High fraud in Romania according to statistics ? (Score 1)

I have found some data that could be considered official, the most recent statistics being from 2006. http://www.ic3.gov/media/annualreports.aspx Top Ten Countries - Perpetrator [2006] 1. United States - 60.9% 2. United Kingdom - 15.9% 3. Nigeria - 5.9% 4. Canada - 5.6% 5. Romania - 1.6% 6. Italy - 1.2% 7. Netherlands - 1.2% 8. Russia- 1.1% 9. Germany - 0.7% 10. South Africa - 0.6% Now, It's hard for me to understand how 1.6% can be interpreted as high fraud.
