If you were planning on keeping you car in your garage you could modify the heck out of it and nobody would care. The guy in the beemer may be more wiling and able to fight the ticket. If you are going to enhance revenue, do you go for a few big fish that might be able to challenge things (making you take a day in court when that happens), or a bunch of small fry that can't take the time to do so.
