Dunno. Have you ever had to try to work with PayPal? I've talked with Google people. Never once after years of trying have I ever even thought I might get a PayPal person on a phone call. Just an PayPal == email bitbucket.
This is probably more about zeroing out abandoned accounts than charging a fee to make money. That way they dont have to carry that liability on the books forever.
Unless you can make money doing it.

We see thousands of attempts all day, every day. Its just part of being on the net. Fail2ban has been pretty effective for us. You can configure it easily to set up "move on" rules for the bots and not blow your leg off because you mistyped a couple times.
