This sort of thing is the Poster Child for the systemic racism we have in this country, have had in this country for at least the last 100 years.
It's like some asymptomatic cancer: waiting beneath the surface, hiding.
Just one example. Systemic. The Cancer metastasized a long, long time ago. It's high time it was all excised .

o Mass reforms in ALL law enforcement, top-down, bottom-up
o New psychological screening for all current law enforcement at all levels, to detect racist, violent, and otherwise ill-suited personnel, removing them
o New psychological screening for all new law enforcement candidates to prevent violent, racist, bigoted types from ever wearing a badge and a gun in the first place
o Extensive training to ensure that no officer ever 'shoots first, asks questions later'
o Extensive training in de-escalation to prevent the need for 'deadly force' whenever possible
o Extensive training in public relations; 'serve and protect' should ALWAYS be at the top of the list for EVERYONE, not just white people
o No more 'qualified immunity'.
o Implementation of civilian oversight of all police organizations so nothing ever gets swept under the rug, ever again; 'to serve and protect' should mean the police are accountable to those they 'serve and protect', not the other way around.
