The NSA needs focus. They are trying to do too many conflicting actions and it just doesn't work. Spin off the foreign spying to the CIA, pass off domestic spying to the FBI, concentrate on securing the network to keep China/Isis etc out of America. Secondly bureaucrats are very good at doing dull repetitive work without making very many mistakes, and that works for security provided you hire the right people. Third: cooking is applied chemistry, so chefs make good bomb makers. There is a reason terrorists use the kitchen to make their home made bombs.

Available user bandwidth = total tower bandwidth / number of users. Given that total tower bandwidth is limited by spectrum allocation the easiest way to increase user bandwidth is to reduce the service radius of the towers (by having more towers, each cell smaller) so that the number of users per tower is smaller. The cheapest way is to throttle users. If the cell companies don't feel like spending to upgrade their network to be sufficient to handle what they are selling then they should find a way to get rid of those pesky unlimited contracts and meter everyone.

Services people need to live should start out as government run companies, and either stay government owned or be heavily regulated to ensure the "quest for profit" doesn't kill people. A perfect example is the US medical system. It's the best in the world if you are rich, but for the bulk of the people they may as well be living in Somalia. They privatized the electrical grid in California, and prices went up while reliability went down. If it's important, keep public control of it. Everything else you can allow private control.

There are two states in law, Guilty and Innocent. But that's inconvenient so let's make up a new one, "Don't care". The great thing about Don't Care is you can lock people up for as long as you wish because they're not Innocent. And they don't get a trial because they're not Guilty. Maybe this example will explain why "Enemy Combatant" is a bad idea.
