While I agree with everything you said, the third parties in our country go about things the wrong way. They consistently run candidates for President and Governor, but never run for congress, senate or state legislatures. They need to build up the brand a bit if they want to be accepted by the voters.

I did mine in Arizona, it was about 13 years ago, but the fee was $50 you were required to notify people who might have an issue with it, but there wasn't any real definition of who that might be. There were also no residency requirements as far as I can recall (I had just moved there a few weeks before, I know I didn't have my license changed over yet).

It's at the very least pretty strong support for local judges to just throw the case out.
