If they'd prefer not to sell some commodities to someone, they'd better not store them. We have to announce ' we don't sell knives to mentally ill people' or ' we decline to sell sleeping-pill for those who abuse' or countless others. If such an announcement is acceptable.

every supermarket has signs:
we do not sell alcohol to those under 18
we do not sell cigarettes to those under 16
lottery tickets - under 16
glue/solvents - under 16
knives - under 18?

it's not just the law not to sell, but to display notices.

age is the last discrimination to be totally acceptable.

Many years ago tabacco was only sold in tabacconist's shop, usually they were located at the corner of the cross and with narrow window only adults could buy the portion. Because of the current trend of deregulation or just a consistent development of commercialism, now many people can get access to tabaccos. But announcement only encourages the young to know tabacco is sold in a premises. This is not an encouragement of keeping away from smoking, but a different and another intricate way to show tabbaco is
