Dreamweaver has the best syntax highlighting I've ever seen for PHP, HTML, CSS, etc.
Have you ever tried Aptana? It doesn't have all the features of Dreamweaver, but it has great syntax highlighting and code completion/documentation for HTML, JavaScript and CSS. I've used it a bit at work and am fairly happy with it..
