One example they gave was the "donations commission" thing... where the spouse takes x% of the donations he/she pulls in as a commission. But that's a common practice. Their concern is that since it goes to the spouse, it effectively goes to the candidate.

That's the key. An honest candidate would pay their spouse a fair wage. A crooked candidate will have no trouble circumventing this. They've just created another law that could do harm and is highly unlikely to do good.
