It seems to have reached a point where the amount of orbital garbage is causing major (and expensive) problems.
I think that if anyone puts a sat in orbit without dodging capability, they are fools, and potentially contributing to the 'littering' of orbitals.

It's past time to start working on and TESTING solutions to clean up the orbitals before it gets even more out of hand.

Or is this some Earthshade Anti-Warming scheme I missed hearing about?

Short answer:
1.yes, pretty much

2. most systems lay on a plane shared with ours (view images of our galaxy from the 'top' and compare with a 'side view'...it is a rotating disc, AKA Spiral Galaxy)

BTW, #2 is why this is so hard, looking out at our galaxy, it's crowded out there!

For an 'On Earth Analogy', it would be like trying to spot a specific, individual tree in the most densely populated forest on earth, from Mars(or thereabouts).

Sheesh, back up your data already.
It doesn't matter if it's Google, or Sixpak Joe's Data Shack, or any other cloud service here.
If you aren't backing up your stuff, then it all is at risk, and it's your own fault if you lose stuff...no different from a HDD failure in your PC.

I am all in favor of fracking - if they publicly reveal everything they pump into the ground and take reasonable steps to ameliorate the problems.

Yes this will cost more. But fracking will still be cheap. We have a right to cheap CLEAN energy, not just cheap energy.

I'm confused by this...
How do you get CLEAN energy by way of any process that involves fracking?
Is CLEAN an acronym for something that excludes hydrocarbons(which are notoriously not clean energy) as an energy source?

The mind boggles........

Many are called, few volunteer.
