Glass of Water's Journal: Moderation and Meta Moderation

Here's a problem with MetaModeration: user is asked to moderate on threads he has not read. How many moderators will take the time to read the thread. Can't the system track who has read what (cookies)?

This leads to the problem of too little use of the Off-Topic moderation, too much Funny, and no recognition of the huge amount of redundancy.
