Okay, on further analysis and this helpful thread I have figured out a few things.
Firstly, since every fossil fueled electrical plant will be levied an unconscionable tax, then we all will be paying an unconscionable amount for electricity, fed employee or not.
Apparently there is a secret deal with the anti-nuclear Left to allow nuclear power plants to be constructed again. See the thread noted above, where the posters assure us that Mr. Gore has figured out the numbers already. This must be in the same category.
There must also be some secret deal for the people of Nantucket Island to accept wind power generation off of their coast. Perhaps a secret deal for a nuclear plant there too? See the blind faith posts about other ambiguities in the thread.
As I posted earlier, apparently there is a secret deal with federal unions and the rest of the feds to reduce their pay by the same amount as the payroll taxes currently deducted from their pay and those savings used to reduce the budget, since their employer does not pay taxes but uses carbon.
Still not getting how 6.25 Lbs. of gasoline makes 20 Lbs. of carbon (see thread). Mainly because it makes 20 Lbs. of carbondioxide. Yet another little goof up that prevents me from following the crystal-clear logic of the anti-industrial Left.
As Ezra noted in his post began the thread, once we stop using fossil fuels then there will be no more tax base left, but he assures us that Mr. Gore is very bright. Once we are all driving electric go-karts and delivering mail on horseback there will no longer be a polution problem. Well, I have been around horses before, apparently their pollution is more palatable to the anti-industrial Left than carbondioxide and water.
Belief in unicorns should not be scorned.
