Absolutely not. That's a really stupid heuristic argument that is not scientific and you are just amplifying that nonsense. Please stop pontificating and promulgating the idiotic Scripps letter to Nature. They have a conflict of interest. They are funded by DARPA and Gates and they want to exonerate their colleagues. It was biased and wrong.

There is obviously a biological arms race which is why we're not hearing much from officials. USA was working on biodefense regarding these new/rare viruses that could be weaponized. They probably wanted to make sure that WIV research was going in a peaceful direction but not all actors are reliable and private interests are involved here like Gates investments into biodefense. Nobody is going to admit any amount of guilt.

Since Scripps is openly engaged in biodefense projects, they would rather not stop future projects from materializing, this includes covering the mistakes of fellow virologists who might engage in dual-use gain of function research. They know that this is dangerous. They downplay it.
