Yes it was a snark, deal with it :)

But even in places like Finland and Sweden where population density is very low cables are underground.

What I observe in N-America is a reluctance to put them away, maybe because zoning laws haven't caught up with modern times?

For all purpose, the majority of Americans, even in rural areas, live in clusters that could easily use buried cables, or do you run your water, gas and sewage on poles too?

This type of Zero-cap policies favour those companies and organisations that can afford it.

It is just as bad as any tiered internet.

Just suppose only CNN could afford to offer a Zero-cap and Fox News couldn't find a sponsor for the same, so much humour would be lost on these poor conservatives with a cap!

I am convinced that Internet should be treated as a utility similar to roads, you pay for the infrastructure and there can be a % charge on your data use but all are treated equal.

Freedom of speech cannot easily be overrated.

But there is also something called freedom of information, that one is part of the Dutch legal system and I cherish it.

Not that I in any manner want to say The Netherlands has a perfect record on either, like Adolf Hitler's work Mein Kampf is still forbidden...

I'm not clear why anyone cares about "net neutrality" anyway. We don't need more Internet regulations. Heavy regulation is what got us into this mess anyway.

See, around my ways we have net neutrality enshrined in law and anything else would be seen as not just more regulation but as regulation.

Net neutrality is by design the epitome of no regulation.

That's a large part of the lifestyle difference between NW Europe and the US.

We both have an excellent quality of life, food and housing, it's just that in the EU we've never gone into the US suburbia thing, nor see the need to drive around in a truck when a small Korean car will do nicely.
