You are right the fiscal repercussions are vastly different.
In one you have to waste money studying if air conditioning is needed and the other one only costs taxpayers money if their local government deems it necessary.
The new law doesn't force any tax increases it just spells out a maximum that they can be increased if school boards choose to.

You could say the same for computer service techs.
Take a group of individuals and equip them with Internet access and Google and you have a 50-50 chance that they can solve most computer problems.
If you disagree with this statement maybe you should also reevaluate your statement.

If the battery compartment is waterproof once the cover is replaced (just need some gaskets to do this) then the battery and connector don't have to be waterproof.
If the compartment isn't waterproof once the cover is replaced you don't really need to waterproof the connectors you just need to add a circuit that protects against shorting the terminals (like a reset-able fuse). The battery can still short circuit but since water is a relatively poor conductor of electricity unless your phone is submerged for an extended period of time (hours or days) it should still be fine for a short dunking (like would happen if you accidentally dropped your phone in water and retrieved it within a few minutes). The closed compartment would provide some water resistance and very little water would even get into the battery compartment during a short dunking.

Is the phone too big for you in thickness or length and width dimensions?
If the phones are currently too thick for you you might have an argument (but they do make some damn skinny phones these days) but if they are too big in the other dimensions then adding a removable battery wouldn't affect this. You don't need to increase the width and length to add a removable battery.

Make the battery compartment waterproof so when the battery cover is off the rest of the phone is 100% waterproof (or some high fraction of 100% anyway).
You can even make the battery compartment very water resistant (almost to the point of waterproof) once the battery cover is replaced with a bit of effort.

Find some old phones with removable batteries. They are maybe 2-5mm thicker than the modern phones with non-removable batteries.
Can you find a case that would add 5mm or less to the thickness of the phone and not add to the length or width of the phone?
If the internal battery dies will the case battery still allow the phone to work or are you SOL?
How thin do phones really need to be? Does adding a couple of millimetres to the thickness really mean people won't buy your phone? Of course you won't be able to brag that you have the thinnest phone on the market but again, is that really a bad thing?

There currently really isn't any consumer choice since there aren't any major brands offering phones with an option for either an internal battery or a similar phone with removable battery. If the only "choice" you have is to get a major brand phone with an internal battery or some off brand with a removable battery is that really a choice? Most likely there are MANY more trade-offs than just the battery difference to consider.

As long as the "LOT of other electronic devices" work int the same frequencies that are affecting the AM radios that is true but there are also a lot of electronic devices that aren't affected by those frequencies. Unless the device needs to communicate at AM radio frequencies then it would be a simple matter of shielding the device against those frequencies (at least as simple as shielding the EVs from sending out the frequencies anyway)

The problem is that those cheaper CPUs are cheaper because they didn't pass the quality assurance check at the factory to be sold as high-end units. If you are then going to overclock them to get to the specs of the costlier CPUs you have to also accept the risk that bad things might happen to the chip as a consequence.
