The cap seems to be some where in the middle from being and hard limit and being usage based.

Comcast 4K?? they are way behind dish / directv and other cable co's right now as well being loaded with lot's of very old cable boxes still in use / and given out to new subs / people swapping out old failed boxes.
Comcast needs to move HD to MPEG 4 and that can free up a lot of room / add more HD and down the road get rid of SD channels that are also in HD and put the SD only stuff in MPEG 4 SD. Also maybe some SDV for the part time / overflow feeds.
There are some 1 GHz cable systems (not Comcast) Comcast still has some old 650mhz systems.
outsource IT makes stuff like this more likely and can leave tech people in a place where they can't do stuff needed to make it work and or need to disable it to be able to get work done as some outside vendor picked something that does not work that well.
what about utility trucks / bucket trucks?
They need to go off road (off road can just be on to the grass / sidewalk next to an road) may need to sit in the middle of a road, be placed the wrong way on a road, etc. And it may be hard to get a auto drive car to do that.
Also based on way some utility's (manly cable) use contractors and subcontractors a special license sounds like a good idea but in real life may not work to well. And they may need to make so they can't use contractors and subcontractors do that work or they may have to make so the utility / cable co has to buy the special licenses for the contractors and subcontractors.
you can download on a laptop and move the files over to your desktop with gameing hardware. Just saying even if disks go away there are ways to get download only media with out needed a good link at the place you want to view it / play it at. Even with steaming movies / tv / etc (other then live) having a buffer is good. But something like this kills that idea and makes so that you need good link 100% of the time you want to play the game. Also hope that you are the only person in the home playing the game at the time if you have download speeds under 20 MEG.
But not all apps need to be full screen as do you really need a 20" 4 function calculator?
Also things like the charms bar are very poor things when you have mouse + keyboard and or a big screen / multi screen.
What happens if they end calling the cops, FBI, power plants, ECT Will they be tracked down?
In vista and later any install disk can be used to install both OEM and retail keys. Also same thing for 32 and 64 bit. Some 64 bit systems only shipped from the OEM with 32 bit builds.
North Korea should be very NOT FREE.
even so you can download an game off peak when some ISP are cap free and you can say download an game / parts of it at places with free WiFi.
When you have medicare and or the VA paying then you can take a more useful / cheaper Android or you can buy a higher cost apple and get more markup out of it also makeing so that the end user can't buy there own and pair it on there own makes you use them for Replacement when it hits the end of it's battery life.
If only we had an better healthcare system that was not loaded with insane markup.
does i-limb make you use them so they can bill the VA, medicare disability, ETC say $200-$500 to pair an bluetooth device?
Does the prosthetic co make you buy there ipad? if so they can sell ones that are the basic model jailbreak by them for say $1000 with there apps pre loaded. Also the paper work calls the ipad an medical device
and they stop playing after they see the bandwidth bill also what about people who's only HSI is satellite?
People with download caps as low as 10GB? even 50GB is low for something light this. The lag on satellite is to high for something like this as well.
