"retaliatory strike" means a nuclear strike launched by country A AFTER country B has already launched against them.
There are nuances regarding escalations, terrorist nukes, and other things, but in general the idea is that the President can't just order a nuclear strike on Iran absent an Iranian strike on the US or its allies, just because the Iranians hurt his little fee fees.
But a retaliatory strike can be launched by the President by himself.
It's the infected ice worms that will kill us all.
