SCOOT is a proactive system that adjusts traffic signal parameters in real time to serve traffic approaching an intersection. Other systems make adjustments based on the departure traffic. This can lead to timing changes that are not fully effective. SCOOT is based on an online traffic simulation model that tests a variety of timing changes in real time and selects the most effective adjustment. Other systems adjust based on thresholds such as arrivals on green or volumes. This only allows for one adjustment and is not tested for its effectiveness in advance. SCOOT optimizes every cycle's length, splits and offsets by making small controlled adjustments. Other systems make much larger adjustments at longer intervals (upto every 10 minutes), and some do not optimize the cycle length at all. This makes them less responsive to changing traffic conditions.
