An anonymous reader writes Thanks to some clean-energy tax incentives approved late this spring, California appears to be in the running again for Tesla's "Gigafactory". From the article: "The decision should have been made by now, and ground broken, according to the company's timeline, but is on hold, allowing California, which was not in the race initially — CEO Elon Musk has called California an improbable choice, citing regulations — to throw its hat in the ring. 'In terms of viability, California has progressed. Now it's a four-plus-one race,' said Simon Sproule, Tesla's vice president of global communication and marketing, referring to the four named finalists — Texas, Arizona, New Mexico and Nevada — for the prize. That's heartening. Having the Gigafactory would be a vindication of Gov. Jerry Brown's drive to make California the home of advanced manufacturing, of which Tesla's battery technology is a prime example. With its technology, 'Tesla may be in position to disrupt industries well beyond the realm of traditional auto manufacturing. It's not just cars,' a Morgan Stanley analyst told Quartz, an online business publication last year.

Completing the trilogy is an HBR article, 'Why Do So Many Incompetent Men Become Leaders?', in which Tomas Chamorro-Premuzic concludes the problem is that manifestations of hubris, which occur much more frequently in men than women, are commonly mistaken for leadership potential. So, with a gender and age strike against her, would a Grace Hopper in her prime even land an interview in today's Silicon Valley?"

FCC Boss Backs Metering the Internet 515

An anonymous reader writes "FCC Chairman Julius Genachowski has publicly backed usage-based pricing for wired internet access at the cable industry's annual NCTA Show. He makes the claim that it would drive network efficiency. Currently most internet service providers charge a flat fee and price their packages based on the speed of the service, while wireless providers are reaping record profits by charging based on usage, similar to the way utilities charge for electricity. By switching to this model, the cable companies can increase their profitibility while at the same time blocking consumers from cutting the cord and getting their TV services online."

antdude writes "This MSNBC Bottom Line story/article says that 'If you're a conscientious motorist who still does everything the way your driver's-ed instructor told you to, you're doing it all wrong. For decades, the standard instruction was that drivers should hold the steering wheel at the 10 and 2 positions, as envisioned on a clock. This, it turns out, is no longer the case. In fact, driving that way could cost you your arms or hands in particularly gruesome ways if your airbag deploys. Instead AAA, the National Highway Traffic Safety Administration and many driving instructors now say you should grip the wheel at 9 and 3 o'clock. A few go even further, suggesting 8 and 4 to avoid the airbag mechanism as much as possible, but what formal research has been published on the varieties of hand positions suggests that this may lessen your control of the car.'" I usually hold even lower on the wheel, perhaps 4:30 and 7:30, but I also drive with my seat pushed farther forward than most people like. Drivers, what's your approach?

Retail Chains To Strike Back Against Online Vendors 532

Hugh Pickens writes "Marissa Taylor says the retail chains' worst nightmare are consumers who come in to take a look at merchandise in-store, but use smartphone apps to shop for cheaper prices online. But now stores like low-end retail chain Target plan to fight 'showrooming' by scaling up their business models and asking vendors to create Target-exclusive products that can't be found online. 'The bottom line is that the more commoditized the product is, the more people are going to look for the cheapest price,' says Morningstar analyst Michael Keara. 'If there's a significant price difference [among retailers] and you're using it on a regular basis, you're going to go to Amazon.' Target recently sent an 'urgent' letter to vendors, asking them to 'create special products that would set it apart from competitors.' Target's letter insisted that it would not 'let online-only retailers use our brick-and-mortar stores as a showroom for their products and undercut our prices without making investments, as we do, to proudly display your brands.' Target also announced that it had teamed up with a handful of unique specialty shops that will offer limited edition merchandise on a rotating basis within Target stores in hopes of creating an evolving shopping experience for customers. Target is 'exercising leverage over its vendors to achieve the same pricing that smaller, online-only retailers receive,' says Weinswig. 'This strategy would help Target compete with retailers like Amazon on like-for-like products.'"

Hybrids Safer In Crashes — Except For Pedestrians 392

Hugh Pickens writes writes "Hybrid vehicles are safer than their conventional counterparts when it comes to shielding their occupants from injuries in crashes with the odds of being injured in a crash 25 percent lower for people in hybrids than people traveling in comparable non-hybrid vehicles. "Weight is a big factor," says Matt Moore, of the Highway Loss Data Institute. 'Hybrids on average are 10 percent heavier than their standard counterparts. This extra mass gives them an advantage in crashes that their conventional twins don't have.' The study's findings are good news for green-minded drivers who are also looking for safety in their cars, but it's worth noting that hybrid vehicles are much quieter than gas-powered cars, posing a risk to pedestrians. "When hybrids operate in electric-only mode, pedestrians can't hear them approaching," says Moore. Earlier this year, Congress gave the National Highway Traffic Safety Administration three years to come up with a requirement for equipping hybrids and electric models with sounds to alert unsuspecting pedestrians."

Their bottomline: 'The decline came as the RIAA launched more than 300 lawsuits against file swappers. The reversal cast doubts on the music industry's claims that its lawsuits are working to deter people from illegally downloading music files.' I guess wake_up_and_smell_the_coffee time just gets that much more imminent for all the hacks at RIAA." St. Louis-based Ameren Corp and other utilities are testing are testing the technology, and, according to the article, "many consider it increasingly viable." Proponents claim the powergrid technology will bolster broadband competition, lower consumer prices and bridge the digital divide in rural areas. Skeptics say that few tests prove its financial and technical viability. Kludge, panacea, or hoax? (I'd think it was a total crock had I not personally known someone working in India with a PCL company)"

scubacuda writes "Arnold Kling, in his article, Content is Crap, writes, 'While there are many Net-heads who share Dan Gillmor's [and Larry Lessig's] enthusiasm for Creative Commons, I do not. It has little or no significance, because it is based on a strikingly naive 60's-retro ideological view of how content intermediaries function.' He compares artists' works to, well, raw sewage that publishers filter into something that can be later consumed by the public. 'What Creative Commons lets you do as an author is label your stuff before you flush it down the toilet.' Kling points to Bayesian Intermediaries (filters based on flexible keyword weights and 'trained' by user preferences) and weblogs as good ways to filter out the drivel that many content creators produce. Combining New/Old Approaches for Nuclear Fusion 320

L2 writes "Sandia National Labs are looking at some old military tech for a shortcut to nuclear fusion. Still the odd little detail to be worked out, such as how to keep the fuel from melting everything during the reaction. " Interesting approach. While much of the recent fusion work seems to have centered around tokamak reacters, from what I've seen, this one harkens back to a different school of thought. The bottomline, IMHO, is that the sooner we have fusion - or another cheap, environmentally clean energy source, the less likely we are to destroy the rest of this planet and hence ourselves.
