Yeah, it's humorous that one of the more trendy "hip" languages these days is Python, which is as primitive and old as dirt. OneNote does just store a file locally. There's no special protocol involved, it's a file in the filesystem that OneNote uses. Doesn't get more standard than "filesystem". If you want to sync elsewhere you'll have to use mode modern protocols than sftp.

Outlook does allow you to store the data locally. If I wanted to store it in the cloud I would use something like Boxcryptor to encrypt it to a cloud drive.
