Why not just sell all phones unlocked, end of story. What keeps you on a carrier is the contract, not the phone being locked to said carrier.

Playing CRPG since the 80s and as the best you mention Fallout 3? Fallout 3 was prettier, but thats the problem, prettier is not better. Fallout 1 was better, Baldur's Gate was better, Planetscape:Torment was better. Hell, even the old TSR goldbox RPGs were better (Pool of Radiance, Champions of Krynn and my favourite Buck Rogers).

I have a 10 year old Chevy Avalanche and with 100k miles and its been very reliable (knock on wood, im sure it will blow up tomorrow). The only mechanical things that have failed are the water pump, fuel pump, shocks and 1 hub and those are mainly because of age/wear.
Unlike other states, in Puerto Rico there's a division in the goverment dedicated to Consumer Protection, companies can get fined for false advertisement if the consumers report them. Just today there was something about this in the local newspaper AT&T could get a multi-million fine. (translation, it is in spanish)
