Estonian law holds news website liable for comments. The European court has ruled that Estonian law does not breach the human rights conventions. Ironically, I could not comment on the Computerworld article due to a "Forbidden (403)" error.

Is it ironic, or is it a direct consequence of this court decision?

Comment Might never be fully autonomous (Score 1) 472

Could turn out that liability issues will prevent full autonomy. There will certainly be systems that make it much much safer to drive "distracted", so that you don't have to worry about staying in your lane, or maintaining a safe following distance. Autonomous braking might improve to the point where it's safe to follow just off the bumper of the car in front of you, so we'll get the traffic congestion mitigating advantages of autonomous cars without full autonomy. But you'll still have to stay awake and sit at a steering wheel and pedals so you can swerve or brake on demand when something unexpected happens.

Comment It's not psychological at all (Score 1) 530

People in general seem to be motivated. They're sufficiently obsessed with driving a car that gets 31 mpg instead of 29, or weatherizing their homes to cut a few pennies off their electric bill. The real problem is that people don't understand how irrelevant all of that is. We can only fix the problem if we drastically change our transportation and energy infrastructure. It's a lack of intelligence rather than a lack of motivation.

Random checks generally work as a deterrent. Like randomly checking athletes for steroids. The risk of getting caught will deter them from juicing. But a suicidal terrorist isn't going to care much about getting caught. Sure, if you check 10% of the passengers that will stop nearly 10% of terrorist weapon smuggling, but I don't think anyone will find that an impressive accomplishment. You could check say, 30% or 50%, but then the process will be so time-consuming, you might as well just check everyone.
