Why would you offer your app's service without the lucrative tracking implements?
I don't think you understand how tracking works: it has nothing to do with app stores.
The main reason to get away from Apple's store would be its draconian 30% cut.
Others, especially apps that do not directly sell anything to the consumers, would happily sit everywhere.
This will however lead to less safety and security for children, rather than more. I want the code I install on my device reviewed by Apple.
Luckily, nobody forces you to install alternative app stores.
So you can continue to safely install, say, Dolphin browser, which was caught dialing home... on Android. Perhaps because things are way more trnsparent on Android, or who knows. Anyhow, emphasis on caught. Dialing home it was from both OSes.

OP including Google in this context is embarrassing. Even 10 years ago, my Android phone didn't need any hacks to access non-google app store, if I so wished. There is nothing for Google to open: it already is.
