A right, as the word is defined, is in essence, something you have a just claim to. E.G. I have a "right" to my property. Similarly, I have a "right" to the components of my body, hence other people acting on my body without my consent is a violation of my rights. Hence, whether or the actor is the government is largely irrelevant.
