As I know there is a thing named Arduino. Also, there is a thing named Arduino GSM shield. Basically it means that it's possible to make a primitive communication device with almost totally user-controlled code. (Almost - because the GSM shield has a firmware in it, but it's interface can be controlled). About 2010, I needed such a constructor to model some of my ideas before I implement them in full scale metal. I went to the toy shop. And I found that no such constructor is sold now.
