinese firms. Tariffs and tax credit restrictions have made it too expensive for most American automakers to import LFP batteries from China, and national security concerns have made it hard for American companies to partner with Chinese battery makers to build factories in the United States...

Although American scientists invented LFP batteries in 1997, U.S. automakers didn't invest in the technology. Instead, they bet on NMC batteries because they have longer range, a big concern for American EV buyers. "Everyone in the West thought LFP was a nonstarter five or six years ago," said Adrian Yao, who founded STEER, a technology research group within Stanford University. "We really did have a myopic focus on" range, he added. That left the door open for Chinese companies to perfect LFP batteries, which have a few advantages. Instead of pricey nickel and cobalt, they use iron, which makes them 20 percent cheaper than NMC batteries, according to the International Energy Agency. While NMC batteries can be recharged up to about 1,000 times before they go kaput — which is enough to put 200,000 miles on most EVs — LFP batteries can last two or three times as long, according to Moura. Plus, LFP batteries' chemistry makes them less likely to catch fire and easier to extinguish. An NMC battery, on the other hand, is so flammable that "you could put it underwater or in space, and it'll keep burning because the oxygen it needs to keep the flame going is embedded within itself," Moura said.

That safety advantage is key, because Chinese firms figured out they could pack LFP cells closer together inside a battery pack without risking a fire. That meant they could cram more energy into LFP batteries and nearly catch up to the range of NMC batteries. Last year, the Chinese battery giant CATL made the first LFP battery with more than 600 miles of range. Since LFP batteries are made from common materials and last longer, they also have a smaller environmental footprint than NMC batteries.

Ford used LFP batteries in its Mach-E sedan (2023) and F-150 Lightning pickup trucks (2024), according to the article, "while Rivian began using them in the basic trims of its R1S SUV and R1T pickup truck this year... American LFP factories are slated to open this year in St. Louis and next year in Arizona." And an environmental engineering professor at the University of California at Berkeley predicts LFP battery factories in the U.S. will "grow quite rapidly over the next five to 10 years."

Saying that the law violates both its First Amendment rights and those of its 170 million American users, TikTok, which is controlled by a Chinese parent company, urged the justices to maintain the status quo while they decide whether to hear an appeal. "Congress's unprecedented attempt to single out applicants and bar them from operating one of the most significant speech platforms in this nation presents grave constitutional problems that this court likely will not allow to stand," lawyers for TikTok wrote in their emergency application.

President Biden signed the law this spring after it was enacted with wide bipartisan support. Lawmakers said the app's ownership represented a risk because the Chinese government's oversight of private companies would allow it to retrieve sensitive information about Americans or to spread propaganda, though they have not publicly shared evidence that this has occurred. They have also noted that American platforms like Facebook and YouTube are banned in China, and that TikTok itself is not allowed in the country.

Nearly Half of US Teens Are Online 'Constantly' (apnews.com) 28

Nearly half of American teenagers say they are online "constantly," according to a new survey by the Pew Research Center. The report was based on a survey of 1,391 U.S. teens ages 13 to 17 conducted from Sept. 18 to Oct. 10, 2024. The Associated Press reports: As in past years, YouTube was the single most popular platform teenagers used -- 90% said they watched videos on the site, down slightly from 95% in 2022. Nearly three-quarters said they visit YouTube every day. There was a slight downward trend in several popular apps teens used. For instance, 63% of teens said they used TikTok, down from 67% and Snapchat slipped to 55% from 59%.

This small decline could be due to pandemic-era restrictions easing up and kids having more time to see friends in person, but it's not enough to be truly meaningful. X saw the biggest decline among teenage users. Only 17% of teenagers said they use X, down from 23% in 2022, the year Elon Musk bought the platform. Reddit held steady at 14%. About 6% of teenagers said they use Threads, Meta's answer to X that launched in 2023. [...]

Meta's messaging service WhatsApp was a rare exception in that it saw the number of teenage users increase, to 23% from 17% in 2022. Pew also asked kids how often they use various online platforms. Small but significant numbers said they are on them âoealmost constantly.â For YouTube, 15% reported constant use, for TikTok, 16% and for Snapchat, 13%.

From America's Democrats to Britain's Tories, Emmanuel's Macron's Ensemble coalition to Japan's Liberal Democrats, even to Narendra Modi's erstwhile dominant BJP, governing parties and leaders have undergone an unprecedented series of reversals this year.

The incumbents in every single one of the 10 major countries that have been tracked by the ParlGov global research project and held national elections in 2024 were given a kicking by voters. This is the first time this has ever happened in almost 120 years of records. Ultimately voters don't distinguish between unpleasant things that their leaders and governments have direct control over, and those that are international phenomena resulting from supply-side disruptions caused by a global pandemic or the warmongering of an ageing autocrat halfway across the world.

Voters don't like high prices, so they punished the Democrats for being in charge when inflation hit. The cost of living was also the top issue in Britain's July general election and has been front of mind in dozens of other countries for most of the last two years. That different politicians, different parties, different policies and different rhetoric deployed in different countries have all met similar fortunes suggests that a large part of Tuesday's American result was locked in regardless of the messenger or the message. The wide variety of places and people who swung towards Trump also suggests an outcome that was more inevitable than contingent.

