At the core of SCOOT lies an online traffic simulation model that evaluates a variety of potential timing adjustments in real-time, selecting the most efficient option. Other systems typically make modifications based on set parameter thresholds, such as traffic volumes or the number of arrivals on green, which restricts them to a single potential adjustment without prior effectiveness testing.
