Journal Journal: Credit Card Fraud

I work for an ISP. I know a fair amount about PCI compliance and credit card security on the web. We routinely receive online applications from IP addresses that are outside the U.S. (and sometimes inside the U.S.) that include what I suspect are stolen or bogus credit card numbers for various services; hosting, email, etc. We usually just trash these applications. I'm sure many other online service providers and merchants see similar activity. Yet, all I can find on the Credit Card sites is phone numbers to report fraud. We don't have time to call Visa every time we get a bogus application for service, but we'd sure like to notify whoever these cards belong to! Is there an easy way to report these incidents? If not, it seems to me that the cc industry is not properly protecting their customers. The data is there. There should be a secure mechanism in place to report it and have it acted on appropriately.