But it's not just about inflation. An update of economist Arthur Okun's "misery index" -- the sum of the inflation and unemployment rates -- for this era might swap out joblessness and replace it with immigration. On this basis, the past couple of years in the US, UK and dozens of other countries have been characterised by more economic and societal upheaval than they have seen in generations.

Mystery Drones Swarmed a US Military Base for 17 Days. Investigators are Stumped (msn.com) 133

The Wall Street Journal reports on a "suspicious fleet of unidentified aircraft... as many as a dozen or more" that appeared in Virginia 10 months ago "over an area that includes the home base for the Navy's SEAL Team Six and Naval Station Norfolk, the world's largest naval port." The article notes this was just 10 months after the U.S. shot down a Chinese spy balloon...

After watching the drones — some "roughly 20 feet long and flying at more than 100 miles an hour" — there were weeks of meetings where "Officials from agencies including the Defense Department, Federal Bureau of Investigation and the Pentagon's UFO office joined outside experts to throw out possible explanations as well as ideas about how to respond..." Federal law prohibits the military from shooting down drones near military bases in the U.S. unless they pose an imminent threat. Aerial snooping doesn't qualify, though some lawmakers hope to give the military greater leeway...

Drone incursions into restricted airspace was already worrying national-security officials. Two months earlier, in October 2023, five drones flew over a government site used for nuclear-weapons experiments. The Energy Department's Nevada Nuclear Security Site outside Las Vegas detected four of the drones over three days. Employees spotted a fifth. U.S. officials said they didn't know who operated the drones in Nevada, a previously unreported incursion, or for what reason. A spokeswoman said the facility has since upgraded a system to detect and counter drones...

Over 17 days, the [Virginia] drones arrived at dusk, flew off and circled back... They also were nearly impossible to track, vanishing each night despite a wealth of resources deployed to catch them. Gen. Glen VanHerck, at the time commander of the U.S. Northern Command and the North American Aerospace Defense Command, said drones had for years been spotted flying around defense installations. But the nightly drone swarms over Langley [Air Force base], he said, were unlike any past incursion...

Analysts learned that the smaller quadcopters didn't use the usual frequency band available for off-the-shelf commercial drones — more evidence that the drone operators weren't hobbyists.

"Langley officials canceled nighttime training missions, worried about potential collisions with the drone swarm, and moved the F-22 jet fighters to another base... On December 23, the drones made their last visit."

But toward the end of the article, it notes that "In January, authorities found a clue they hoped would crack the case." It was a student at the University of Minnesota named Fengyun Shi — who was reported flying a drone on a rainy morning near a Virginia shipyard that builds nuclear submarines and aircraft carriers. Their drone got stuck in a tree, and ended up with federal investigators who found "Shi had photographed Navy vessels in dry dock, including shots taken around midnight. Some were under construction at the nearby shipyard." On Jan. 18, federal agents arrested Shi as he was about to board a flight to China on a one-way ticket. Shi told FBI agents he was a ship enthusiast and hadn't realized his drone crossed into restricted airspace. Investigators weren't convinced. but found no evidence linking him to the Chinese government. They learned he had bought the drone on sale at a Costco in San Francisco the day before he traveled to Norfolk. U.S. prosecutors charged Shi with unlawfully taking photos of classified naval installations, the first case involving a drone under a provision of U.S. espionage law. The 26-year-old Chinese national pleaded guilty and appeared in federal court in Norfolk on Oct. 2 for sentencing. Magistrate Judge Lawrence Leonard said he didn't believe Shi's story — that he had been on vacation and was flying drones in the middle of the night for fun. "There's significant holes," the judge said in court.

"If he was a foreign agent, he would be the worst spy ever known," said Shi's attorney, Shaoming Cheng. "I'm sorry about what happened in Norfolk," Shi said before he was sentenced to six months in federal prison.

But "U.S. officials have yet to determine who flew the Langley drones or why..."

Brain Scientists Finally Discover the Glue That Makes Memories Stick For a Lifetime (scientificamerican.com) 71

An anonymous reader quotes a report from Scientific American, written by science journalist Simon Makin: The persistence of memory is crucial to our sense of identity, and without it, there would be no learning, for us or any other animal. It's little wonder, then, that some researchers have called how the brain stores memories the most fundamental question in neuroscience. A milestone in the effort to answer this question came in the early 1970s, with the discovery of a phenomenon called long-term potentiation, or LTP. Scientists found that electrically stimulating a synapse that connects two neurons causes a long-lasting increase in how well that connection transmits signals. Scientists say simply that the "synaptic strength" has increased. This is widely believed to be the process underlying memory. Networks of neural connections of varying strengths are thought to be what memories are made of.

