There seems to be an oxymoron here. How can a 'letter of request' make a 'demand' of anyone. Also, unless the Japanese authorities intend to back up their requests with hasty legislation how do they possibly envisage curtailing the legitimate freedom of their own, and perhaps more saliently, the international press?
