Don't forget lack of IE11 too. At least they are willing to support these users for the full 10 years unlike Win8.0, and yes this distinction is artificial too.

DirectX11 was back ported to Vista.
Even that was done in a completely different way from the old DX redists, the last of which was released in 2004.
MS abandoned the old DX redists after 9.0c released in Aug 2004.
