Giant projected mommy milkers on every skyscaper.
And if you guess fewer incidents than what the state measured you pay twice the penalty!
People tend to use "hate" and "dislike" synonomously. It seems to me you try to split it up so you can find a component to blame the person for.
" "I hate meat eaters" is a morally different statement to "I hate short people.", because one is a choice and the other is not. "
Only if you assume that we can choose what we hate.
Maybe the engineer went the simple route and just mailed prisoners who were due for parole.
This may be feasible for a handful of large facilities outside of the city center like coal or wood who even provide their own trains but for, say, every small business inside a city? Unfortunately, the courts have discovered the trick of using human rights violiations that might occur in the future as a justification to push certain politics in the present day. In my country, this is since recently known as "intertemporary personality rights". And since personality rights are very high ranking in our constitution it allows the courts to do pretty much what they want in every topic that might eventuall have a human rights angle.

Looking to the animal kingdom makes the explanation much simpler:
The sex drive is made to make mates produce kids without much thinking why. If there are not enough kids, species dies out. If there are too much kids, they split up or start killing each other. End of story. No planning, no welfare. This ended for humans when they started to control it.
300 years ago having kids usually meant having one kid after the other with being pregnant being a full time job for the woman so the heritage is secured before you die in your mid thirties. Even nobles had six kids with the expectation that three would survive. The amount of sex usually depended on the drive of the man because women had no say.
Nowadays with contraception, lack of unnatural deaths and individual freedom we have all the means to control what nature designed to be done without thinking too much and the system falls apart. Wanna know how to reverse the trend? Look at the countries where the migrants come from that are supposed to replace the missing people and you will find the nasty truth: That it is because they don't have all the things I listed at the beginning of this paragraph.
