as in, "Watch for kabuki in which the Repubs try to repeal it [heath care law], but darn it they just don't have the votes. Watch for them to whine and make excuses in the manner of Obama." (a variation on "rotating villains")

I don't believe you'll find a better word to describe American politics, with audience participation and everything... like The Rocky Horror Picture Show.
