I work in a typical white collar / paper pushing workplace where people sit in front of a computer all day. A few years back management, decided to ban headphones for no apparent reason except that it didn't look "professional." Since then, complaints to HR have skyrocketed and office morale in general has plummeted. I believe it's because the work is relatively boring, without audio entertainment, employees are grumpier to begin with and are forced to listen to annoying neighbors which results in more complaints to HR.
