People live in Hiroshima, the city that got hit with a nuclear bomb. They could clean up the pad for re-use in a week. Also they would launch the rocket with no fuel aboard, and send the fuel in heavily armoured canisters that would survive a crash.
Fuel isn't a problem. 95% of the Uranium supply is the wrong isotope, but a breeder reactor can deal with that, so x20 your fuel. And 90% of the fuel is removed and dumped because America is afraid of fuel reprocessing, so x10 fuel. So that puts America at 10,000 years fuel. Of course Nuclear is still the most expensive option.
Or option #3. California is largely sunny desert and coastal hills, a perfect location for wind and solar. Yes you need batteries, really big ones, but pumped hydro storage is proven and cheap. I don't see why people want to pick the Most Expensive option for their power grid.
If we don't have racial quota's, then the current system of blocking minorities will continue because "we want the best man for the job". Excuses: We can't send a woman because it's an all male crew. Fission is failing because it's economically unworkable. Every Fusion design i've heard about looks to be more expensive, plus fusion is horribly inefficient (99% of your energy goes to maintain the reaction?), and they are concentrating on a rare and expensive fuel (tritium costs more than uranium!).
Fuel reprocessing is better than dumping 95% of your fuel into a hole in the ground. We know how to destroy nuclear waste, we choose to not do that because once through reactors are slightly cheaper.
