I think it's to promote multiple launch options so NASA doesn't get locked into any one company.
Blue Origin has been around for over 23 years without even 1 ATTEMPT at an orbital launch. So how do they count as an orbital launch option?
As long as Bezos can keep the money flowing, Blue Origin will ultimately get their engine factory up to full capacity.

It was just weeks ago that I heard he was planning to start building the New Genn Integration building and the BE-4 factory building. PLANNING not actually BUILDING yet. He has been PLANNING to put cargo to orbit for 23+ years. So I take it all with a dump truck full of salt.
Do you remember the hoopla about how Blue Origin was going to use New Glenn to put up the "Orbital Reef" space station? They pulled out of that plan for unstated reasons. Partners screwed as they were relying on BO to provide launches and now don't have a station. Maybe they will redesign around a Starship launch system and go bigger. Just another reason to be pessimistic about BO.
They've done a bunch of suborbital work including nailing down reusability.
New rocket companies seem to hit orbit in 6 to 8 years. Blue Origin? 23 and counting to first orbital ATTEMPT. As to re-usability you do know that their suborbital rocket exploded last flight don't you?
This is the 3rd December in a row they have claimed they would do their first launch of New Glenn. But they also have scheduled a Maiden Flight for August? Why do they need that Maiden if they are doing the December launch for project Kuiper? If it is launched in August that will be nearly 24 years from founding to 1st orbital launch attempt. 3 to 4 times longer than is typical. How many more to actually achieve orbit and deliver a payload?
Their BE-4 engines are so far behind that they aren't only delaying New Glenn but also the ULA Vulcan Centaur which is years behind waiting for them. They just in the last weeks announced that they are planning to begin to build their vertical integration building (won't they need that for the Maiden Flight?) but are planning to begin building their rocket engine factory. Can they really get these things done in time for an August flight? New Glenn needs 7 engine/flight. Vulcan needs 2 and reportedly gets priority over New Glenn. So IF Vulcan launches on schedule in December and is successful will their be any engines left over from Vulcan launches for New Glenn to do any? Vulcan is reportedly scheduled to launch 5 times before New Glenns August flight.

His "space company" is 23 years old. Its goal is to move all industry off Earth into space. In 23 years Blue Origin has made precisely ZERO attempts to launch a rocket to orbit. SpaceX founded 2 years later had the goal of 100 orbital launches this year and while it may fall a little short it still is more than any other company has launched in a year. Blue Origin seems to be kicking their planed December launch attempt to next summer. They dropped out of the planned Orbital Reef space station that their New Glenn rocket was supposed to be the literal core of.
Their BE-4 engine which is supposed to power the New Glenn rocket is far behind schedule and is also shafting ULA which based their Vulcan rocket on it and it MAY launch in December - maybe. Without Vulcan ULA is quickly heading towards being a launch company without a rocket to launch with.
Blue Origins biggest product seems to be lawsuits to try and slow down SpaceX. If Bezos can't have something he wants to be the dog in the manger blocking those who can achieve it.
This seems to be somebody that thinks they can compare commercial software and FOSS in this way. Just shows a lack of clue.
Except they show all these open source statistics but none on closed source. They don't actually DO a comparison.
Most proprietary programs I ever used have been discontinued and not all ever had a patch. Some were dropped by the company stopping my use as they no longer operated the online component needed to run it. So how is that any different?
