Noticeboards such as AN/I and various other discussion areas continue to show an ever increasing problem with bullying within Wikipedia's community.

Why does Wikipedia still lack a comprehensive behavioral policy to deal with bullying?

While this essay is certainly a good start, neither the Harassment policy nor the Disruptive editing guideline directly address bullying. The only things that appear to briefly address bullying behavior are the WP:CTDAPE section of the Disruptive editing guideline and the Identifying incivility section of the Civility policy.

What will it take for the community to finally draft and enact a policy that directly addresses bullying?

No...they don't usually publish prices for gear that costs as much or more than a nice car or a small house. For a Blu-ray jukebox solution, you are looking at $45,000-$65,000 on up, depending on magazine and drive count. There are not very many companies who make Blu-ray jukeboxes, and the major manufacturers today appear to be DISC, HIT-Storage, and Fortuna PS.

If you need a DVD-only solution, there are a lot more options and if you are patient, a second hand a 500-700 disc system can be had for under $500-$1000. Nearly all of these jukeboxes are SCSI or LVDS SCSI and most work just fine with mtx.

For the majority of people, ripping discs is going to be the most cost effective solution, but for those with money and the desire/need to have 100s of discs online, options do exist.

If Newegg's shipping department can't learn that shipping hard drives and other components in bubble mailers is a bad idea, then no, they likely won't survive. After receiving 3 hard drives in a two week period earlier this year from Newegg shipped in bubble mailers, I've shifted what were previously regular Newegg purchases to TigerDirect and Amazon. Newegg has a long history of recurring problems with improper or inadequate packaging and it makes me wonder just how many of the negative reviews of "This drive/[insert part here] died after two days" were cases where parts had been improperly packaged for shipping.
