The problem there is that you're using CGI (which runs a new instance of PHP for each request) rather than FastCGI (which keeps a pool of processes active).
Also you're comparing Apache to a custom written, purpose-built web server. You could probably write said web server in PHP and it would be faster than the Apache/PHP combo.
Get the sqlite3 command line utility and run sqlite3 places.sqlite VACUUM in your profile folder. That should make the awesome bar loading time much lower.
You can't buy a car and then take out the engine and demand a refund on the engine, so why should you be able to buy a computer and not use the software and demand a refund on that?

Running wires to each room in the house would be both cheaper and have sound quality independent of network quality.
I think that the poster was intending to agreggate a cable, DSL, and satellite link to make a more reliable connection, not get multiple ISPs on one line.