In the search for molecules that enable LTP, two main contenders emerged. One, called PKMzeta (protein kinase Mzeta), made a big splash when a 2006 study showed that blocking it erased memories for places in rats. If obstructing a molecule erases memories, researchers reasoned, that event must be essential to the process the brain uses to maintain memories. A flurry of research into the so-called memory molecule followed, and numerous experiments appeared to show that it was necessary and sufficient for maintaining numerous types of memory. The theory had a couple of holes, though. First, PKMzeta is short-lived. "Those proteins only last in synapses for a couple of hours, and in neurons, probably a couple of days," says Todd Sacktor, a neurologist at SUNY Downstate Health Sciences University, who was co-senior author of the 2006 study. "Yet our memories can last 90 years, so how do you explain this difference?" Second, PKMzeta is created in cells as needed, but then it has to find the right synapses. Each neuron has around 10,000 synapses, only a few percent of which are strengthened, says neuroscientist Andre Fenton, the other co-senior author of the 2006 study, who is now at New York University. The strengthening of some synapses and not others is how this mechanism stores information, but how PKMzeta molecules accomplish this was unknown.

A new study published in Science Advances by Sacktor, Fenton and their colleagues plugs these holes. The research suggests that PKMzeta works alongside another molecule, called KIBRA (kidney and brain expressed adaptor protein), which attaches to synapses activated during learning, effectively "tagging" them. KIBRA couples with PKMzeta, which then keeps the tagged synapses strengthened. Experiments show that blocking the interaction between these two molecules abolishes LTP in neurons and disrupts spatial memories in mice. Both molecules are short-lived, but their interaction persists. "It's not PKMzeta that's required for maintaining a memory, it's the continual interaction between PKMzeta and this targeting molecule, called KIBRA," Sacktor says. "If you block KIBRA from PKMzeta, you'll erase a memory that's a month old." The specific molecules will have been replaced many times during that month, he adds. But, once established, the interaction maintains memories over the long term as individual molecules are continually replenished. [...]
"What seems clear is that there is no single 'memory molecule,'" concludes Scientific American. "Regardless of any competing candidate, PKMzeta needs a second molecule to maintain long-term memories, and there is another that can substitute in a pinch."

"There are also some types of memory, such as the association of a location with fear, that do not depend on PKMzeta," the report adds. "Nobody knows what molecules are involved in those cases, and PKMzeta is clearly not the whole story."

Crypto 'Pig Butchering' Scam Wrecks Kansas Bank, Sends Ex-CEO To Prison For 24 Years (nbcnews.com) 75

An anonymous reader quotes a report from NBC News: The former CEO of a small Kansas bank was sentenced to more than 24 years in prison for looting the bank of $47 million -- which he sent to cryptocurrency wallets controlled by scammers who had duped him in a "pig butchering" scheme that appealed to his greed, federal prosecutors said. The massive embezzlement by ex-CEO Shan Hanes in a series of wire transfers over just eight weeks last year led to the collapse and FDIC takeover of Heartland Tri-State Bank in Elkhart, one of only five U.S. banks that failed in 2023. Hanes, 53, also swindled funds from a local church and investment club -- and a daughter's college savings account -- to transfer money, purportedly to buy cryptocurrency as the scammers insisted they needed more funds to unlock the supposed returns on his investments, according to records from U.S. District Court in Wichita, Kansas. But Hanes never realized any profit and lost all of the money he stole as a result of the scam. Judge John Broomes on Monday sentenced Hanes to 293 months in prison -- 29 months more than what prosecutors requested after he pleaded guilty in May to a single count of embezzlement by a bank officer. [P]rosecutors and bank regulators said that Hanes, who has three daughters with his school teacher wife, began stealing after being targeted in a pig-butchering scheme in late 2022. That scheme was described in a court filing as "a scammer convincing a victim (a pig) to invest in supposedly legitimate virtual currency investment opportunities and then steals the victim's money -- butchering the pig." Hanes, who had served on the board of the American Bankers Association, and been chairman of the Kansas Bankers Association, in December 2022 began making transactions to buy cryptocurrency, which "appeared to be precipitated by communication with an unidentified co-conspirator on the electronic messaging app 'WhatsApp,'" prosecutors wrote in a court filing. "To date, the true identity of the co-conspirator, or conspirators, remain unknown," the filing notes. Hanes initially used personal funds to buy crypto, but in early 2023 he stole $40,000 from Elkhart Church of Christ and $10,000 from the Santa Fe Investment Club, according to prosecutors and a defense filing. He also used $60,000 taken from a daughter's college fund, and nearly $1 million in stock from the Elkhart Financial Corporation, his lawyer said in a filing.

In May 2023, he began to make wire transfers from Heartland Tri-State Bank to accounts controlled by scammers, at first with a $5,000 transfer. Two weeks later, on May 30, Hanes wired $1.5 million and a day after that, he sent another transfer of the same amount the following day, filings show. Three days later he directed two wire transfers totaling $6.7 million to be sent by the bank to the crypto wallet, and a whopping $10 million less than two weeks later, and another $3.3 million days afterward. Hanes told bank employees to execute the wire transfers, and "made many misrepresentations to various people" to get access to the funds so they could be transferred, prosecutors wrote. Heartland Tri-State employees circumvented the bank's own wire policy and daily limits to approve Hanes' wire transfers, according to a report by the Office of the Inspector General of the Board of Governors of the Federal Reserve System.
