Yeah... I worked for a company who handled employment this way. It may have made for better individual skills (Though this was by no means clear), but it *killed* any team skills because it reduced collaboration to competition. It was perhaps one tenth as effective in terms of overall productivity when compared to the next worst team I ever have worked on.
