The problem comes in incentives in the form of subsidies to keep people at the WalMart level.

So, now the incentives are to blame? You are seeing it upside down. If people that will never be able to rise above Walmart level could make a living wage, those subsidies would not be needed.

Cuba has a better standard of living than most Latin American counties. And all this despite the stupid, illegal and outrageous US blockade that turns every little thing Cuba wants to do in a painful ordeal.

You just feel butt-hurt for not having Cuba at your disposal to use as cheap farming ground and brothel.

Allowing Internet connectivity reduces the centralized control that a totalitarian Communist system requires in order to protect the leaders and the system itself from the inconvenience of reality.

It hasn't reduced the protection of our corrupt oligarchy here in the Capitalist world. Quite the opposite, gave them one more tool to spy and control us.

Actually, yes I expect most of them to have nothing to do with the actual endeavor involved.

It's very rare for the President of the Hair Club for men to be in the advertising.

And not knowing how to code is the main reason why they lend themselves to lead these stupid initiatives in the first place. If they knew how to code they would know it's not something the vast majority of people can, or want, to do, and how dangerous a clueless coder can be.

Unfortunately, it is the fraud of your elected officials that is to blame for your overall problems right now in regards to your economy tanking. In classic political fashion they are blaming some foreign entity for your problems (all countries suffer from this sort of scapegoat shaming, not just Argentina).

Like the frauds committed by corrupt officials of weak countries don't serve economic interests in stronger countries.

It's funny, because outright denying the fault of foreign entities and blame it solely on locals is scapegoating, too. The former just as dishonest and short-sighted as the latter.
