-34C is the same mark... Without significant special gear, and complete body coverage of every sqin of skin, you simply can't safely go outside in these temperatures.

Pfft. You need a touque, scarf and snowpants. Then it's time to go play.

I'd put the -10C into the biting cold category, and -20 is simply too cold to go outside.

Ha! My childhood would like a word with you. -20 was when I'd RUN outside, because it had been -40 for the last week. -10 meant spring was on its way.

this was mostly attributed to development flat-out refusing to even test compatibility with a beta product (Firefox 3 and IE8 come to mind from recent experience), since they didn't want to have to muck about with the code to get it to work, and then muck about with it even more when a given browser went from Beta to GA.

Then they suck. That's how the game is played when you're a large company building a browser based application for wide release. They should have been testing on the alphas and betas, and had devs in the project forums or mailing lists to sort out issues. The GA release should just be a rubber stamp for testing, not the starting point for development.

No doubt this research was funded by GE. They'd love to increase the efficiency of incandescent bulbs, while having them maintain their fragility and short lifespan. Thankfully it's coming too late to avoid the ban. Bring on the LEDs, and good riddance to the notion of light sources as consumable products.
