Here's the RULE: at that (avg) population density (distributed by fertility) allowing all to succeed at subsistence farming a general productivity level (manufacturing naturally dominates) will be reached furnishing all (but, the 5% wasters) a human life-style. Capitol chases labor in a most unctuous way! Of-course at THAT low population density the number of actually subsistence-only farmers will be tiny. But, the temptation (of naturally evil humans) to exploit will be removed as everyone has a human **out**.
