Description
PAVER is a pavement maintenance management system that emerged in the late 1970s to aid the Department of Defense (DOD) in overseeing the upkeep and repair of its vast pavement assets. By leveraging inspection data alongside a Pavement Condition Index (PCI) that ranges from zero (indicating failure) to 100 (indicating excellent condition), it effectively captures pavement statuses and forecasts future maintenance and repair requirements. The PCI for airport pavements was formalized as an ASTM standard in 1993 (D5340-10), and similarly for roads and parking lots in 1999 (D6433-09). PAVER™ conducts various analyses to ensure the effective distribution of maintenance and repair resources. The system's development has received backing from organizations such as the US Air Force, US Army, US Navy, Federal Aviation Administration, and Federal Highway Administration, emphasizing its importance. Furthermore, Colorado State University provides training and technology support services for non-DOD users, enhancing its accessibility. During inspections of concrete pavements, the software also enables users to create graphical representations of individual concrete panels, thus improving clarity in reporting findings.
