I will use a few numbers, although Mr. Gore sees them as unimportant.
The largest employer in the USA will no longer be collecting payroll taxes, i.e., the federal government. They are the single largest user of carbon fuel too and they won't be paying a tax on that either, unless this is just a plot to fully employ everybody who ever thought of working in federal Finance and Accounting to keep track of the taxes the feds collect and pay on themselves.
So, who is left? The rest of us.
Next item: ethanol and biodiesel.
Somehow good ol' Al waives his magic internet inventing hands and the carbon disappears from C2H5OH (didn't know ethanol had 2 carbons didja) and from whatever flavor biodiesel one is using. If you did not know this you would be in for a rude awakening when you were getting taxed on the alternative fuel.
Perhaps an exemption? Oh, I hope so. That would reveal that the carbon never was the problem and this scheme is just another attempt to advance a hidden agenda.
