I've seen - somewhere - a mention of dropping nm as a size measure and using Å(ngström) instead, though what the point is I have no idea - given 10Å is 1nm.

Given it's a village in rural Wales, I'd guess at DSL - the Openreach site (they install much of the fibre for FTTC/P) doesn't seem to know what they have...

Investing this money in actual, meaningful research instead of feeding a huge bureaucracy that needs not exist and which slept though most of the technological and scientific revolutions of the past 30 years could indeed have made a huge difference.
